Appointment of Hearing Officer and Selection of Dates for Personnel Appeal Hearing After discussion, a motion, by Roland Maier and seconded by Commissioner Nila Hogan to appoint the Honorable Gary Freedman as the Hearing Officer for a Personnel Appeal Hearing to be held on February 1St -5th , 2021 from 4-8pm each day. 6. Commissioner's Comments Christi Tenter thanked the Board for their attendance. Christi Tenter also asked the Board for referrals to fill a vacant seat on the Miscellaneous Civil Service Commission. 7. Her daughter-in-law, Kimberly Searcy, is currently employed as a Police Service Technician in the Police Department. Due to the possibility of Catharine being considered for the Administrative Analyst 1/11 position, the issue of nepotism must be addressed. SUMMARY OF DUTIES A summary of the duties and responsibilities for the position of Administrative Analyst 1/11 is as follows: Under direction, to assist in providing administrative and budgetary guidance to department head and departmental administrative personnel regarding City services and business affairs;to conduct administrative studies and analyses;to submit recommendations and prepare reports;and to do related work as required. A summary of the duties and responsibilities for the position of Police Service Technician is as follows: Under general supervision as an unarmed, non-sworn employee, performs work of average difficulty involving specific phases of police work on an assigned shift and performs other work as required. EMPLOYMENT OVERLAP According to Nick Fidler, Public Works Director, if Catharine Thomson is appointed to the Administrative Analyst position in the Public Works Department, performance appraisals would not be reviewed or conducted by either employee for the other; neither employee would be directly supervised by the other; and they would not report to each other within the chain of command as they would be assigned to different departments. Upon review and assessment of the employee's job duties, it has been determined that the employee is performing the duties within thejob scope of the Business Manager classification: "Under general direction, acts as departmental administrative officer for a major City department; coordinates, makes recommendations for action and advises department head in developing, implementing, and monitoring operating, capital improvement, and other budgets; performs complex and difficult administrative, financial, statistical, and other management analyses in support of activities and functions of a City department; supervises staff; performs related work as required." In 2014, the position was reclassified to an Administrative Analyst I due to growing analytical and fiscal-related duties required of the position. At that time, the position began assisting with citywide rates and inventory related to technology needs. Today, each department has a key reliance on technology. With adoption of the 2020-2021 budget Technology Services was appointed as a department within the City's organization structure. While previously an operating division of the City Manager's Office, the growing staff, inventory, vendor management and capital projects continue to expand and evolve which require a dedicated position to act as the departmental administrative officer in fiscal, administrative and budget matters. The current incumbent provides these functions in addition to having a deep understanding of the citywide budget in order to develop and allocate rates to departments. These align with the duties, skills and abilities of the Business Manager classification.
