This week the City broke ground on the Kentucky Street Urban Greening Project, a nearly $1 million effort to make walking and biking safer along the highly- trafficked road. The project – which will officially get underway on Monday, November 16 – will result in a new crosswalk installed at the intersection of Williams and Kentucky Streets and almost 36,000 square feet of new and improved sidewalk pavement. A Class II bike path and a Class IV cycle track will also be included. New solar-powered street lights will be installed along Kentucky Street and more than 800 drought-tolerant trees and shrubs will be planted in the area. The project is estimated to cost $903,481, fortunately, the City received an $835,504 grant from the California Natural Resources Agency (CNRA) in order to complete it. The grant was awarded because this project will reduce greenhouse gases by providing the greening of public land and offering safe, green routes for travel from home to work and to school. The project is expected to take 40 working days to complete. And a special thank you to the City’s Streets Division – specifically Kevin Peoples and Chris Mudryk – the Recreation & Parks Department and General Services Division for their work preparing the site for the groundbreaking ceremony and the start of construction!  Visit Bakersfield is hosting a free Webinar Wednesday presentation on November 18 at 10 a.m. This webinar will feature The Sound of Curbside Cuisine! Visit Bakersfield will explore three local food trucks in Bakersfield: The Poke Express, Michaelangelo Wood Fired Pizza and Punjabi Dhaba. It costs nothing to participate in the webinar, but we do ask that anyone interested in participating register for the event, as space is limited. After registering, you’ll receive a confirmation email with information on how to join the webinar. A link to a recording of the webinar will also be provided if you cannot attend the event.  The City’s B-CARES grant program continues to provide financial support to local businesses impacted by the COVID-19 pandemic. Since launching in September, 183 applications have been approved and $1,010,000 have been allocated to local businesses. There are another 132 applications in the review process. Anyone interested in applying for a B-CARES grant can do so here. The City of Bakersfield and Greater Bakersfield of Commerce also worked together to create a free webinar to answer questions about the program, how to apply, how the money is delivered once approved and more.  The Bakersfield Animal Care Unit will hold its monthly low-cost pet vaccine and licensing clinic this weekend at Kroll Park. The clinic will be held on Saturday, November 14 from 9 a.m. to noon as a drive-thru style event. Several precautions have been implemented in order to hold the event safely. Those precautionary measures can be found here.  The Fourth Annual Christmas Tree Lighting is set for Saturday, November 28 at Centennial Plaza in front of Mechanics Bank Arena. The event is scheduled to start at 4:30 p.m. with Santa Claus expected to arrive after 5 p.m. The lighting will take place shortly after that. Traffic Advisories  Overnight closure planned on California Avenue California Avenue will be closed during nighttime hours between Easton Drive and Marella Way from Sunday, November 15 through Thursday, November 19. This closure is scheduled between 9 p.m. and 5 a.m. each night. This closure is needed to remove falsework from the newly constructed bridge and erecting it for the second bridge, which will carry westbound traffic on the Centennial Corridor freeway. Residents can detour around the work zone by using Oak Street to Stockdale Avenue if traveling west and Stockdale Avenue to Oak Street if traveling east. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Rescheduled: Truxtun Avenue and A Street Reconstruction Project The City of Bakersfield will begin work on the reconstruction of the Truxtun Avenue and A Street intersection on Saturday, November 14. This work will require traffic detours and lane closures from 7 a.m. to 7 p.m. During the first phase of reconstruction, traffic heading south on A Street will be detoured at 17th Street, northbound traffic will be detoured at 16th Street. During the second phase of the project, the intersection of Truxtun Avenue and A Street will be reduced to right turns only. These changes are expected to result in traffic delays. Drivers are advised to use caution and allow extra travel time while driving in the area, or to use alternate routes. The intersection is expected to be open to traffic in all directions by 7 p.m. Saturday, November 14. Clinic stations will be set up near the dog park entrance. 2. Street parking is available on several surrounding streets. 3. Customers will be provided forms that must be completed prior to services. 4. Customer will be also be given a specified time frame when they can exit their vehicle with their pet and get in line, with their completed form. 5. Customers without vehicles will be asked to return at the designated time for services. 6. Pets will be handled by staff when possible. 7. While in line, a minimum distance of 6 feet from all others in line will be enforced. 8. One person per animal (2 MAXIMUM only if owner needs assistance controlling animal). 9. Bi-lingual staff will be available; customers do not need to bring an interpreter. 10. All customers will be required to wear masks. NO MASK, NO SERVICE. The media is invited to attend the event and broadcast live to the public. Mayor Karen Goh and other City Councilmembers are expected to speak during the event, followed by the official lighting of the tree by Mayor Goh. A live nativity will be on-site and Santa Claus is expected to make an appearance as well. Due to the COVID-19 pandemic, this event will be limited in its scope. What: Lighting of the City’s Christmas tree. When: Saturday, November 28. Event begins at 4:30 p.m.; Santa is expected to arrive after 5 p.m. with tree lighting scheduled to follow. Area 2 • Staff completed re-seeding turf at Truxtun, California, Chester medians • Amtrak – Staff cleared weeds along the railroad from Union underpass to City Hall South. • Truxtun Avenue – Road construction began on 10/06 from Elm St. to H St. Irrigation has been shut off on the median due to construction. Bowman Construction helps by watering median a couple times a week. • General Tree – Contractors are almost done with trimming in Area 2. • Mesa Marin – Sidewalk/ADA ramp removed/replaced just north of dog park. Area 3 • On 10/1/20 and 10/2/20, staff with the assistance of RRT performed a cleanup project on the Freeway 99 sound wall on the west side of the 99 just north and south of the Hosking Avenue interchange. • On 10/6/20, 10/12/20 and 10/15/20, staff repaired irrigation along the 99 sound walls located just north and south of the Hosking Avenue interchange. • On 10/30/20, the Bakersfield Police Department hosted their 3rd annual “Hal- Law-Ween event at Beach Park. Area 4 • Sports Village - removed tumbleweeds from north parking lot. Area 6 • San Miguel Grove- Staff continues to add additional barriers to prevent people from driving on bike path and river bed. • Stockdale Ranch– Staff has completed replanting areas where material has died. A total of 500 little johns were planted in place of the old groundcover. • Staff has been taking a loader and a brush truck to uplands of the Kern River and San Miguel grove once a week to pick up large amounts of trash generated by homeless encampments. These areas have become increasingly difficult to maintain due to the amount of trash and vandalism. Trimming: • Trees Trimmed: 3 Clearance: 133 Removals: 2 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of October totaled 3,304 as compared to last year’s total of 94,834. Aquatics The City of Bakersfield Recreation and Parks Department lap swimming program continues to be a core program for the community. Aquatic Programming & Attendance Overall aquatics monthly attendance and McMurtrey attendance for October was 2,745; due to COVID-19 restrictions, we are offering limited City run programming and are not offering rentals at this time Lap Swimming: • Staff continue to follow State and County COVID-19 guidelines for public swimming pool facilities. A total of 8 time slots are available Monday through Thursday, 5 time slots on Fridays and 3 time slots on Saturdays. A Family Lap swim option is also available Saturdays at 11 a.m. • Total Lap Swim Visits for October was 2,651, that is 1,153 more lap swim visits than October 2019; this is a 77% increase in lap swim visits compared to the previous year. Athletics Programming was nonexistent in October as a result of COVID-19 related precautions and orders in place. Sports staff spent the entire month working on the parks side of the department. Dr. Martin Luther King, Jr. Community Center • Due to COVID-19, participants are not permitted in the center at this time. • Superintendent of Schools Free Meal Program: o 408 Grab N Go meals were distributed to children ages 2-18, Monday through Friday from 2:00 pm to 3:30 pm. • The center participated in the BPD drive through Halloween event where staff set up scenes from Alice and Wonderland and portrayed characters from the story. An estimated 1,500 bags of candy were handed out. • #RectheHouse – Staff recorded different videos showcasing a variety of games/activities children can do at home, within guidelines of social distancing. Staff from various departments are assisting in demonstrating the fun. Saunders Recreational Facility/Silver Creek Community Center • Due to COVID-19 restrictions, Silver Creek and Saunders were closed to the public the entire month of Oct. • City/Community Event: • October 4th - Windermere Park, Church gathering/50 guests • October 30th - Beach Park, PD Halloween Event/509 guests. COVID-19 SPECIAL USE PERMIT (SUP) • In the light of the COVID-19 Emergency Declaration issued by the City of Bakersfield on March 19, 2020, the City of Bakersfield Recreation & Parks Department has created a “COVID-19 Special Use Permit”, to help churches, fitness gyms, and sport associations comply with “social distancing” and other operating requirement mandated by the State. The process will provide businesses an opportunity to temporary operate in designated parks throughout the city. The new COVID-19 Special Use Permit process will be available through the duration of the City’s local Emergency Declaration; and it is designed to help businesses move outdoor quickly, while also ensuring the public’s health and safety. Businesses are responsible for compliance with any and all other federal, State, County orders and regulations.
