Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: 1. The meeting scheduled for September 11, 2020 at 12:00 p.m. will have limited public access. 2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to participate in the meeting to the same extent as if they were physically present. 3. Covid-19 Volunteer Cleanup Requests/Activity Support Update — Crystal Pinthong The Keep Bakersfield Beautiful Committee cannot officially organize public activities due to City of Bakersfield coronavirus guidelines. KBBC members like other members of the community may coordinate their own cleanups independently of the KBBC if they follow social distancing guidelines. KBB and the City may be able to offer some support, i.e. gloves, trash bags, and bag hauling. Paul said that Councilmember Chris Parlier will reach out to staff about guidelines. 1. Truxtun Lake cleanup, Saturday, September 12: Heather will lead Brooks and John. 2. To be determined if KBBC members will organize Make A Difference Day activities downtown and the KBBC founded community gardens on Saturday, Oct. 24. V. New Business A. Special Projects and Programs Funding Update —Jessica Felix: Update provided. Sponsored garden water bills were the only expenses. B. Request Motion to Cancel October Regular Meeting — Crystal Pinthong Motion to cancel October with the understanding that a special meeting will be called should a pressing development occur: Matthew Second: John Ayes: Motion. passed unanimously C. Keep California Beautiful (KCB) Affiliate Report — Ray Scott, KCB President/KBBC Ward 3 Due to Covid-19, the K-12 Challenge will probably cancel the campus recycling contest. Instead, sustainable art project options will be made available for students learning from home. On Nov. 10, KCB will have a press conference for Veterans Day (Nov. 11) and America Recycles Day (Nov. 15). Ray will provide the submission process for active KBB volunteers who are also veterans to be recognized with a certificate of appreciation. D. Utility box mural updates for Old Town Kern, the Auto Mall, and downtown L Vote for Old Town Kern artwork for utility box mural at Baker & Sumner St. Motion to combine options 2 (3 Basque children) and 3 (Basque game) for the one box: Brooks Second: Matthew Ayes: Motion passed unanimously ii. Vote for Auto Mall mural request of Councilmember Chris Parlier: Tabled iii. Arts Council of Kern artist recruitment proposal to assist KBBC for murals: The arts council will help the KBBC get the word out to artists about KBB mural projects at no cost to the KBBC. iv. Private sponsor for Mill Creek area: To be determined. VI. Staff Comments: None VII. KBBC and Advisory Board Comments • Cathy: The KBB Advisory Board has not been meeting. There might be a meeting next month. • Bob: Thanked Steve for hosting the Graffiti Abatement Subcommittee meeting on Zoom earlier today. • Sophia: She wants to revamp the KBB After School Program to make it available to students at home with their families. Sophia will approach Bakersfield City School District. Brooks will approach Rosedale Union School District. • John: Thanked Cathy for helping him to clean up downtown around the Fox Theater. John will volunteer to pressure wash the colored concrete outside the Fox Theater starting tomorrow at 6 AM. • Heather: Thanked Jessica for maintaining a social media presence for KBB. • Brooks: Offered to request in-kind billboard advertising as another way to have KBB present in the community. Proposal Keep Bakersfield Beautiful Meeting with Caltrans Litter Subcommittee Notes Presented by John Enriquez, Subcommittee Chair Tuesday, November 17, 2020, 1:00 pm Via WebEx 1. Welcome and Introductions Jason Miao, the office chief for Caltrans, asked for all participating members to introduce themselves. In attendance were Melissa Iger, Sal Moretti, John Liu, Jason Miao, Mayor Karen Goh, John Enriquez, Jessica Felix, Mark Standriff, Zechariah Garcia, Becky Napier, Greg 011ivier, John Noriega, Clay Lomax, Cody Miller, Domenico Caminiti, Edward Offerding, Jay Asistin, Joel Martin, Zac Meyer, and Teresa Guzman. 2. Tree Foundation of Kern Shafter Project — Melissa Iger Melissa is waiting to hear if they will be selected to work on a project in Shafter. Although she has not heard back yet, she feels optimistic. There is a $5,000 consulting fee, which will go towards creating a friendly atmosphere for water. They are looking to find a $50,000 match. Sal promised he would follow-up and see why there needs to be a match. 3. Keep Kern Beautiful Update — Zechariah Garcia Zechariah stated that they have been focusing on their virtual cleanups. They had over 160 volunteers registered, and 136 hours were pledged. They are planning to do a mural project in Shafter. On October 7, County Public Works held various multi -waste events. They anticipate having more multi -waste events every month next year throughout Kern County. They have yet to receive their certification, but they have received support from the 5 supervisorial districts. 4. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans There are crews working near the Grapevine. They gave a presentation in Sacramento about the homeless cleanup crew and that was well received. Ultimately, they would like to see a statewide model for the program implemented. Liu is not sure if there will be any follow-up, but he is hopeful. John Liu stressed that their budget is not ideal, and that the staff is going to be stretched thin, especially because they will be in charge of the Westside Parkway starting next year. Mayor Goh and John Liu intend to be in communication with assembly members for help. 5. Caltrans Project Update — Caltrans Clay stated that construction has continued because the weather has been good, and they will start work on Highway 99. The Belle Terrace Bridge is completed, and hopefully will be open within the next 30 - 40 days. Columns have been built for the 99 and 58 connection. On the 58 they are continuing to do work near Cottonwood. They are hoping to get work done on the pavement from Cottonwood to the 99 soon, and work is being completed on the Centennial Corridor. Jay stated that his job is to stay ahead on all the work and to keep safety in mind. Jay had a comment for Sal, which was that they have been keeping the crews extremely busy, because there is a lot of trash in the county areas. The trash, bags normally amount to around 90 bags for any given area they work. Mayor Goh wanted an update on the 99 and California encampment. Jay let her know that the situation is being handled, but they cannot remove the shelter. The Mayor requested a photo be taken that showed the progress of the encampment. Of the 13 largest areas in California, Bakersfield has the lowest number of homelessness per capita; however, the Mayor said Bakersfield needs to keep striving to be great, not merely good. The Mayor also shared that people can be submitted into the homeless shelter by referral. 6. Freeway Litter Partnership Update Derek provided an update that they are working to offer opportunities for vulnerable communities. Teresa stated that they have full crews in Bakersfield and Visalia, and they have some people phasing out in the Bakersfield area, so they are looking for applications for replacements. Full crews consist of 12 individuals. Jessica noted that Keep Bakersfield Beautiful seems to be getting a new sponsor for the Westside Parkway. Caltrans has been working on clearing up areas that were neglected during lockdown, and due to social distancing implementations. Sal provided an update that they have some flexibility with their crews. Sal reached out to John Liu and said he would provide any help he may need. 7. Committee Member or Public Comments Steve Nelson was not present. Mark commented that the Mayor elect of Fresno is recovering from Covid-19. They have had a number of cleanup events in Fresno. On Halloween they had an event called "Keep Fresno Bootiful," which was an initiative that encouraged people to dress up in costume and clean up around Fresno. There was a cleanup planned for this weekend, but because the state has gone back into the purple tier for Covid-19, it is unclear whether the cleanup will still be happening. Miguel from Fresno Public Works Department explained that as of March, they have picked up 6,000 bags of trash. They have collected over 48 tons of trash from the freeways. Mark informedthe attendees of the meeting that he will be moving onto a new job. Mark said they would like to set up his own meetings for Keep Fresno Beautiful with Caltrans. This is likely Mark's last meeting with Keep Bakersfield Beautiful, because he wants to focus on helping Keep Fresno Beautiful. Jessica provided an update about submissions for murals that are due by December. The artists will be paid $400 per mural. 8. Adjournment at 2:10 pm. Next Meeting: January 2021, Date TBA
