HomeMy WebLinkAbout12/04/2020CC / CH OFFICE OF THE CITY MANAGER Dec. 4, 2020 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Public Safety & Vital Services Citizens Oversight Committee received a budget update from the City Manager’s Office this week. This budget update was similar to the one provided to the City Council in October. Staff has made efforts to provide updates on PSVS revenues and projections this year due to the uncertainty brought on by the COVID-19 pandemic and related state-issued stay-home orders. Despite the year’s challenges, staff and the City’s sales tax analysts find that we remain on track with the current year’s budget estimates, thanks in part to adjustments made and conservative fiscal planning. Hiring for PSVS-funded positions – including in the Bakersfield Police Department – continues. Of the 212 total PSVS positions authorized, 174 (82%) have been filled. Of the 38 PSVS positions that remain open, 26 are in some stage of recruitment at this time. So far, 66 of the 73 approved PSVS-funded positions in the police department have been filled and active recruitment for future academy classes continues.  Mayor Karen Goh and Councilmembers Jacquie Sullivan (Ward 6) and Bruce Freeman (Ward 5) helped usher in the holiday season with the Fourth Annual Christmas Tree Lighting at Centennial Park on Saturday, November 28 (right). The event featured live music and singing, as well as a live nativity.  Working from home? Need a quiet space? Visit Bakersfield has compiled a list of Bakersfield hotels General Information Dec. 4, 2020 Page 2 that are offering special day rates for nontraditional users, such as remote workers. Many of these rates include extras, such as free breakfast and complimentary Wi-Fi. This promotion is aimed at increasing hotel stays which, in turn, will increase Transient Occupancy Tax revenue for the City. Details on these special day rates from Bakersfield hotels can be found on the Visit Bakersfield blog.  Bakersfield residents: We want to hear from you! The City is hosting a survey to find out how residents want Downtown's streetscapes to look and feel. The survey is available from December 4 through December 18.  The City has now approved more than 300 applications for grants through its B-CARES program, awarding $1.92 million to local businesses impacted by the COVID-19 pandemic. That means a little more than $1 million of the $3 million set aside by the City for this program remains available. There are another 170 applications at some stage of the review process as well. Any business that could be eligible is encouraged to apply through the B-CARES grant program.  The Brundage Lane Navigation Center provided an update to its progress in the early stages, having been open for a little more than six weeks. As of Thursday, December 3, the BLNC has 63 total clients on-site (42% of the facility’s capacity). Not only that, but two more clients were placed into permanent housing this week, increasing that total to six since the opening.  Interested in biking the Kern River Parkway Trail but not sure where to begin? Check out the new Kern River Parkway Trail Brochure from Visit Bakersfield. The brochure includes a detailed map that shows access points, parking lots and drinking fountains, and well as nearby shopping, parks, museums and other points of interest. The brochure was created in response to numerous questions from visitors and residents about the parkway trail and how to use it to connect with many Bakersfield attractions and amenities. Copies of the Kern River Parkway Trail Brochure will soon be available free at many local bike shops, and can be downloaded here. The brochure was a cooperative effort between Visit Bakersfield, the City’s Recreation and Parks Department and the Kern River Parkway Foundation. It was designed by The Marcom Group of Bakersfield.  The City’s annual Holiday Grease Collection event has returned, kicking off Monday, November 30. Residents are asked to bring any used cooking oil and grease a pair of drop-off locations for proper disposal. The Holiday Grease Collection event is a free service provided by the City, giving residents a place to dispose of the oil and grease in a safe and environmentally-friendly way. This service ends Friday, Jan. 8, 2021.  The new Bakersfield Coloring Book is here! Created by Visit Bakersfield, the book (right) is a compilation of weekly coloring contest pages from earlier in the pandemic as a way to fight the boredom of isolation. In addition to 15 different Bakersfield images, the Bakersfield Coloring Book has a word search puzzle and a maze game in the shape of Buck Owens’ guitar. The Bakersfield Coloring Book is available free from Visit Bakersfield. Simply order it online or download it at VisitBakersfield.com/ColoringBook.  The 37th Annual Bakersfield Toy Run and Canned Food Drive is set for December 11- 13 (Friday through Sunday) at Bakersfield Harley Davidson (35089 Merle Haggard Drive). Donors are asked to bring one unwrapped toy and two cans of food (a suggested cash donation of $20 is also acceptable). Donors will be entered for a chance to win a gift card worth up to $500. In past years, the event has been held at Beach Park, but has been moved due to the pandemic. Toy run organizers plan to set up a pop-up in Beach Park on December 13 from 6:30 a.m. to noon to direct anyone not aware of this year’s drop-off location. Jastro Park (Storage room door -Vandalism.) #2 RRT Shift • RRT secured a damaged lock hasp that was vandalized on the storage room door located on the Northeast of the restroom building at Jastro Park. • Work began and was completed on 11/25/2020. 4. Truxtun Ave and Westside Pkwy (tumble weed project.) #2 RRT Shift • RRT along with Park Temporary employees continued the clean-up and removal of all the existing tumbleweeds located on the Southeast side of the Westside Pkwy, between Allen Rd and Coffee Rd. • Work began on 11/28/2020 and will continue on 11/29/2020. Miscellaneous 1. Beale Park (Toilet repair.) • RRT repaired a non-operating toilet that was not flushing in the Men’s restroom at Beale Park. • Work began and was completed on 11/22/2020. Compassion • Accountability • Professionalism For Immediate Release December 3, 2020 Due to ongoing restrictions and precautions being taken amidst the Coronavirus pandemic, the City of Bakersfield Animal Control unit would like to notify city residents the December 12th, 2020 vaccine clinic is scheduled to be held at Liberty Park at 11225 Brimhall Road, with the following safeguards: 1. Clinic stations will be set up near the Jewetta Street parking lot. 2. Please remain in your vehicle and staff will make contact in the parking lot to distribute forms and provide you with an appointment time slot. 3. Forms must be completed prior to exiting your vehicle and getting in line with your pet(s). 4. Customers without vehicles will be asked to complete the form and return at the designated time for services. 5. While in line, a minimum distance of 6 feet from all others in line will be enforced. 6. One person per animal (2 MAXIMUM only if owner needs assistance controlling animal). 7. Bi-lingual staff will be available; customers do not need to bring an interpreter. 8. All customers will be required to wear masks.
