Councilmembers may continue to elect to attend the meeting telephonically or via zoom and the public may view a live video stream of the meeting at https://bakersfield.novusagenda.com/AgendaPublic/ or through the local government channel (Kern County Television). Detailed Public Participation Instructions are included in the Agenda package, and are summarized as follows: • Public Comments via Email. The public can email comments to the City Clerk at City Clerk@ bakersfieldcity.us, no later than 1:00 p.m. prior to the Council meeting. • Public Comments via Phone Call. The public can call (661) 326-3100 and leave a voicemail of no more than 3 minutes, no later than 4:00 p.m. the Tuesday prior to the Council meeting. • Public Comments during Live Stream of the meeting. The public can make a comment on a specific agenda item as it is being heard by emailing the written comment to the City Clerk at City Clerk@ bakersfieldcity.us. All comments received during the meeting may not be read, but will be provided to the Council and included as part of the permanent public record of the meeting. CITY COUNCIL INSTALLATION CEREMONY Item 3a. Certification of General and Special Municipal Election Results (All Wards) Resolution approving election results for the Office of Mayor for a full four-year term expiring January 2025, and Councilmember for Ward 1 for a two- year term, commencing December 16, 2020, and expiring December 2020; and Councilmember for Wards 2, 5 and 6 for a full four-year term, commencing December 16, 2020 and expiring December 2024. Item 3b. Administration of Oath of Office (All Wards) PRESENTATIONS Item 6a. Retirement of Recreation and Parks Director Dianne Hoover (All Wards) The City Council and staff will honor and celebrate Dianne's 15 years of service to the City of Bakersfield. CONSENT CALENDAR - RESOLUTIONS Item 10d. Sale of surplus desktop computers to Brundage Lane Navigation Center operator - Mercy House (Ward 1) The City has received a request from Mercy House, a nonprofit organization to purchase five surplus desktop computers. The City has contracted with Mercy House for the operation of the Brundage Lane Navigation Center. Mercy House intends to use the computers in a computer lab designed to help clients navigate job training, resume building and other activities. Staff recommends the sale of five surplus desktop computers to Mercy House for one dollar ($1.00). CONSENT CALENDAR - AGREEMENTS Item 10p. "Hope to Home" Downpayment Assistance Program (All dards) The agreement is a partnership with the Ventura County Community Development Corporation (VCCDC) to assist an estimated 10 low -to -moderate income households with $23,000 each in down payment assistance using a total of $250,000 in Federal Department of Housing and Urban Development (HUD) entitlement grant funds. VCCDC is an experienced down payment assistance provider that has provided counseling and education services to more than 14,000 low- and moderate -income families since 2001. VCCDC was selected due to their experience with Federal and State grants, and their ability to leverage additional non -City funds to increase the impact of the program. The grant will also include a $2,000 project delivery cost per loan. CONSENT CALENDAR - BIDS Item 10af. Oleander Avenue Street Lighting Improvements (lard 2) This project, funded through the Community Development Block Grant (CDBG) program from the Federal Department Housing and Urban Development (HUD), consists of street lighting improvements on Oleander Avenue from California Avenue to Brundage Lane. This project is separated into multiple phases which will be performed by contractor NR Development, Inc. and City staff with a cost of $329,500. CONSENT CALENDAR - MISCELLANEOUS Item 10ah-a1. Annual Compliance Reports for Fiscal Year 2019-2020 (All dards) California Government Code Section 66006 requires that local agencies make information available for public review for certain programs and projects. After the public review period, the annual compliance report will be brought to the City Council at the January 6, 2021 meeting. Reports for the following are available for public review include Bridge Crossings and Major Thoroughfare Fees, Planned Drainage Area Fees, Planned Sewer Area Fees, Transportation Impact Fees and Park Impact Fees. CONSENT CALENDAR — PUBLIC SAFETY AND VITAL SERVICES MEASURE Item 10an. Decatur Hotel Senior Housing (lards 2) On October 21, 2020, Council approved Agreement No. 2020-225. The agreement requested $1.5 million to support the rehabilitation of twenty-seven (27) affordable housing units as part of the rehabilitation of an existing hotel in Central Bakersfield. Staff and developer Golden Empire Affordable Housing Inc. II (GEAHI II) now desire to change the period of affordability to 20 years to match the expected terms of the Notice of Funding Availability dated October 18, 2019. Item 10.ap. Clean City Initiative bulky waste abatement services (All dards) The Clean City Initiative was added to the City Council goals in September 2020 as Action item 4.6 under the City Council Overarching Goal "Enhance Quality of Life and Public Amenities." This agreement is with California Highway Adoption in the amount of $558,720 for litter and bulky waste abatement services in response to the Clean City Initiative request for proposals. CHA has supported cities such as Fresno, Glendale, and Antioch, as well as with Caltrans as a certified Adopt -a -Highway contractor. DEFERRED BUSINESS Item 14a. CARES Act Funding Update and Final Adjustments (All dards) Staff will provide an update on funding and final adjustments to funding from the United States Coronavirus Aid, Relief, and Economic Security (CARES) Act.
