On March 18, 2020, Governor Newsom issued Executive Order N-29-20, which includes a waiver of Brown Act provisions
requiring physical presence of the Keep Bakersfield Beautiful Committee (KBBC) members or the public in light of the
COVID-19 pandemic.
Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County
Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides
notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order,
the following adjustments have been made:
1. The regular meeting scheduled for January 8, 2021 at 12:00 p.m. will have limited public access.
2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to
participate in the meeting to the same extent as if they were physically present.
3. The public may participate in this meeting and address the KBBC as follows:
• If you wish to comment on a specific agenda item, submit your comment via email to the City Clerk
at City_Clerk@bakersfieldcity.us no later than 4:00 p.m. on Wednesday, January 6, 2021. Please clearly
indicate which agenda item number your comment pertains to. Comments are limited to 2 minutes.
• If you wish to make a general public comment not related to a specific agenda item, submit your comment
via email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 4:00 p.m. on Wednesday, January 8,
2021. Comments are limited to 2 minutes.
• All comments may not be read during the meeting, but they will be in the public record of the meeting.

Litter Subcommittee Report

1. Welcome and Introductions
Jason Miao, the office chief for Caltrans, asked for all participating
members to introduce themselves. In attendance were Melissa Iger,
Sal Moretti, John Liu, Jason Miao, Mayor Karen Goh, John Enriquez,
Jessica Felix, Mark Standrifft, Zechariah Garcia, Becky Napier, Greg
Olivier, John Noriega, Clay Lomax, Cody Miller, Domenico Caminiti,
Edward Offerding, Greg Olivier, Jay Asistin, Joel Martin, Zac Meyer,
and Teresa Guzman.
2. Tree Foundation of Kern Shafter Project — Melissa Iger
Melissa is waiting to hear if they will be selected to work on a project
in Shafter. Although she has not heard back yet, she feels optimistic.
There is a $5,000 consulting fee, which will go towards creating a
friendly atmosphere for water. They are looking to find a $50,000
match. Sal promised he would follow-up and see why there needs to
be a match.
3. Keep Kern Beautiful Update — Zechariah Garcia
Zechariah stated that they have been focusing on their virtual
cleanups. They had over 160 volunteers registered, and 136 hours
were pledged. They are planning to do a mural project in Shafter. On
October 7th, County Public Works held various multi -waste events.
They anticipate having more multi -waste events every month next
year throughout Kern County. They have yet to receive their
certification, but they have received support from the 5 Supervisorial
Districts.
4. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans
There are crews working near the grapevine. They gave a
presentation in Sacramento about the homeless cleanup crew and
that was well received. Ultimately, they would like to see a statewide
model for the program implemented. Liu is not sure if there will be
any follow-up, but he is hopeful. John Liu stressed that their budget is
not ideal, and that the staff is going to be stretched thin, especially
because they will be in charge of the Westside Parkway starting next
year. John Liu wants to stay in good communication with assembly
members, such as Vince Fong, so they can perhaps help in any way.
Mayor Goh said she would try to put in a good word on behalf of John
Liu's efforts.
5. Caltrans Project Update — Caltrans
Clay stated that construction has continued because the weather has
been good, and they will start work on Highway 99. The Belle Terrace
Bridge is completed, and hopefully will be open within the next 30-40
days. Columns have been built for the 99 and 58. Connection. On the
58 they are continuing to do work near Cottonwood. They are hoping
to get work done on the pavement from Cottonwood to the 99 soon,
and work is being completed on the Centennial Corridor.
Jay stated that his job is to stay ahead on all the work and to keep
safety in mind. Jay had a comment for Sal, which was that they have
been keeping the crews extremely busy, because there is a lot of
trash in the county areas. The trash bags normally amount to around
90 bags for any given area they work. Mayor Goh wanted an update
on the 99 and California encampment. Jay let her know that the
situation is being handled, but they cannot- remove the shelter. The
Mayor requested a photo be taken that showed the progress of the
encampment. Of the 13 largest areas in California, Bakersfield has
the lowest number of homelessness per capita; however, the Mayor
said Bakersfield needs to keep striving to be great, not merely good.
The Mayor also shared that people can be submitted into the
homeless shelter by referral.
6. Freeway Litter Partnership Update
Derek provided an update that they are working to offer opportunities
for vulnerable communities. Teresa stated that they have full crews in
Bakersfield and Visalia, and they have some people phasing out in
the Bakersfield area, so they are looking for applications for
replacements. Full crews consist of 12 individuals.
Jessica noted that Keep Bakersfield Beautiful seems to be getting a
new sponsor for the Westside Parkway.
Caltrans has been working on clearing up areas that were neglected
during lockdown and due to social distancing implementations.
Sal provided an update that they have some flexibility with their
crews. Sal reached out to John Liu and said he would provide any
help he may need.
7. Committee Member or Public Comments
Steve Nelson was not present.
Mark commented that the Mayor elect of Fresno is recovering from
Covid-19, but that he is still not fully recovered. They have had a
number of cleanup events in Fresno. On Halloween they had an
event called "Keep Fresno Bootiful," which was an initiative that
encouraged people to dress up in costume and cleanup around
Fresno. There was a cleanup planned for this weekend, but because
the state has gone back into the purple tier for Covid-19, it is unclear
whether the cleanup will still be happening.
Miguel from Fresno Public Works department, explained that as of
March, they have picked up 6,000 bags of trash. They have collected
over 48 tons of trash from the freeways.
Mark informed the attendees of the meeting that he will be moving
onto a new job. Mark said they would like to set up his own meetings
for Keep Fresno Beautiful with Caltrans. This is likely Mark's last
meeting with Keep Bakersfield Beautiful, because he wants to focus
on helping Keep Fresno Beautiful.
Jessica provided an update about submissions for murals that are
due in December. The artists will be paid $400 per mural.
