Councilmembers may continue to elect to attend the meeting telephonically or via zoom and the public may view a live video stream of the meeting at https://bakersfield.novusagenda.com/AgendaPublic/ or through the local government channel (Kern County Television). Conference with Legal Counsel Regarding Existing and Potential Litigation (All Wards) RIEGU11 AR Mll:,�IE [NG 5:15 WORKSHOPS Item 6a. Council Goals quarterly review (All Wards) The City Council Goals document outlines the Council's priorities, which provides guidance to City staff in developing action items and activities to achieve these goals. The presentation will include updates to the "Quarter 2 Priority Projects," and introduce the "Quarter 3 Priority Projects." APPOINTMENTS • Item 7a. Appointments to City Council committees, special committees and board appointments (All Wards) Vice Mayor Weir will make recommendations for appointments to various standing committees and boards. CONSENT CALENDAR - ORDINANCES • Item 8c. Parking space requirements for the Central District (downtown), Old Town Kern and other mixed-use areas (Ward ) Proposed ordinance in response to a referral by Councilmember Gonzales for staff to review a fifty percent parking reduction for residential uses within the Central District (downtown) and other mixed-use areas. Ordinance amendments would update the parking requirements for residential projects to address tandem parking, guest parking, and reductions based on density of development to encourage infill and investment city-wide. • Item 8f. Zone change to allow affordable housing development (Ward ) A zone change is being requested by the Housing Authority of the County of Kern, in partnership with the Cesar Chavez Foundation, to facilitate construction a mixed-use high density residential (affordable housing) and commercial building at 1001 Baker Street. CONSENT CALENDAR Item 81. 40 -bed expansion for the Mission at Kern County (Ward 2) The Homeless Housing, Assistance and Prevention (H HAP) program is a one-time block grant that provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. An agreement with the Mission at Kern County for $960,000 would allow for completion of a City -assisted 40 -bed expansion project in January 2021 as well as support operational costs in serving 40 additional community members. Item 8m. CARES Act funding for technical and financial assistance to small businesses and microenterprises impacted by COVID-19 (All Wards) The federal CARES Act identified additional Community Development Block Grant Coronavirus (CDBG-CV) funds to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) under CDBG qualified activities. Staff propose projects and subrecipients selected to administer the projects as follows: • Small Business Technical Assistance: $87,347 to support small business technical assistance activities; including individual consulting with small businesses, technical assistance, and courses on business management topics. Serves approx. 50 businesses. Administrator: Mission Community Services Corporation. Small Business Assistance Loans Program: $2,090,000 to assist small businesses via loans ranging up to $50,000 to assist businesses in covering rent, utilities, payroll, services, and supplies. Serves approx. 105 local businesses and helps create/retain at least 60 jobs. Administrator: Access Plus Capital (APC). Micro -Business Start -Up or Business Expansion Grant Program: $70,000 to assist microenterprises via grants ranging from to $3,500 to $5,000 to assist qualified microenterprises with costs associated with expansion and stabilization. Serves approximately 14-20 existing microenterprises. Administrator: APC. • Item 8n. CARES Act funding for homeless services impacted by COVID-19 (All Wards) The federal CARES Act made available additional Emergency Solutions Grant (ESG-CV) funds to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) under ESG-CV qualified activities. Staff propose the following agreements: • Flood Ministries Homeless Outreach Services Agreement for $253,532 • Community Action Partnership of Kern Coordinated Entry System Support Agreement for $120,000 • Kern County Superintendent of Schools Youth Rental Assistance Agreement for $58,400 • Bakersfield Homeless Center Rapid Rehousing Agreement for $1,500,304 • Mercy House COVID Related Operations at Brundage Lane Navigation Center Agreement for $761,214 • Item 8q. Pilot recycling program at BARC Inc. recycling facility (All Wards) The City is required to provide recycling programs to maintain compliance with state mandates. Costs for this program were once covered by revenues for commingled recyclables; however, the value declined and the City now pays to have recyclables processed. On July 15, 2020, City entered into agreements with BARC Inc., to lease a facility and provide staff for a pilot program to process and sort recycling materials collected by City trucks. Agreements expire on January 31, 2021. The proposed amendments will extend to April 30, 2021, increase compensation for leasing of the BARC recycling facility by $40,000 (not to exceed $133,333.31) and increase staff by $56,250 (not to exceed $171,250). Recommendations allow the City to continue the relationship with BARC while the evaluation of the program continues. • Items 8t. Oleander District decorative street lamp improvement prosect (Ward ) Purchase of decorative aluminum poles and fixtures as part of the Oleander decorative street lamp improvement project. Staff recommends entering into an agreement with Wesco Distribution Inc. in the amount of $92,701.45 (CDBG funds) to complete the project. HEARINGS Item 10b. Public hearing on appeal of Conditional Use Permit for Casa Esperanza Transitional Home for Women and Children (Ward 3) Casa Esperanza Transitional Home for Women & Children, applied for a conditional use permit (CUP) to allow for a 6 -bed rooming house to accommodate women and their minor children in the R-1 (One -Family Dwelling Zone) district. The CUP was approved by the Planning Commission on November 5, 2020 and subsequently appealed.
