To Whom It May Concern:
The Kern River Groundwater Sustainability Agency (KRGSA) is pleased to provide this letter in support of the
Leadership Counsel for Justice and Accountability's goals and objectives for the Sustainable Groundwater Planning
Grant Program.
As stated in the Sustainable Groundwater Management Act, it is important for domestic well users, small water
systems, and disadvantaged communities to be included and considered in the process and decision making
regarding local groundwater management and planning. As KRGSA's service area contains disadvantaged
communities, including communities where Leadership Counsel will engage in outreach efforts, we seek to work
collaboratively with Leadership Counsel to ensure that those beneficial users are included and considered in the
process and decisions regarding groundwater planning and management. Collaborating on SGMA implementation
will complement our ongoing efforts.

THIS AMENDMENT NO. 2 TO AGREEMENT NO. KRGSA 16-001 is made and
entered into on by and betweeri the KERN: RIVER
GROUNDWATER SUSTAINABILITY AGENCY (referred to herein as "KRiGSA"), and
HORIZON WATER AND ENVIRONMENT, LLC, a liniited liab�lity cornparly (referred to
herein as "CONTRACTOR").
WHEREAS, on August 4, 2016, KGS A and CONTRACTOR entered info
Agreement No. KRGS,A 16-001 to develop and ir-nplement a strategic approach
to comply with the Sustainable Groundwater, Management Act of 2014
("SGMA") by, providing program management services to support the KRGSA
through the GSP development and SUbmittaf process as ootlined in the Scope of
Work which is attached hereto cis Exhibit "A", incorporated herein, and referred

WHEREAS, on February '1® 2018, KA and CONTRACTOR entered into
Agreement No. KI GSA 16-00](1) (Amendment No. I to Agreement 16-001) to
develop and submit a grarif app�icafion on behalf of the Kern River

GSA(s) quarterly progress reports and invoices for each of the 5 projects, review project progress reports
and deliverables for accuracy, and compile project level grant invoice material into an overall grant level
quarterly invoice submittal to DWR for reimbursement, Services provided by Horizon tnay include:

agreement requirements, entered into templates and at a level of development that requires Horizon to
make only modest edits and adjustrnents prior to Submitting to DWR. Additional aSSUMptions are that
while initially quarterly reporting and invoicing may require more significant Horizon effort and
coordination with project leads, this will dirninish over the grant terryi as project leads become
accustomed to providing material per DWR requirernents.
Task 3: Grant Completion and Closeout
As projects are completed, the Grantee will review and submit to DWR a Draft and Final Project
Completion Report for each project. Horizon services may include.

.the Kern River Groundwater Sustainability Agency (Kern River GSA) retained lodd Groundwater
to update the Department of Water Resources' C2VSim Model and, using such updated Model,
to provide a current and historical water budget for the entire Kern County Sub -basin (Model
Update Project). The Model Update Project is more particularly described in the attached "draft
proposal" dated January 17, 2017 (Attachment 1). The Kern Groundwater Authority (KGA)
agreed to participate in the Model Update Project and share costs with Kern River GSA based
on acreage. Therefore, the Kern River GSA and KGA agree on the following terms and
conditions:
1. Each participant signing below will pay its share of the initial proposed budget of
approximately $432,000 per the attached table (Attachment 2) for the Model Update
Project.
2. All payments shall be due 45 days after receipt of an invoice from the City of Bakersfield
(acting as fiscal agent for the Kern River GSA).
3. It is understood that the proposed budget is an estimate only. If costs for the Model
Update Project increase more than ten (10) percent over the proposed budget, the
increase must be approved by KGA. Costs above the initial proposed budget will be
paid in the some percentages in the attached table, unless otherwise agreed.
4. Costs will be reconciled at the end of the Model Update Project and refunds or
additional payments will be due 45 days after the final accounting.
If the above terrris and conditions are acceptable, please sign and date all copies of this
reit-ribursement agreement and return them to the Kern River GSA. A fully executed original will
be returned to the KGA,
