B-CARES Update
The City’s B-CARES small business assistance grant program has been an unmitigated
success, awarding nearly $6 million to more than 900 local businesses impacted by
the COVID-19 pandemic and related state closures and stay home orders.
Since launching in September with an initial allocation of $3 million in Coronavirus Aid,
Relief and Economic Security (CARES) funds, the B-CARES program approved $5.93
million in to 938 businesses in about four months, an incredible effort. A more in-depth
report from the Finance Department on the program will be released in the near-future. While the B-CARES program has now closed, should additional funding
become available in the future, the City may revisit the program.
We are extremely thankful and grateful for the terrific work by the staff in the Finance Department – led by Director Randy McKeegan – creating and executing this
program in a very short period of time, as well as the Code Enforcement staff at Development Services and staff in Technology Services. Without them, this program
would not have been possible. Notable Items
Following the success of the City’s pop-up drive-thru trash drop-off events to start the
new year, the Solid Waste Division is offering two more FREE opportunities for residents to
get rid of large and bulky items on Saturday, February 6! The public can drop off regular
household items that don’t fit in their tan or blue carts at two locations: Kaiser
Permanente Sports Village (the northwest corner of Ashe and McKee Roads) and the north side of Panorama Drive and

Columbus Streets (4200 Panorama Drive).
This weekend’s events are part of Bakersfield’s Clean City Initiative, to help improve the look of the City for residents and visitors. Last month the City collected nearly
73,000 pounds of trash and 12,520 pounds of recycling during the free two-day event.

included updates on the progress of
various programs and projects
funded by the PSVS Measure,
including the recently launched
Clean City Initiative clean-up crews
(right).
The popular monthly low-cost pet vaccine clinic
returns Saturday, February 6, from 9 a.m. to noon
at Jefferson Park (801 Bernard Street). This will be a
drive-thru clinic where dog owners can have their
pets vaccinated, licensed and even
microchipped. Anyone who attends must wear a
mask and social distancing and other COVID-19
precautions will be enforced.
The City of Bakersfield participated in the annual National Wear Red Day on Friday, February 5. The day is meant to bring awareness and attention to
heart disease and heart health.

The COVID-19 Special Event Permits are once again available to local businesses! With the lifting of the State’s Regional Stay Home Order, businesses are working on re-
opening under the California Blueprint for a Safer Economy. Since Bakersfield is still in Tier 1 (purple tier), there are some restrictions on what can open and how. The SEPs –
which remain valid throughout the duration of the City’s Emergency Declaration – allow businesses to set up their operations outside in accordance with the Blueprint.

CLEAN CITY INITIATIVE PROGRAM BRINGS MORE POP-UP TRASH DROP-OFF EVENTS
Following the success of the City's pop-up bulky item drop off events in January, the
Bakersfield Solid Waste Division will offer two more opportunities for the public to
dispose of large items this weekend.
On Saturday the City's Solid Waste Division will host FREE bulky item drop-off events
at locations in northeast and southwest Bakersfield. These events are part of
Bakersfield's Clean City Initiative program, an effort to beautify the City, improve
quality of life for residents and first impressions of visitors.
When: 7 a.m. to 2 p.m., Saturday, February 6.
Where: Kaiser Permanente Sports Village (northwest corner of Ashe and
McKee Roads); and north side of the Panorama Drive and Columbus Street
Intersection (4200 Panorama Drive). Accepted: Regular household items that don’t fit in your tan cart, regular
recyclables that do not fit in your blue cart, including cardboard, paper,
plastic containers, glass bottles (green, brown and clear), and metal. Not accepted: Household hazardous waste, construction or demolition
materials.
Please separate tan cart items from blue cart items before arriving to help the drive-
thru move as quickly as possible.
Each person will unload their own items into designated bins provided at the event.
The City asks that everyone wear a facemask and practice social distancing at the
event.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major

MILESTONES
Foundations for the Marella Way Bridge were completed last month (two abutments and one bent).
CIDH (cast-in-drilled-hole) piles for the Mainline project were completed during the month of
January. This completes both driven and cast in place piles for the project.
The final bridge-mounted sign has been installed on the Belle Terrace Bridge. Striping is completed
and the bridge is set to re-open to the public.
PROJECT STATUS
24th Street Improvement Project
Contractor: Griffith Company
Construction completed
The project added a lane in each direction between Oak Street and M Street, improved the 24th
Street/Oak Street intersection, and landscaped the corridor in the residential section of 24th Street.
The project also installed a new drainage system to address frequent flooding along this downtown
corridor.
Centennial Corridor
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
Construction completed
This phase constructed new bridges across Truxtun Avenue and the Kern River for the future
westbound Centennial Corridor (State Route 58) exit to Mohawk Street and widened the existing
eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future freeway lanes.
Phase 2 – Belle Terrace Operational Improvements

Traffic lighting and signals around the Belle Terrace and Wible intersection were installed and
adjusted.
Irrigation systems for the landscaped island between the north-bound State Route 99 on and
off ramp at Ming Avenue have been installed.
Punch list work and final acceptance inspections should be completed in February.
Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
56% complete; anticipated completion: Fall 2021
This phase of Centennial Corridor reconstructs the westbound-to-southbound loop ramp at the State
Route 58/State Route 99 interchange. The project also constructs a new barrier-separated off-ramp to
Ming Avenue from southbound State Route 99.
Construction continued on the Ming Avenue Off-Ramp bridge barrier rail alongside the southbound
State Route 99.
The contractor continues to work on a temporary detour-ramp that will take traffic from westbound
SR58 to southbound SR99. This temporary work will allow the construction of the second phase of the
cut and cover tunnel and the reconstruction of the existing loop connector ramp.
Mechanical and electrical installation for the Belle Terrace pump plant continues. Drainage work also
continues at various locations within the project site.
Phase 4 – Mainline
Contractor: Security Paving Company
40% complete; anticipated completion: fall 2022
This phase constructs the freeway and multiple bridge structures between State Route 99 and the
Westside Parkway.
Falsework for the eastbound bridge at Commerce Drive was completed last month, and crews are
now setting reinforcing steel for the stem and soffit portion of the bridge.
At California, the contractor poured the stem and soffit for the westbound bridge during the last week
in January. They will be preparing the deck pour in 4-6 weeks.
Construction continues on the columns near the State Route 58/State Route 99 Junction for the future
northbound-to-westbound flyover. The contractor has completed 13 of the 15 columns for this ramp.
Retaining walls are nearing completion along Del Rey Court just south of California Avenue and along
Easton Drive on the north side of California Avenue. Various walls and drainage systems are also under
construction throughout the project area.
State Route 43/Stockdale Highway Roundabout

This project replaced an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and
Stockdale Highway intersection.
