CALL TO ORDER The meeting was called to order by Mr. Anderson at 8:00 a.m. 2. ROLL CALL Commissioners Present: Steven Anderson Kelly Lucas Kathleen Thompson Staff Present: Greg Terry, Chief of Police Mike Hale, Acting Assistant Chief Brent Stratton, Acting Assistant Chief of Police Jeremy Grimes, Captain Clayton Madden, Captain Robert Woolard, Acting Captain Kevin Fidler, Lieutenant Matt Hilliard, Lieutenant Kevin Findley, Sergeant Rick Dossey, Sergeant Robert Pair, Sergeant Santiago Baltazar, Sergeant Max Hernandez, Detective Joshua Deutinger, Detective Viridiana Gallardo-King, Deputy City Attorney Christi Tenter, Human Resources Manager Shayla Woods -Collins, Human Resources Supervisor Isabel Farmer, Human Resources Analyst Tracy Sunkes, Human Resources Analyst Paula Kitchen, Civil Service Secretary Gina Thompson, Community Member 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES A motion was made by Mr. Lucas, seconded by Ms. Thompson and carried unanimously to approve the minutes for the Regular Meeting of October 7, 2020 and the Special Meeting October 21, 2020. ACTION TAKEN APPROVED 5. NEW BUSINESS 0. REINSTATEMENT REQUEST FOR POLICE TRAINEE, IAN WHITTINGTON - Shayla Woods -Collins submitted a reinstatement request from Ian Whittington, as well as, a memorandum from Human Resources outlining the reinstatement request. Mr. Whittington would like to be reinstated as a Police Trainee with the Bakersfield Police Department. Ms. Woods -Collins advised that Police Chief Greg Terry has been contacted regarding this request and he recommends Mr. Whittington be placed on the reinstatement list for Police Trainee which will remain valid for one year. Mr. Lucas made a motion to approve the reinstatement of Mr. Whittington; the motion was seconded by Ms. Thompson and carried unanimously. b. CERTIFICATION OF DETECTIVE ELIGIBILITY LIST, EXAMINATION #01372 -Tracy Sunkes submitted Detective Eligibility List #01372 to the Commission for review and certification of 10 candidates. Ms. Sunkes advised the commissioners that the overall score required to be placed on the eligible list was 81.5% and the highest overall score was 96.59%. Mr. Lucas made a motion to certify Detective Eligibility List #01372; the motion was seconded by Ms. Thompson and carried unanimously. C. NEPOTISTM WAIVER REQUEST(S) FOR DETECTIVE CANDIDATE(S) - Tracy Sunkes advised that as a result of the Detective Eligibility List, she is submitting three Nepotism Waiver Requests to the Commission for review and approval for candidates Jessica Amos, Christian Hernandez and Valerie Mundhenke. Ms. Sunkes advised the Nepotism Waiver Requests were reviewed by Assistant Chief Mike Hale and he recommends approval. Mr. Lucas made a motion to approve the Nepotism Waiver for Detective Candidates Jessica Amos, Christian Hernandez and Valerie Mundhenke; the motion was seconded by Ms. Thompson and carried unanimously. 6. COMMISSIONER COMMENTS Mr. Anderson expressed his appreciation to staff for coordinating the option to attend Civil Service Commission meetings via Zoom. 7.
