FEBRUARY 17, 2021 COUNCIL MEETING
Based on guidance from the California Governor's Office and Department of Public Health, as well as the County Health
Officer, in order to minimize the potential spread of the COVID-19 virus, the upcoming City Council meeting will have
limited public access. Councilmembers may elect to attend remotely and the public may view a live video stream of the
meeting at https://bakersfield.novusagenda.com/AgendaPublic/ or through the local government channel (Kern County
Television). Detailed Public Participation Instructions are included in the Agenda package, and include opportunities to
submit comments via Email, Voicemail or through in-person appearance (social distancing procedures will be in place).

• Item 3a, b. Quarterly Homeless Updates (All Wards) In response to a referral from Councilmember Andrae Gonzales,
the Council will receive an update from Brundage Lane Navigation Center operator non-profit Mercy House. The
Council will also receive an update on the work of the Bakersfield Kern Regional Homeless Collaborative.

• Item 6a. Workforce Development and Innovation Lab Update (All Wards) Staff will present an update on activities
related to a workforce development program.
CONSENT CALENDAR - RESOLUTIONS
Item 8c. Annexation No. 705 (Panama No. 26) (Ward 5) The resolution proposes an application to Kern County Local
Agency Formation Commission ("LAFCo") for the annexation of inhabited territory into the City of Bakersfield known
as Annexation No. 705 (Panama No. 26). The annexation encompasses 58.39 acres located on the southwest and
southeast corners of the Panama Lane and Progress Road intersection. The territory currently has a General Plan
designation of LI (Light Industrial), SI (Service Industrial), and R -IA (Resource -Intensive Agriculture). The territory is
pre -zoned M-3 (Heavy Industrial) and A (Agricultural). Approximately 17 acres are undeveloped with the remaining
territory developed with a concrete batch plant, self -storage facility, and a single-family home.
CONSENT CALENDAR - AGREEMENTS
Item 8j. Economic Opportunity Area Incentive Program — Grant Agreement with Bitwise Industries (Ward 2) The
City's Economic Opportunity Area Plan is a locally initiated program that uses tax increment financing to promote
economic growth within specific geographic areas. Implementation of the Plan is anticipated to facilitate increased
private sector investment that will in turn create more tax revenue, promote businesses growth, and generate new
jobs. In June 2020, the City approved an EOA grant of $50,000 for Bitwise Industries. This business relocation and
expansion grant provided Bitwise Industries funding to cover costs of opening their first location located at 1734
18th Street in the Downtown EOA. The City has received a second application from Bitwise Industries for their second
location located at 1723 18th Street within the Downtown EOA. The goal of Bitwise Industries is to help revitalize
underused assets and house other business tenants, help the local business community grow and thrive with
education, and provide job skills development and training in Kern County's growing Tech industry.
Item 8p. California Violence Intervention and Prevention (CaIVIP) grant (All Wards) On September 3, 2020, the
Board of State and Community Corrections (BSCC) awarded the City of Bakersfield a multi-year $1,500,000 California
Violence Intervention and Prevention (CaIVIP) grant to reduce violence citywide while also minimizing incarceration
and promoting opportunity for young people at highest risk of violence while strengthening community -police
relations, particularly with residents who are at disproportionately high risk of involvement in violence. On January
6, 2021, the City and California Partnership For Safe Communities (CPSC) entered into Agreement No. PD21-002 (not
to exceed $40,000) for CPSC to provide comprehensive and in-depth technical assistance, training, evaluation and
analysis in implementing the CaIVIP grant award objectives. The proposed amendment increases the compensation
to the grant budgeted amount of $525,000 for professional services to be rendered by CPSC. Funding for the
amended compensation amount of $525,000 is derived solely from grant proceeds.
CONSENT CALENDAR — PUBLIC SAFETY/VITAL SERVICES MEASURE
Item 8u. Brundage Lane Navigation Center Kitchen (Ward 1) In October 2020, the City of Bakersfield completed the
necessary construction to open the Brundage Lane Navigation Center (BLNC) which provides support services to low
barrier homeless clients. The BLNC can house up to 150 beds, provide medical and mental care service, job training
and other comprehensive services to its clients. California Air Systems, Inc. was awarded the contract to assist with
developing a commercial kitchen. This change order provided for California Air Systems, Inc. to install additional
stainless wall backing behind the oven hoods. The stainless wall backing is non -porous which prevents grease from
soaking into it. It also prevents bacteria from harboring on the surface and is easy to clean. The contractor has
agreed to do this additional work for a lump sum price of $2,000.
HEARINGS
Item 10a. General Plan Amendment/Zone Change located on NW corner of the South Union Avenue and Astor
Avenue (Ward 1) The project is a request for an amendment to the Metropolitan Bakersfield General Plan Land Use
Element and the City of Bakersfield Zoning Ordinance on 2.64 acres, located on the northwest corner of the South
Union Avenue and Astor Avenue intersection. The applicant proposes to: (1) change the existing land use designation
from LR (Low Density Residential) and SR/LR (Suburban Residential/Low Density Residential) to SI (Service Industrial)
or a more restrictive designation on 2.64 acres; (2) a change in zone classification from R -S -1A (Residential Suburban
1 Acre Minimum) to M-1 (Light Manufacturing) or a more restrictive district on 2.64 acres (1.45 acres in the City limits
and 1.19 outside the limits to be pre -zoned). Staff notes the 1.19 acres is currently undergoing annexation into City
jurisdiction. The site is currently undeveloped. The applicant is requesting the change to facilitate future construction
of light manufacturing uses, similar to the light manufacturing uses on the parcels to the south.
NEW BUSINESS
• Item 13a. Solid Waste Division Recycling Program (All Wards) This presentation is an overview of the Solid Waste
Division's blue cart recycling program, describing the challenges that have caused recycling costs to increase and
staff's efforts and recommendations to reduce these costs.
• Item 13b. Mid -Year Budget Update (All Wards) Staff will present a fiscal year 2020-21 mid -year budget update to
the Council.
