SUMMARY OF DUTIES A summary of the responsibilities for Administrative Analyst I is as follows: Under direction, to assist in providing administrative and budgetary guidance to department head and departmental administrative personnel regarding City services and business affairs; to conduct administrative studies and analyses; to submit recommendations and prepare reports; and to do related work as required. EMPLOYMENT OVERLAP According to the Risk Manager, Jena Covey, if Laveen Khangura is appointed to an Administrative Analyst I position in the Risk Division of the City Manager's Office, performance appraisals would not be reviewed or conducted by either employee for the other, neither employee would be directly supervised by the other, and they would not report to each other within the chain of command as they would be assigned to different departments. RECOMMENDATION The Risk Manager, Jena Covey, and the Human Resources Department recommend approval of the nepotism. His brother-in-law, Christino Torres, is currently employed as a Maintenance Craftworker I in the General Services Division of the Public Works Department. Due to the possibility of Ascencion being considered for promotion to the Sewer Maintainer II position, the issue of nepotism must be addressed. Ascencion is currently employed as a Service Maintenance Worker in the Streets Division of the Public Works Department. SUMMARY OF DUTIES A summary of the responsibilities for Sewer Maintainer II is as follows: Under general supervision, works as a crew leader for their specific crew, on assigned sewer maintenance programs/projects such as cleaning sewer lines, storm lines and performing construction work; and performs related duties as required. A summary of the responsibilities for Maintenance Craftworker I is as follows: This is a multi -divisional classification for use in the Fire, Public Works, Recreation and Parks, and Water Resources or other departments. Under general supervision, performs skilled journey -level work in the construction, remodeling, maintenance and repair of City facilities, properties and equipment; prepares basic records and reports; purchases materials and supplies; may lead others in a small crew setting; and performs other work as required. EMPLOYMENT OVERLAP According to the Public Works Director, Nick Fidler, if Ascencion Acosta is promoted to a Sewer Maintainer II position in the Streets Division of the Public Works Department, performance appraisals would not be reviewed or conducted by either employee for the other, neither employee would be directly supervised by the other, and they would not report to each otherwithin the chain of command as they would be assigned to different divisions. TECHNOLOGY SYSTEMS ANALYST 1/II configures, installs, maintains, and operates network, computer, broadcast, and other associated peripheral When assigned to Geographic Information Systems (in addition to general duties) duties may include but are not limited to: • Performs a variety of complex tasks related to the development, maintenance, and operation of the City's GIS system. • Writes macros and high-level language routines. • Develops and maintains City base map and associated layers. • Maintains City's land file information and GIS database. • Conducts quality assurance checks, trains staff and users in the operation of GIS related software, maintains GIS related application, including patches, and updates. • Analyzes spatial data, designs digital maps, develops mapping tools and applications, and produces reports utilizing digital visualizations. • Converts data received from internal and external sources to make it usable in the GIS system. - -•-- -Develops-web and mobile maps and applications- -- - --- - When assianed to Network Administration (in addition to general duties) duties ma include but are not limited to: • Performs a variety of complex tasks related to planning, design, security, and support of the City-wide network. • Monitors the configuration and operation of the network infrastructure; monitors network performance and capacity and publishes related report. • Assists with network infrastructure planning and implementations, including but not limited to: requirements gathering, design, customization, testing and enhancements; assists with designing a secure network (e.g. firewalls, remote access systems) which address City Security Policies, non -City networks, and remote access for City employees and vendors. • Develops and recommends policies and procedures to respond to network security incidents. • Reviews and documents installation parameters for efficiency, transition and smooth integration. • Develops technical standards for the transport of data, voice and video to ensure the network remains responsive to customer business needs. • Provides network documentation at both the logical and physical level; responsible for capacity planning to ensure that the network infrastructure is designed for current needs and future expansion. • Provides support for technical problems involving connectivity from edge devices to core. CLASS TITLE: TECHNOLOGY SYSTEMS ANALYST 1/II • Writes and maintains user documentation and help files. • Installs, administers, and updates the City databases. • Monitor, recommends, and implements performance modification on existing programs, applications, and databases. • Codes programs to access data using accepted standards and best practices. • Provides technical expertise to meet departmental needs. When assigned to System Administration (in addition to general duties) duties may include but are not limited to: • Researches and responds to staff and management technical inquiries concerning operating systems environment and software, operating systems support software and staff support software. • Participates in evaluation of available hardware; provides input on hardware, software, training and other costs. • Maintains or oversees maintenance of technical library and circulates appropriate materials to other staff; prepares and or oversees preparation of technical bulletins relating to systems capabilities/changes as necessary. • Assists in development and presentation of system procedures for staff. • Prepares, plans, and implements system upgrades, provides preventative maintenance and troubleshooting services to staff and management. • Analyzes systems dumps and traces; develops, acquires, installs, maintains performance measuring/reporting system; analyzes performance data to determine need for modification or addition to system configuration to meet current and future needs. • Researches and identifies hardware and software alternatives for handling present and future requirements; analyzes, tests and makes recommendations on alternate equipment/software configuration. • Manages data communications activity. • Assists in database administration and troubleshoots database software as necessary. • Develops and maintains data processing standards as assigned. CLASS TITLE: TECHNOLOGY SYSTEMS ANALYST 1/II • Confers and consults with management and other technical staff and vendors as required. When assigned to Web and Media (in addition to general duties) duties may include but are not limited to: • Designs and implements websites for the City and associated departments, including intranet, internet, special projects, and social media. • Maintains consistency in the look and flow of the City's media systems. • Acts as the City's photographer and videographer, attends City events. • Plans, develops and creates content for the City, including but not limited to, flyers, brochures, publications, posters, reports, and other visual aids in digital or printed form. • Develops, tests and implements front-end interfaces to new or existing databases to make business applications web accessible. • Plans, develops, and coordinates programming and scheduling for taped and live television broadcast. • Designs and creates graphical and artistic materials for TV broadcast, video, and web. -Operates _analog _and digital television production equipment. _ • Monitors and adjusts equipment to assure proper operation and quality of the broadcast system. • Prepares, administers, and maintains the tape and backup systems as well as media for live, rebroadcast and recorded video transmission. • Develops audio visual content for City business and departmental needs. DISTINGUISHING CHARACTERISTICS: This class is distinguished by the requirement for a higher level of technical competency, education and experience than that required of a Technology Systems Technician and a lower level of technical competency, education and experience required of a Technology Systems Engineer. Technology Systems Analysts are primarily focused on application implementation and support, whereas Technology Systems Engineers focus on mission critical systems, design, and architecture, and overall projects assigned to the group or division. Analyst I is distinguished from Analyst II as the Analyst II will have more experience, training, and certifications and will handle more complex tasks. MINIMUM QUALIFICATIONS: Knowledge of: General knowledge • Principals and procedures necessary to fully support an enterprise class system or application in the respective discipline. • Project management principles and planning methods. • Customer support principles and delivery. • Techniques for effective technical documentation and report writing. • Maintains familiarity with laws, rules and regulations governing maintenance and operation of communications equipment in City-wide government applications. • Understanding of the organization's goals and objectives. CLASS TITLE: TECHNOLOGY SYSTEMS ANALYST 1/11 When assigned to Communications (in addition to general knowledge) knowledge may include but are not limited to: • Advanced troubleshooting methods, techniques, parts, tools, and materials used in the maintenance of electronic and radio communication systems. • Shop mathematics including algebra and geometry. • Safe work methods and safety regulations. • Radio theory and practical application. • FCC regulations and codes. • 96 to 672 channel analog and digital microwave multiplexers. • Analog and digital telephony systems. Training and Experience: Level I: • Graduation from an accredited college or university with an Associate's Degree in a related field; AND • Two years recent experience in the appropriate discipline equivalent to Technology Systems Technician; OR CLASS TITLE: TECHNOLOGY SYSTEMS ANALYST 1/II • An equivalent combination of training, certification and experience which provides the capabilities to perform the described duties. • An Analyst level certification must be obtained within one (1) year of appointment. Level II: • Graduation from an accredited college or university with an Associate's Degree in a related field; AND • Four years recent experience in the appropriate discipline equivalent to the level of a technology systems analyst; OR • An equivalent combination of training, certification and experience which provides the capabilities to perform the described duties. Licenses, Certificates or Special Requirements: • Valid California class "C" driver's license. • Possession of an approved TS Analyst level certification in relevant discipline. • Vendor or industry certifications include but are not limited to those from APCO, Cisco, CIW, CompTIA, ESRI, FCC, Juniper, LPIC, and Microsoft. A list of approved certifications will be maintained with the Human Resources Division. • _Must be able to pass an extensive police background check. Promotion to Technology Systems Analyst II: Promotion to Technology Systems Analyst II is made on a merit basis without examination. Subject to the recommendation of the Supervisor, with endorsement from the Department Head, verification by the Human Resources Manager that qualifications, as approved by the Civil Service Board have been met, and approval of the City Manager. Under normal conditions, an employee may be considered for promotion after completion of a minimum of two (2) years as a Technology Systems Analyst I. Physical Conditions or Special Working Conditions: General Standard office environment and conditions, including lifting and placement of computer equipment weighing up to 50 pounds. Must be willing to work long hours, weekends, and holidays during emergencies. Communication or Networking Administration Must be willing to work in confined areas, heights up to 75 feet, and with exposure to unpleasant conditions. Must be willing to work outdoors. Must possess sufficient strength, stamina, and flexibility to crawl under counters, climb ladders, and pull cables in floor ducts and overhead cable trays with both hands. Web and Media Must possess sufficient strength, stamina, and flexibility to climb ladders and work outside in various weather conditions. Must be willing to work varied hours including, holiday, evening, and weekends as assigned.
