Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: 1. The regular meeting scheduled for April 9, 2021 at 12:00 p.m. will have limited public access. 2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to participate in the meeting to the same extent as if they were physically present. 3. V. New Business A. Give Big Kern Update — Brianna Carrier, Jessica Felix: Brianna Carrier registered for the event on May 4, 2021 and worked with the Bakersfield Foundation on banking information and other logistics needed to participate. Jessica Felix is an administrator. Jessica is the lead for the profile and marketing. KBBC member support is needed to help promote the online fundraiser program. Jessica will coordinate a promotional video for potential news coverage and other promotional opportunities. Brooks Douglass and Paul Yanez will participate. April 4, 2021 is a Fox Theater marquee photo opportunity to promote Give Big Kern. B. Special Projects and Programs Funding Update —Jessica Felix: One Great American Cleanup sponsor was refunded $100. The garden had their usual water bills. Flowers were purchased for the recent Downtown projects coordinated by John Enriquez. C. Committee Members Update — Nate Meeks: Nate announced that he is resigning March 15, 2021 to move to Idaho this spring. An election will be held for a new KBBC Chairperson. Mayor Goh presented Nate with a certificate of appreciation on behalf of the City of Bakersfield. Jessica Felix presented Nate with a plaque on behalf of KBBC and City of Bakersfield —Solid Waste Division. D. KBB Webpages Update —Jessica Felix — Deferred E. Other: N/A iii. Downtown a.) Revised Artwork: Jessica updated KBBC that the City approved all murals to move forward. However, Jessica discussed the tiger mural proposal that KBBC had questioned with a leader from the local Chinese community. The local leader said that the imagery could be threatening to some Chinese community members depending on how the image is oriented. KBBC discussed the tiger again and decided not to move forward with it. Jessica will approach the artist who proposed the tiger to do a new proposal for a landscape instead. b.) KBBC and Advisory Board Comments • Members thanked Nate, let him know that he will be missed, shared memories, and wished him well on in his life in Idaho. • Monica Cater: Councilmember Gonzales welcomes residents to meet him at parks in Ward 2. A schedule was provided. • Sue England: Councilmember Grey said she plans to engage students in an anti -litter slogan campaign. VIII. Adjournment — Nate Meeks 1:31 PM 4 Y Keep Bakersfield Beautiful Meeting with Caltrans Litter Committee Minutes Tuesday, March 23, 2021, 1:00 pm Via WebEx 1. Welcome and Introductions The meeting was called to order at 1:05 pm. In attendance were Jason Miao, John Liu, Clay Lomax, John Enriquez, Major Karen Goh, Rob Bell, Jay Asistin, Jessica Felix, John Noriega, Brooks Douglas, Derek Morris, Diana .Gomez, and Sal Moretti. 2. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans John Liu reported homeless encampments remain a big issue. Sal Moretti asked John Liu if two additional crews were expected on July 1St in the county, but John replied there has not been a county extension yet approved. Two additional Bakersfield crews have been approved. Mayor Karen Goh thanked Jason Miao and Diana Gomez for their attention to our area. A half a million dollars is being requested and we are almost there. Diana said that local partnerships make funding go further. 3. Caltrans Project Update — Caltrans Clay Lomax reported we won't see much of the finished construction through Bakersfield yet. Belle Terrace is on the verge of acceptance. The Gap Project from Highway 99 to Cottonwood on 58 is at the restriping phase. Lots of trash should be removed soon. Homeless encampments are always a challenge through that area. Highway 99 work from Wilson Road to Olive Drive North bound is complete. Concrete work is progressing North bound on 99 between White Lane and Panama Lane. 4. Downtown Cleanups a. World Mission Society Church of God, March 7 — Beau Alaniz Beau was unable to attend, so John Enriquez reported that the Church provided 255 hours of community service, picked up 80 bags of trash, and planted 8 flats of dianthus, and 5 5 -gallon Crape Myrtles. b. Boy Scout Troop 712, February 6 — John Enriquez The Boy Scout's provided 70 hours of service with 35 volunteers. They removed 18 illegal signs, collected 50 bags of trash, and planted 6 flats of flowers. The flowers look great, due to the watering by the Street Ambassadors. 5. Freeway Litter Partnership Update Sal Moretti thanked Caltrans for their support. He wondered whether the Delano crew presently out of Bakersfield could be run out of Delano instead since the county will have a Recovery Center there in the next few months. Jay Asistin did not see why that wouldn't be possible. Sal inquired whether Caltrans signage can be in Spanish and John Liu said it is not allowed. Jessica Felix said starting in April the new crew will work 3-5 times a week. Rob Ball reported funding levels remain the same from Kern COG. Jay Asistin reported stretching litter pickup areas by area. This week they were working McFarland to the county line and last week they worked to the Tejon Outlets. The Veterans Crew will be on that Northern stretch as well. These efforts resulted from a video sent into Caltrans showing just how bad litter on Highway 99 was. Caltrans crews continue cleaning Highways 58, 178, 99, and 204 on Saturdays using the tools at hand. John Enriquez told Jay the flowers on 178 looked great. Jay said some gazanias and lantana are annuals and as the Caltrans crews work some replanting is done as litter is picked up. Derek Morris reported on some programmatic changes to the Veterans Outreach Program. They are looking to collaborate with volunteer groups to do projects to give back to the local community. A mentoring program on weekends with local volunteers is in the works with mentorships staring this week. The Veterans Program will get with John Enriquez on large cleanup opportunities. 6. Committee Member or Public Comments Jessica Felix reported there will be an Earth Day volunteer effort on April 24th with community groups doing litter cleanup and maybe some tree planting. Mayor Goh thanked John Enriquez for organizing the recent cleanups and for all his efforts. Brooks Douglas said there was a cleanup scheduled on April 24th along the bike path from 9-11 am he will be working with councilmember Bob Smith on this, and he suggested Derek call him if the veterans would like to participate. 7.
