You can be among the first to buy Bakersfield-branded T-shirts, caps, canvas tote bags and shot glasses, all courtesy of Visit Bakersfield’s new online store! There is also a “Bakersfield Sound” T-shirt with an exclusive design, and a magnet in the shape of the famous Bakersfield arch. Each product was selected based on requests from visitors and residents looking for Bakersfield merchandise. These items have never been available before and can be ordered exclusively through BakersfieldSwag.com. Prices include tax and shipping.  Residents took advantage of last weekend’s Clean City Initiative pop-up bulky item drive-thru events held at 4200 Panorama Drive and in the parking lot of Kaiser Permanente Sports Village. Between the two locations, almost 150 vehicles came through, dropping off 37,170 pounds (more than 18 and a half tons) of trash. General Information April 9, 2021 Page 2 These events are made possible through the Public Safety & Vital Services (PSVS) Measure. So far this year, more than 150 tons in large items have been collected through these events. The City’s Solid Waste Division plans to hold more of these drop-off events in the future, and those dates and locations will be announced on the City’s social media accounts (Facebook, LinkedIn and Twitter) as well as on our website’s news section.  The Recreation & Parks Department held its Springtime Egg Give Away event on Friday, April 2 at the Dr. Martin Luther King Jr. Community Center (right). The event caters to families within walking distance of the community center, including the homeless shelter on East Truxtun Avenue, normally hosting between 300 and 400 families. Due to COVID-19 precautions, the event was scaled down this year, with 100 kids and 45 parents participating. Thirteen lucky kids won a golden ticket for special bonus prizes which included special Easter Baskets, two bicycles, back packs with school supplies, and selected age-appropriate toys. Kids were seated on a socially distanced bench in front of the Easter Bunny so parents could take photos using their own cameras.  The City’s Animal Care Center held its April low-cost vaccine and licensing clinic at Wilson Park on Saturday, issuing 156 rabies vaccines, 133 DHPP shots, 92 Bordetella vaccinations, and 61 microchips. This event was held drive-thru style and precautions were in place to help limit the potential exposure to the COVID-19 virus. These events have proved popular with the public, offering a more convenient way for pet owners to get their dogs vaccinated and licensed each month. The Animal Care Center will hold two clinics in May, starting with Saturday, May 1 from 9 a.m. to noon at Lowell Park (800 4th Street); the second clinic is set for Saturday, May 15 at Silver Creek Park (7011 Harris Road).  Bakersfield residents have done a great job of conserving water over the recent years, but many may not be aware of the City’s conservation programs, resources and tools that are available to them to help maximize their water savings. The City’s Water General Information April 9, 2021 Page 3 Resources Department has a variety of resources listed on its Water Conservation webpage, including information about drought conditions, conservation tips and more.  Visitors arriving in the parking lot of Bakersfield’s Amtrak station are now greeted by large, colorful banners highlighting things to see and do in California’s ninth-largest City. These banners, courtesy of Visit Bakersfield, were installed this week (below) and complement the banners that were unveiled inside the station last summer. Each of the banner images plays on the City’s tagline, “The Sound of Something Better.” The images are repeated throughout the parking lot on 20 separate poles. The banners were designed by Visit Bakersfield and produced and installed by Elite Signs and Promotions.  Part of a pilot program directed at reducing litter and debris due to “dumpster diving” is complete! Dumpsters at three different locations on 19th Street (the Bakersfield Hotel, The Hayden Building Property and Mi Casa Furniture 61) have been upgraded to new bins featuring gravity locks and metal lids (before and after example below). Solid Waste staff worked with the business owners to explain how the locks work and how General Information April 9, 2021 Page 4 the bins should be secured after use. This work was completed as part of the Clean City Initiative, which is funded by the Public Safety & Vital Services (PSVS) Measure.  The Water Resources Department operates the City’s domestic water system providing customers a firm, reliable, high-quality water supply. Throughout the year, staff carefully reviews all opportunities to reduce costs and increase efficiencies. As discussed at the March Water Board meeting, staff has continued to hold water rates to some of the lowest among other water purveyors in the metropolitan area. Based on several factors which attribute to increased costs, including electricity needs, removal of the groundwater contaminant 123-TCP, system repair and maintenance, and additional capital improvement projects, it has been determined that a 4% rate increase for Fiscal Year 2021-22 is necessary to help meet those costs. Rates within City limits for the Bakersfield Domestic Water System are proposed to increase from $1.09 to $1.13 per 100 cubic feet per month. A readiness-to-serve charge (which is uniform for all customers and not based on usage) is proposed to increase from $11.46 to $11.92. These two charges make up each customer’s monthly bill. This represents an increase from $41.98 to $43.56 for the average Bakersfield resident’s monthly water bill. If approved by the City Council, the City’s water rates will still remain the lowest in the metropolitan area. Since 2010, the water rates have been increased only twice: FY16- 17 and FY17-18. The City has not increased water rates since. Staff is moving forward with the appropriate noticing requirements and is scheduled to bring this item to the City Council in a required public hearing in June. Traffic Advisories  Nighttime closure at Stockdale Highway and North Stine Road A nighttime closure has been scheduled for the intersection of Stockdale Highway and North Stine Road. This intersection will be closed between the hours of 9 p.m. and 5 a.m. each night from Tuesday, April 13 to Thursday, April 15. The closure is needed for falsework erection. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to the  Construction work expected to impact bike path usage near Stockdale Highway Bike path usage near Stockdale Highway is expected to be impacted by upcoming construction work as part of the Kern River Supervisory Control and Data Acquisition (SCADA) Project. Contractor W.M. Lyles Company, with the assistance of Badger Daylighting, will begin General Information April 9, 2021 Page 5 work to clean the Water Resources pipeline on Wednesday, April 14. Work will start on the east end of the pipeline (see attached map) and is not expected to impact street traffic or bike path traffic in the area. That work is expected to be completed in one week with work on the west end of the pipeline is expected to begin shortly after. Trucks delivering water to the work site from a nearby source on Peninsula Park Drive are expected to cross the park and bike path, impacting traffic on the path. Signage will be placed along the bike path and flaggers will be on-site to notify bike path users heading in both directions. This part of the project is expected to be completed in two weeks after starting. Construction schedules may change without notice due to unforeseen circumstances. (irrigation line repair) • The RRT completed the irrigation line repair that was started on 3/26/2021. • Work was completed on 3/28/2021. 4. S. Chester Ave & Union Ave (encampment clean-up) • The RRT assisted the Code Enforcement with an encampment clean-up. • 2 loads of trash were taken to Bena Landfill for disposal. • Work began and was completed on 3/29/2021. 5. Siemon Park (new trash enclosure) • The RRT set up a temporary fence around the work site on 3/31/2021. • Took a load of concrete to Bena Landfill on 3/29/2021. 6. Northwind Dr. and Garcia Court (erosion clean-up) • The RRT cleaned up the existing dirt that was washed out onto the walk way, due to a broken sprinkler and also removed volunteer tree growth. 7. Planz Park (encampment clean-up) • The RRT assisted Code Enforcement with encampment clean-up located inside the sump area on the southwest side of the park. • Trash was loaded into bin provided by Solid Waste. • Work began and was completed on 3/31/2021. 8. California Ave & S. H Street Median (irrigation line repair) • The RRT completed repairs to an irrigation main line located in the artificial turf median located on California Ave and H St. • Work began and was completed on 3/3/32021. Greystone Park (trash enclosure modification) • RRT will schedule fabrication of a new cover on the existing trash enclosure. 3. McMurtrey Aquatics Center (wrought iron fence modification) • The RRT will schedule wrought iron fence modification on west side concession area to prevent illegal entry. 4. Wayside Park (fire damage repairs) • The RRT staff started the demolition and repair of the fire damaged bathrooms due to vandalism at Wayside Park on 2/9/2021 and will continue work this week. 5. Area 3 • On 3/3/21, staff removed unsightly vegetation that didn’t match the surrounding landscaping, modified irrigation, and replanted the Hosking Ave medians located between Akers Rd and Stine Rd. • On 3/22/21 through 3/25/21, staff performed tumble weed removal, weed abatement, irrigation repairs and trimmed along the 99 sound wall, north and south of Hosking Ave. Department of Recreation and Parks March 2021 Monthly Report Page 3 We enhance the quality of life through a variety of programs, parks, and partnerships. • On 3/24/21 through 3/26/21, staff removed tumble weeds from the center divider area of the West Side Parkway from Truxtun Ave on ramp to Coffee Rd, McKee Rd east of Hughes Ln, Hughes Ln south of McKee Rd, the Welcome to Bakersfield sign on north bound 99, the east side of Silver Dollar Way from Hosking Ave to March Ave, and the cul-de-sac of Forte Denison Ave. Area 4 • Repaired a mainline break under the number 2 lane of Gosford Rd between Panama Ln and Harris Rd along with the streets department on 3/1 9/21. Area 6 • San Miguel Grove - Staff continues to add additional barriers to prevent people from driving on bike path and river bed. New drop-down Bollard’s have been installed by RRT, however, these continue to get vandalized on a daily basis. Staff has added additional boulders at San Miguel Grove to prevent people from driving into the park. • Staff replaced all flags at Aera Park. • Tree staff responded to numerous locations for tumbleweed clean-up. • Tree staff continues to assist with mass trimming in several areas. Trimming: • Trees Trimmed: 18 Clearance: 27 Removals: 10 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of March totaled 3,447 as compared to last year’s total of 13,225. Aquatic Programming & Attendance Overall attendance for aquatic programs was 2,842. Monthly attendance at McMurtrey Aquatic Center for the month was 2,736. • Lap Swimming: Staff continue to follow State and County COVID-19 guidelines for public swimming pool facilities. A total of 5 time slots are available Monday through Thursday, 5 time slots on Fridays and 3 time slots on Saturdays. A Family Lap swim option is also available Saturdays at 11 a.m. Evening lap swimming was eliminated on March 18th to allow us to continue our partnership with Kern High School District Swim and Dive Programs. Total Lap Swim Visits for March: 2,227 Lap swim attendance continues to be at an all-time high. • Kern High School District Rental With youth sports guidelines changing in March, K.H.S.D. began their rental of McMurtrey and Silver Creek Pools on March 18th. The rental started 2 months later than previous years due to COVID-19 concerns. Bakersfield, Liberty, and North High Schools will be using McMurtrey Aquatic Center for their practices; South and West High Schools will use Silver Creek Pool for their season. • 2021 Lifeguard Academy The first lifeguard training of the 2021 spring schedule was held on March 29th, 30th, 31st and April 1st and 2nd. A total of 9 participants successfully completed the training and earned lifeguard certifications. Those nine participants are now eligible for summer employment. We anticipate needing 30 to 35 new Lifeguards for the 2021 summer season. A second lifeguard class option will be offered the last two weekends in April. • Silver Creek Pool: • Silver Creek Pool attendance for the month of March was 106. • South and West High swim teams utilized Silver Creek Pool for their swim practices. Kern High School District will begin swim meets in April in accordance with State youth sports guidelines during COVID-19. Athletics • Programming was nonexistent in March as a result of COVID-19 related precautions and orders in place. Sports staff split time between working on the parks side and recreation side of the department. Planning has started and modifications are being made for a hopeful return of adult softball programming in the very near future. Dr. Martin Luther King, Jr. Community Center • Due to COVID-19, participants are not permitted in the center at this time. • Superintendent of Schools Free Meal Program: o 372 Grab N Go meals were distributed to children ages 2-18, Monday through Friday from 2:00 pm to 3:30 pm. • Attendance for March was approximately 500. Saunders Recreational Facility/Silver Creek Community Center • Due to COVID-19 restrictions, Silver Creek remains closed to the public the entire month of March in an effort to limit the community spread of COVID-19; there is no attendance to report for the month. • Saunders officially opened for reservations this month with hockey rentals. The reservation is on Tuesday and Thursday from 6:30 – 8:30pm. • Attendance for March was approximately 105. COVID-19 SPECIAL USE PERMIT (SUP) • In light of the COVID-19 Emergency Declaration issued by the City of Bakersfield on March 19, 2020, the City of Bakersfield Recreation & Parks Department has created a “COVID-19 Special Use Permit”, to help churches, fitness gyms, and sport associations comply with “social distancing” and other operating requirement mandated by the State. The process will provide businesses an opportunity to temporary operate in designated parks throughout the city. The new COVID-19 Special Use Permit process will be available through the duration of the City’s local Emergency Declaration; and it is designed to help businesses move outdoor quickly, while also ensuring the public’s health and safety. Businesses are responsible for compliance with any and all other federal, State, County orders and regulations. Planz Park Bollard Post Installation Stine Rd. & Penwood Ct. Blockwall & Landscape Clean Up Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The first half of the stem and soffit pour for the eastbound bridge at Commerce Drive was completed this month.  Finished the Mechanical and Electrical installations for the Belle Terrace Pump Plant, including the final testing and tie ins.  Eastbound bridge over California Avenue was lowered to its final position.  Sound wall construction for Mainline started this month and will be ongoing for several months. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company Construction completed The project added a lane in each direction between Oak Street and M Street, improved the 24th Street/Oak Street intersection, and landscaped the corridor in the residential section of 24th Street. The project also installed a new drainage system to address frequent flooding along this downtown corridor. Centennial Corridor Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company Construction completed This phase constructed new bridges across Truxtun Avenue and the Kern River for the future westbound Centennial Corridor (State Route 58) exit to Mohawk Street and widened the existing eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future freeway lanes. April 2021 TRIP Status Report TRIP Status Report April 2021 Page 2 Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction Construction completed The Belle Terrace Project included improvements on State Route 99 and Belle Terrace. The improvements on SR-99 included the addition of a northbound auxiliary lane from the Ming Avenue on-ramp to the northbound SR-99/eastbound SR-58 connector over Wible Road. The local road improvements included realigning Wible Road and Alamo Street as well as raising Belle Terrace to match the reconstruction of the Belle Terrace overcrossing. Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 60% complete; anticipated completion: Fall 2021 This phase of Centennial Corridor reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. The project also constructs a new barrier-separated off-ramp to Ming Avenue from southbound State Route 99. Construction continues on the retaining wall between Belle Terrace and Ming Avenue. Removing the existing pump plant and starting service of the new Belle Terrace Pump Plant. Drainage work continues at various locations within the project site. Construction of the Stage 2 tunnel continues. Phase 4 – Mainline Contractor: Security Paving Company 43% complete; anticipated completion: fall 2022 This phase constructs the freeway and multiple bridge structures between State Route 99 and the Westside Parkway. Construction of curb/gutter/sidewalk is underway as well as slope paving at Ford. The stem and soffit construction for the Commerce bridge will continue this month. The installation of falsework for the Stockdale overcrossing bridge started this month and will continue during April. The last column for the northbound 99 to westbound 58 connector is ongoing; construction of the abutments will follow. The Retaining wall along Del Rey Court is constructed and restoration will begin this month. Various walls and drainage systems remain under construction throughout the project area. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company Construction completed This project replaced an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection.
