Public Participation and Accessibility
March 31, 2021 Bakersfield City Council Meeting
On March 18, 2020, Governor Gavin Newsom issued Executive Order
N-29-20, which includes a waiver of Brown Act provisions requiring
physical presence of the Council or the public in light of the COVI D-19
pandemic.
Based on guidance from the California Governor's Office and
Department of Public Health, as well as the County Health Officer, in
order to minimize the potential spread of the COVI D-19 virus, the City
of Bakersfield hereby provides notice that as a result of the declared
federal, state, and local health emergencies, and in light of the
Governor's order, the following adjustments have been made:
1. The special meeting scheduled for March 31, 2021, at 11:30
a.m. will have limited public access.
2. Consistent with the Executive Order, Councilmembers may elect
to attend the meeting telephonically and to participate in the
meeting to the same extent as if they were physically present.
3. The public may participate in each meeting and address the City
Council as follows:
• If you wish to comment on a specific agenda item, submit your
comment via email to the City Clerk
a t City_Clerk@bakersfieldcity.us no later than 5:00 p.m. the
Tuesday prior to the Council meeting. Please clearly indicate
which agenda item number your comment pertains to.
• If you wish to make a general public comment not related to a
specific agenda item, submit your comment via email to the City
Clerk at City_Clerk@bakersfieldcity.us no later than 5:00 p.m.
the Tuesday prior to the Council meeting.
• Alternatively, you may comment by calling (661) 326-3100 and
leaving a voicemail of no more than 3 minutes no later than 4:00

Our family would like to submit a public comment calling for the resignation of our city's
clerk. In recent weeks, the city clerk has been accused by six victims of domestic violence of
conducting background checks on them before considering the removal of their personal
information from the internet. This is entirely unacceptable.

councilmember and have not received a reply. I am very concerned about Councilmember
Gonzales' apathy toward domestic violence. I am also upset that city staff are conducting
background investigations on domestic violence victims. How do I opt out of this? I don't

Hope you can be of assistance. I am trying to reach Mr. Clegg. I am a journalist working on a news story on the
Bakersfield Police Department in Bakersfield, California. I understand that another law enforcement agency
observed the Bakersfield Police Department using a silver ford surveillance vehicle to listen in on up to 18 different
households without a warrant. In one case they were listening in on attorney client calls. In another case, they were
listening in on a domestic violence dispute and then did not dispatch officers to the scene because they were
conducting warrantless surveillance. I am trying to reach Mr. Clegg to discuss. Thank you, Brenda

I was raped in Los Angeles and live in Bakersfield. Prior to being attacked, I was
an extrovert, small business owner, and community leader. My attack has turned my life
upside down and I've become much more private. My victim advocate helped me enroll in
California's confidential address program for rape victims. I've asked Bakersfield to remove
my contact information from their website. I've now been told that they are refusing to do
this because I used to operate a small business out of my home. I didn't ask to be raped and I
cannot possibly implement my safety plan because of the city's refusal to keep my address
private.

This is written with regard to the recommendations for FY 2021-22 being discussed
at the PSVS Committee meeting tomorrow—March 25, 2021.
Some concerns and questions:
1. How is the public engaged in this process (seemingly not)?
2. How is information about the proposed expenditures of PSVS dollars readily
available to the public?
3. What options are being given to the PSVS Committee (seemingly none)?
4. Habitat needs to be respected along the Kern River. Increasing numbers of
homeless intrusions into the areas near the Kern River in all probability have
violated Kern County's Zoning Ordinance Chapter 19.73.110, page 391 which
requires that "native vegetation... remain undisturbed." How is this Ordinance
being enforced? More generally conditions along the Kern River Parkway (in the
City of Bakersfield) have considerably worsened during the last year (pictures are
being submitted with this letter). Complaints have been discussed with members of
the City Council and staff. How are these issues being addressed in these
recommendations? Is there a comprehensive plan to address these issues?
5. Attached is a revised Summary of PSVS (Measure N) funding from the City of
Bakersfield FY 2019-2020 and FY 2020-2021 Budgets for Parks. How is the issue of
an equitable distribution of PSVS funding for parks being addressed?
I would hope that these questions will be addressed during the formulation of the
PSVS funding for FY 2021-2022.
