HomeMy WebLinkAbout04/16/2021CC OFFICE OF THE CITY MANAGER April 16, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information COVID-19 Updates  Bakersfield got some good news this week, with Kern County receiving approval to move to Tier 3 (Orange Tier) of the State’s COVID-19 Blueprint for a Safer Economy. This move opens up more opportunities for residents and businesses, raising maximum capacities for some operations. The County will stay in Tier 3 for at least three weeks before being eligible to move to the less restrictive Tier 4 (Yellow Tier).  The Bakersfield Condors announced this week that on Saturday, April 17, they will host their first game with fans in the stands at Mechanics Bank Arena since the start of the pandemic, facing the San Diego Gulls at 8 p.m.! The arena will host a limited capacity (10%) crowd for the remainder of the 2021 season. Tickets are only available to Condors365 Members (season ticket holders); no general admission tickets are available at this time. The Condors will be the first AHL team in California to play in front of a live home crowd. Modifications will be in place to comply with State and local health department guidelines and fans in attendance are asked to wear masks or face coverings while at their seats and when not eating or drinking. General Information April 16, 2021 Page 2 Notable Items  The City’s Solid Waste Division will host two pop-up bulky item drive-thru events on Saturday, April 17 as part of Bakersfield’s Clean City Initiative. The events will be held at Aera Park (1000 Jewetta Avenue) and Dr. Martin Luther King, Jr. Park (1000 S. Owens Street) from 8 a.m. to noon. The Clean City Initiative and these events are funded by the Public Safety & Vital Services (PSVS) Measure. And as always, Solid Waste also offers a curbside large item pickup service at no charge. Residents can make an appointment with the City to have two large items picked up from in front of their home once every three months. Appointments can be made by calling 661-326-3114. The service is also available to businesses for a fee starting at $45.70.  The City of Bakersfield and Advanced Lighting Services have partnered together to convert light fixtures to light emitting diode (LED) fixtures at 14 City parks and facilities. As part of Phase I of this project, upgrades have been completed at: • Grissom Park, the Park at River Walk, Wilderness Park, the City Hall North Underground Parking Garage, and the 18th & Eye Street Garage. As part of Phase II of the project, Advanced Lighting Services will be converting light pole fixtures, wall packs and security light fixtures to LED fixtures at an additional 12 parks by the end of the year. LED fixtures provide more direct and natural light to help improve public safety. The City will also save money on energy and maintenance costs as the fixtures require less maintenance than the previous fixtures and last up to 15 years. The City will save up to approximately $103,000 annually thanks to reduced energy costs (lower PG&E bills) at the upgraded parks and City facilities. This project is funded through PG&E’s On Bill Financing program, which is a no-interest loan offered by PG&E. The loan is paid back through the savings created by the use of LED fixtures. Crews cleaned 150 bags worth of trash, two couches, two mattresses, two refrigerators and more from Landco Drive alone! You can see the difference in how our streets and sidewalks look with these before and after pictures:  This week, Visit Bakersfield was part of a statewide effort promoting California to editors of Meredith Corporation’s various magazine titles. The virtual event focused on road trip storytelling for three different California regions. Meredith’s titles include Better Homes and Gardens, People, Parents, Martha Stewart Living and Travel+Leisure.  Due to an ongoing improvements project at the City Hall South Council Chambers, the City Council meeting on Wednesday, April 21 will be held at the Kern County Administrative Building’s Chambers instead. The meeting will start at 5:15 p.m. as normal, however, due to County COVID rules, the meeting will not be open to the public for in-person participation. The meeting will be broadcast live online at the County’s KGOV page. Anyone interested in offering public comment for the meeting is asked to do so by leaving a voicemail at 661-326-3100 by 4 p.m. Tuesday, April 20, or by sending the City Clerk’s Office an email at City_Clerk@bakersfieldcity.us by 1 p.m. Wednesday, April 21. We thank our partners at the County for their assistance in holding this meeting at their chambers.  On December 20, 2018, the California Strategic Growth Council (SGC) awarded the City with Transformative Climate Communities (TCC) Planning Grant funds. Under the grant agreement authorized on July 10, 2019, the City established a plan to conduct planning and community outreach activities to develop a plan that prioritizes alternative transportation, affordable housing and workforce development projects to be included in a future TCC Implementation Grant application. Grant partners include the Housing Authority of Kern County, Kern County Employers Training Resource, Kern Council of Governments, Center on Race, Poverty and the Environment, Bike Bakersfield, and California Walks. In the fall of 2020, the City held 4 public virtual workshops, engaged in direct outreach efforts and presented a draft plan in early 2021. After the release of that plan, the community identified additional potential project ideas and requested opportunities for additional community outreach. In response, the City committed to conducting additional outreach and updating the draft plan over the coming months. In April 2021, the City learned that the Strategic Growth Council is making a request at their April 29 meeting to add funding to the City’s TCC Planning Grant ($35,000) and to extend the grant term to the end of the year. Staff also learned the State legislature is advocating the TCC program be funded in the State’s May revised budget. This is an exciting development because it shows the State’s commitment to this program in the coming year. The updated draft TCC Plan will act as a roadmap to identify and help prioritize potential future projects and investments to support affordable housing, jobs, and active transportation. Key TCC Planning Grant deliverables: General Information April 16, 2021 Page 5 1. A preliminary list of housing, mobility and urban greening projects that could be funded based on existing plans and community feedback; 2. Household and small business displacement avoidance strategies; 3. A Workforce Development/Small Business Assistance Plan. Staff will also be identifying resources to address other TCC requirements including: • Continued community engagement; • The formation of a community collaborative structure; • Data collection and indicator tracking; • A Climate Adaptation and Resiliency Plan; • Structuring City and TCC partner resources to meet leverage funding requirements. Traffic Advisories  Nighttime closure at Stockdale Highway and North Stine Road A nighttime closure has been scheduled for the intersection of Stockdale Highway and North Stine Road. This intersection will be closed between the hours of 9 p.m. and 5 a.m. each night from Wednesday, April 21 to Thursday, April 22. The closure is needed for falsework erection. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. While the Chambers are under construction, the County has graciously allowed the City to hold the April 21, 2021 Bakersfield City Council meeting at the Kern County Board of Supervisors Chambers located at 1115 Truxtun Avenue, Bakersfield, California. Based on guidance from the California Governor’s Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the upcoming City Council meeting will not be physically open to the public. Councilmembers may elect to attend remotely and the public may view a live video stream of the meeting at http://kern.granicus.com/MediaPlayer.php?publish_id=241 or through the local government channel (Kern County Television). Detailed Public Participation Instructions are included in the Agenda package, and include opportunities to submit comments via email or voicemail. The public is requested to submit comments no later than 1:00 p.m. prior to the Council meeting. REGULAR MEETING – 3:30 p.m. (CANCELLED_ REGULAR MEETING – 5:15 p.m. APPOINTMENTS • Item 7a. Appointments to the Planning Commission (Ward 5 & 6) The Council will consider two appointments to the Planning Commission due to the term expiration of the Commissioner representing Ward 5 and the resignation of the Commissioner representing Ward 6. CONSENT CALENDAR - RESOLUTIONS • Item 8i. Citywide Electric Vehicle Charging Stations (Wards 2, 4 & 5) The City has been awarded CHARGEUP! incentives through the San Joaquin Valley Air Pollution Control District and CALeVIP rebates/incentives through the California Energy Commission (CEC) for a combined total of $266,000. This amount will fund approximately 80% of project costs for the installation of 30 EV charging stations at six (6) City owned sites. The sites are: The Park at Riverwalk; the parking lot across CSUB; City Hall South; Mechanics Bank Arena; McMurtrey Aquatic/Dignity Ice Center; and, the 18th and Eye parking Structure. These Level 2 charging ports will be open and available to the public for use to charge electric vehicles. Staff recommends adoption of the resolution dispensing with normal bidding procedures, award of the agreement to Turnkey Construction and Solar for the installation of the EV charging ports, and approval of the Master Services and Subscription agreement with Chargepoint. CONSENT CALENDAR - AGREEMENTS • Item 8p. Cal Water Services Company Agreement (Wards 2, 3, 4, 5, 6 & 7) State law requires that the City measure and record Kern River flows and in 2015, the State enacted Senate Bill 88 which required the measurements to use “best available technologies” (SCADA) and be made pursuant to State Water Resources Control Board regulations to be effective in 2020. Therefore, the City Water Resources Department budgeted for a Capital Improvement Project to design and construct the necessary improvements. Several sites owned by California Water Service and the Rosedale Rio-Bravo Water Storage District require encroachment permits and agreements to install the improvements. Therefore, Staff recommends approval of both agreements to proceed with construction. • Item 8w. High-Visibility Security Patrol Services (All Wards) On January 22, 2020, the City and Trans-West Security Services, Inc. entered into Agreement No. 2020-014 allocating $360,000.00 per year for high-visibility patrol services throughout the City. The agreement requires the firm to provide up to four uniformed officers up to eight hours per day, seven days per week. The security patrols provide both general patrols and specific patrols as directed by the Bakersfield Police Department. On February 17, 2021 the City Council approved the appropriation of an additional $100,000, from the Public Safety and Vital Services Fund, to expand the capacity of security patrol efforts. This expansion is the equivalent of adding one additional patrol officer for one year. Staff recommends approval of Amendment No. 1 to Agreement No. 2020-014 which adds funding for the one additional patrol officer. CONSENT CALENDAR – MISCELLANEOUS • Item 8a0. Street Rehabilitation Projects (Wards 2 & 6) SB 1, the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017. The City receives a direct allocation of funding annually and in April 2020, the City Council adopted a resolution identifying the projects for which SB 1 funds. This list was developed based on revenue estimates available during the budget development process. As the fiscal year has progressed, an additional $750,000 in SB 1 funds have been made available to the City. In addition, staff identified $350,000 savings in the completed SB 1 funded Pavement Rehabilitation White Lane from South H to Kenney Street project. Staff requests an appropriation and the transfer of the funds to the following new capital improvement projects: o Demaret Avenue Area - bounded by Stockdale Highway to Belle Terrace, New Stine Road to South Montclair Street, Lansing Drive, and Taylor Street - $715,000 (Ward 2) o Belle Terrace Area - New Stine Road to West Stine Road - $385,000 (Ward 6) CONSENT CALENDAR – PUBLIC SAFETY/VITAL SERVICES MEASURE • Item 8au. Recruitment and Retention Incentives for the Bakersfield Police Department (BPD) (All Wards) Under the Public Safety & Vital Services (PSVS) measure, BPD has a hiring goal of 100 new Police Officers over a three-year period. Recruitment for law enforcement is at an unprecedented level of difficulty and market research shows that updating hiring and retention incentives will support the accomplishment of the City’s hiring goals. Staff recommends various modest adjustments to the existing incentive package as follows: o Increase the incentive from $3,000 to $4,500 for Police Trainee positions; o Include Academy Graduate and Lateral positions in the incentive; o Create an incentive for Dispatcher I/II positions up to $1,500; o Provide flexibility on timing of incentive disbursement; and o Institute an internal "Employee Referral" program of $500.00 • Item 8aw. Local Park Improvements (Wards 1, 3, 6 & 7) The City proposes using $525,455 in PSVS Measure dollars to improve the parking lots and access points at five City parks. Locations include enhancements to existing parking lots for ADA access. The City park locations are Patriots Park, Grissom Park, Wilson Park, Dr. Martin Luther King, Jr. Park and Siemon Park. Staff finds the bid submitted by Nagle Earthworks for base bid and alternates to be acceptable and recommends approval of the contract in the amount of $525,455.59. Jastro Park (new trash enclosure, Phase 1) • The RRT removed the existing concrete slab as part of the new trash enclosure project located adjacent to irrigation pump storage building. • Work began on 4/9/2021 and was completed on 4/10/2021. Miscellaneous 1. Wayside Park (restroom fire damage repairs) • The RRT continued with the bathroom repairs. • 4/4/2021- Applied primer to the partitions. • 4/7/2021- Began painting partitions. 2. The Park at Riverwalk (toilet repair) • The RRT was called out to clear a clogged toilet in the men’s restroom. • Work began and was completed on 4/4/2021. 3. Verdugo Ln. & Greenwich Dr. (horse rail/post replacement) • 4/5/2021-The RRT started the removal and replacement of damaged horse rails and posts. • 4/6/2021-The RRT continued with horse rail and post replacement. • 4/7/2021- The RRT continued with horse rail and post replacement. 4. Patriots Park (electric meter wall cabinet repair) • The RRT repaired the existing lock hasp that was vandalized at the storage building located on the northeast side of the park. • Work began and was completed on 4/7/2021. 5. Beale Park (men’s restroom security gate repair) • The RRT repaired and modified the existing men’s restroom security gate, due to vandalism. • Work began and was completed on 4/10/2021. 6. Greystone Park (trash enclosure gate repair) • The RRT repaired the damaged hasp lock on the trash enclosure gate located in the parking lot. • Work began and was completed on 4/10/2021. Ongoing Projects 1. Siemon Park (new trash enclosure) • The RRT will schedule fabrication and installation of a cover and gates for the new trash enclosure. 2. Greystone Park (trash enclosure modification) • RRT will schedule fabrication of a new cover on the existing trash enclosure. 3. McMurtrey Aquatics Center (wrought iron fence modification) • The RRT will schedule wrought iron fence modification on west side concession area to prevent illegal entry. 4. Wayside Park (fire damage repairs) • The RRT staff started the demolition and repair of the fire damaged bathrooms due to vandalism at Wayside Park on 2/9/2021 and will continue work this week. 5. Jastro Park (new trash enclosure, Phase 2) • The RRT completed Phase 1 (demo) for the new trash enclosure project and will continue with Phase 2 (footing excavation) the week of 4/14/2021 thru 4/17/2021. 6.
