HomeMy WebLinkAbout04/23/2021CC OFFICE OF THE CITY MANAGER April 23, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  For the first time since the start of the COVID-19 pandemic, fans were in the stands at Mechanics Bank Arena to watch the Bakersfield Condors defeat the San Diego Gulls 5-1 on Saturday. The arena was limited to 10% capacity, but it was good to see the return of a live home crowd, the first for a California AHL team this season. Arena staff had modifications in place to help limit potential exposure among fans, and fans were asked to wear face coverings when not eating.  The Recreation & Parks Department plans to re-open the weight and fitness room at the Dr. Martin Luther King, Jr. Community Center (1000 S. Owens Street) to the public on Monday, April 26. The room will be open from 8 a.m. to 2 p.m., Monday through Friday, by appointment only. Anyone interested in setting up an appointment should General Information April 23, 2021 Page 2 call 661-322-9874.  The Kern Council of Governments (Kern COG) is developing comprehensive Local Road Safety Plans (LRSPs) for multiple cities in Kern County, including Bakersfield. The LRSPs are focused on traffic calming measures, such as speed bumps, bike lanes, traffic circles, crosswalks and more. The organization is asking for the public’s input on its dashboard of safety information. The dashboard provides an opportunity for the public to leave comments about safety concerns in their areas. Once the plans are completed, they will help agencies compete for future safety improvement funds managed by the state.  The City’s Solid Waste Division collected more than 20,000 pounds worth of items (trash, recycling, wood and metal) at last weekend’s pop-up bulky item drive-thru events held on April 17 as part of Bakersfield’s Clean City Initiative. The events were held at Aera Park and a new location, Dr. Martin Luther King, Jr. Park. More than 120 vehicles came through the two locations, dropping off 48 mattresses, 59 e-waste items, and almost 12,000 pounds of trash alone. The Clean City Initiative and these events are funded by the Public Safety & Vital Services (PSVS) Measure. More events are planned for the future and will be announced on the City’s website and social media pages when the locations and dates are finalized.  The City’s Animal Care Center has announced its next low-cost vaccine and licensing clinic, set to be held Saturday, May 1 at Lowell Park (800 4th Street) from 9 a.m. to noon. This event will be drive-thru style and precautions will be in place due to the COVID-19 pandemic. The April clinic, held at Wilson Park, saw 381 total vaccines issued, along with 61 microchips. Traffic Advisories  Nighttime closure at Stockdale Highway and North Stine Road A nighttime closure has been scheduled for the intersection of Stockdale Highway and North Stine Road. This intersection will be closed between the hours of 9 p.m. and 5 a.m. each night from Monday, April 26 to Thursday, April 29. The closure is needed for falsework erection. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Miscellaneous 1. Wayside Park (restroom fire damage repairs) • The RRT continued with the bathroom remodel. Work on the interior continues. • 4/11/2021 - Paint interior walls and ceiling. • 4/12/2021 - Continued with painting of interior walls and ceiling. • 4/13/2021 - Paint exterior of building. • 4/14/2021 - Continued painting interior walls and ceiling. 2. Coffee Rd & Granite Falls (encampment clean-up) • The RRT assisted Code Enforcement with an encampment clean-up in the canal area. • Work started and was completed on 4/13/2021. 3. Jastro Park (new trash enclosure, Phase 2) • Excavated wall and post footings. • Work started and was completed on 4/15/2021. 4. Centennial Park (bollard post chain repairs) • RRT welded and replaced the damaged chain on both of the bollard posts at the east drive way entrances. • Work started and was completed on 4/15/2021. 5. Siemon Park (new trash enclosure, Phase 2) • RRT began fabrication of the new trash enclosure gates and top security cover. • Work started 4/14/21 and continued thru 4/17/2021. 6. Sister Cities Gardens South (illegal dumping) • RRT removed illegal dumping of mattresses. • Work started and was completed on 4/17/2021. Ongoing Projects 1. Siemon Park (new trash enclosure) • The RRT will schedule fabrication and installation of a cover and gates for the new trash enclosure. 2. Greystone Park (trash enclosure modification) • The RRT will schedule fabrication of a new cover on the existing trash enclosure. 3. McMurtrey Aquatics Center (wrought iron fence modification) • The RRT will schedule wrought iron fence modification on west side concession area to prevent illegal entry. 4. Wayside Park (fire damage repairs) • The RRT staff started the demolition and repair of the fire damaged bathrooms due to vandalism at Wayside Park on 2/9/2021 and will continue work this week. 5. Jastro Park (new trash enclosure, Phase 2) • The RRT completed Phase 2 (footing excavation) for the new trash enclosure project and will schedule fabrication and installation of a security cover and gates for the new trash enclosure, once block wall contractor has completed building the enclosure. 6. Beale Park (new trash enclosure, Phase 1) • The RRT completed Phase 1 (demo & footing excavation) for the new trash enclosure project and will schedule fabrication and installation of a security cover and gates for the new trash enclosure, once block wall contractor has completed building the enclosure. Dozens of volunteers from Keep Bakersfield Beautiful, Clinica Sierra Vista and United Domestic Workers will volunteer to clean up litter in Bakersfield on Saturday, April 24. Volunteers will be socially distanced in multiple locations starting at different times in Ward 1. Bakersfield Mayor Karen Goh will visit volunteers at multiple locations and City Councilmember Eric Arias (Ward 1) and staff will also support these volunteer efforts.
