SPECIAL MEETING OF MARCH 3, 2021

The meeting was called to order by Ms. Thompson at 8:01 a.m.

4. APPROVAL OF MINUTES
A motion was made by Mr. Anderson and seconded by Mr. Lucas to approve the
minutes for the Special Meeting of February 10, 2021 and the Special Meeting
February 12, 2021.
* Commissioner Thompson announced that the order of Agenda Items 5 and 6 will
be switched during the meeting because one of the Commssioners needed to
leave by 8:45.
5. WORKSHOP
a. ELIGIBILITY LIST: SUMMARY OF HUMAN RESOURCES PROCESS - Christi Tenter and
Shayla Collins presented a Summary of Human Resources Eligibility List Process. Ms.
Tenter advised this presentation was in response to the Commission's request on
what the process consists of from an administrative perspective as they move
through a recruitment cycle. Ms. Tenter's discussion points included: the
background and overview of rules that govern the process; the workflow and roles

within the Human Resources Department; and the finished product of the process
consistently used throughout the City. Mr. Lucas made a motion to receive and
file the PowerPoint presenation: Summary of Human Resources Process; the
motion was seconded by Ms. Thompson and carried.
6. NEW BUSINESS
a. JOB SPECIFICATION REVISION AND TITLE CHANGE: POLICE COMPUTER FORENSICS
EXAMINER TO POLICE DIGITAL FORENSICS EXAMINER 1/II #21400/21420 - Isabel
Farmer submitted the proposed job specification revision and title change from
Police Computer Forensics Examiner to Police Digital Forensics Examiner 1/11. Ms.
Farmer advised the commissioners that as part of the recruitment process, Human
Resources routinely assesses job specifications for modernization, updates to job
duties and minimum qualifications, and this supports continued accuracy in the
job class specifications. Ms. Farmer advised the job title change provides an
accurate representation to the nature of the work as candidates will work with a
variety of digital devices. The addition of a Level II option allows for growth within
the job classification. Language under the subsections titled Class Summary;
Essential Duties; Distinguishing Characteristics; Knowledge of; and Licenses,
Certificates or Special Requirements, has been modified to reflect current industry
standards and terminology.
The Minimum Qualifications for Training and Experience under Level I has been
changed from an Associate of Arts/Science degree to:
• High school diploma or GED; AND
• 60 semester units or 90 quarter units of college coursework preferably
in digital forensics, computer science, law enforcement,
administration of justice or related field; OR
• Two (2) years of experience in computer digital forensics, computer
systems analysis, and/or the operation, maintenance and repair of
computer systems; OR
• An equivalent combination of education, training, and experience
which provides the capabilities to perform the described duties.
The minimum Training and Experience requirement for the new Level II option
includes:
• High School diploma or GED, AND
• 60 semester units or 90 quarter units of college coursework, preferably
in digital forensics, computer science, law enforcement,
administration of justice, or a related field; OR
• Four (4) years of experience in digital forensics, computer systems
analysis, and/or the operation, maintenance and repair of computer
systems; OR
• An equivalent combination of education, training, and experience
which provides the capabilities to perform the described duties; AND
• Possession of industry -recognized digital forensics certification as
approved by the Police Department.
A new subsection for Promotion for Police Digital Forensics Examiner II was also
added. Mr. Lucas made a motion to approve the proposed job specification
revisions and title change from Police Computer Forensics Examiner to Police
Digital Forensics Examiner 1/11; the motion was seconded by Mr. Anderson and
carried unanimously.
b. REINSTATEMENT REQUEST FOR POLICE TRAINEE CRYSTAL STEWART - Sandra
Duncan submitted a reinstatement request from Crystal Stewart and a

memorandum from Human Resources outlining the reinstatement request.
Ms. Stewart is currently employed as a Temporary Dispatcher and would like
to be reinstated as a Police Trainee with the Bakersfield Police Department.
Ms. Duncan advised that Police Chief Greg Terry has been contacted
regarding this request and he recommends Ms. Stewart be placed on the
reinstatement list for Police Trainee which will remain valid for one year. Mr.
Anderson made a motion to approve the reinstatement of Ms. Stewart; the
motion was seconded by Mr. Lucas and carried unanimously.
C. REINSTATEMENT REQUEST FOR POLICE TRAINEE ADEWALE LEBIMOYO - Sandra
Duncan submitted a reinstatement request from Adelwale Lebimoyo and a
memorandum from Human Resources outlining the reinstatement request. Mr.
Lebimoyo would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Police Chief Greg Terry has
been contacted regarding this request and he recommends Mr. Lebimoyo be
placed on the reinstatement list for Police Trainee which will remain valid for
one year. Mr. Lucas made a motion to approve the reinstatement of Mr.
Lebimoyo; the motion was seconded by Mr. Anderson and carried
unanimously.
d. CERTIFICATION OF POLICE DISPATCHER I ELIGIBLE LIST, EXAMINATION #01420 -
Sandra Duncan submitted Dispatcher I Eligible List, Examination #01420 to the
Commission for review and certification of 15 candidates. There were two ties
for rank #8 and #11. Ms. Duncan read the eligible list of names aloud for Mr.
Anderson, who attended the meeting via Zoom. Mr. Anderson made a
motion to certify Dispatcher Eligible List #01420; the motion was seconded by
Mr. Lucas and carried unanimously.
e. NEPOTISM WAIVER REQUEST(S) FOR POLICE DISPATCHER I CANDIDATE(S) -
Sandra Duncan advised that as a result of the Police Dispatcher I List, she is
submitting one Nepotism Waiver Request to the Commission for review and
approval for candidate Graham Payne. Ms. Duncan advised the Nepotism
Waiver Request was reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waiver for Dispatcher I candidate Graham Payne; the motion was seconded
by Mr. Anderson and carried unanimously.
CERTIFICATION OF SENIOR POLICE OFFICER ELIGIBLE LIST, EXAMINATION #01416
- Sandra Duncan submitted . Senior Police Officer Eligible List, Examination
#01416 to the Commission for review and certification of 18 candidates. Ms.
Duncan advised the commissioners there were ties for the rank of #3, #5 and
#10. Ms. Duncan read the eligible list of names aloud for Mr. Anderson, who
attended the meeting via Zoom. Ms. Duncan said that the minimum overall
score required to be placed on the eligible list was 80.43% and the highest
overall score was 97.40%. Mr. Anderson made a motion to certify Senior Police
Officer Eligible List #01416; the motion was seconded by Mr. Lucas and carried
unanimously.
g. NEPOTISM WAIVER REQUEST(S) FOR SENIOR POLICE OFFICER CANDIDATE(S) -
Sandra Duncan advised that as a result of the Senior Police Officer Eligible List,
she is submitting five Nepotism Waiver Requests to the Commission for review
and approval for Senior Police Officer candidates Tyler Beeson, Audrina
Dollschnieder, Michael Ko, Daniel McWilliams and Joshua Pena. Ms. Duncan
advised the Nepotism Waiver Requests were reviewed by Assistant Chief Mike
Hale and he recommends approval. Mr. Lucas made a motion to approve
the Nepotism Waivers for Senior Police Officer candidates Tyler Beeson,

h. CERTIFICATION OF CLERK TYPIST I - POLICE, EXAMINATION #01429 - Isabel
Farmer, submitted Clerk Typist I - Police Eligible List, Examination #01429 for
review and certification of 19 candidates; there were ties for rank #5, 10 and
#16. Ms. Farmer read the eligible list of names aloud for Mr. Anderson, who
attended the meeting via Zoom. Mr. Anderson made a motion to certify Clerk
Typist I - Police Eligible List #01429; the motion was seconded by Mr. Lucas and
carried unanimously.
NEPOTISM WAIVER REQUEST(S) FOR CLERK TYPIST I - POLICE CANDIDATE(S) -
Isabel Farmer advised that as a result of the Clerk Typist I - Police Eligible List,
she is submitting one Nepotism Waiver Request to the Commission for review
and approval for candidate Kristy Berry. Ms. Farmer advised the Nepotism
Waiver Request was reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waiver for Clerk Typist I - Police candidate Kristy Berry; the motion was
seconded by Mr. Anderson and carried unanimously.

Mr. Lucas expressed his appreciation to Human Resources staff for their informative
presentation.

There being no further business, the meeting was adjourned at 8:45 a.m.
