Drought
The Governor this week expanded his drought declaration to include Kern County.
The City has not issued any mandated water use restrictions, but we encourage
residents and businesses to conserve water whenever possible.
The City’s Water Resources Department reports that snowpack in the Kern River
watershed – which provides for a vital source of local water supply – is projected to
be only 16% of average this year. Last year, the snowpack was 43% of average,
putting us now in our second dry year.
The City has a number of conservation programs, resources and tools listed on our
Water Conservation webpage, including information about drought conditions,
conservation tips and more. That information can help residents maximize their water
savings. You can even learn what the City is doing to conserve water as well.
Water waste can be reported through the free Bakersfield Mobile app (available on
iOS and Android devices) or through our online service request portal.
The City’s Recreation & Parks Department is planning to start spray park operations at all nine spray parks on Saturday, May 29, the weekend before the Memorial Day
holiday. In an effort to conserve water, hours of operation will be from 1 to 6 p.m. each day, Tuesday through Sunday.
All spray parks will be also be closed on Mondays as a proactive measure for water
conservation. It will also provide staff an opportunity to perform any maintenance needed at the spray parks.
As in years past, the spray parks will operate through Labor Day weekend (September
4 and 5).

This change is not mandated by the drought declaration, but we hope this proactive action will help conserve water and serve as an example for the public. The City has
a number of resources, conservation tips and other information about drought and water savings on our website as well. We even have a page showing what the City is

Visit Bakersfield launched an exciting new campaign this week, aimed at supporting local breweries. The new Bakersfield Brewery Trail campaign is a partnership between
Visit Bakersfield and five craft breweries in the City of Bakersfield:

Checking in at three of the five participating breweries in the next year will earn

We’ve already heard very positive feedback from some of the participating
breweries, with one owner telling Visit Bakersfield staff “This is truly a game changer for
us at a time when we most need it!”
The Clean City Initiative’s pop-up bulky item drive-thru events return this weekend,
with two set for May 15 from 8 a.m. to noon. They are scheduled to be held at Aera
Park (100 Jewetta Ave) and at the parking lot near the Bakersfield Municipal Airport
(2000 S. Union Ave).
These events – funded by the Public Safety & Vital Services (PSVS) Measure – have
proved quite popular since launching at the beginning of the year. The last pair of
trash collection events on May 1 received more than 32,000 pounds of waste items.
The Bakersfield Police Department and the Bakersfield Community Policing Organization are partnering to host a Community Workshop to create discussion
between BPD staff and members of the community on how to safely record police officers, what the law says, and how both community members and officers should
approach these situations.

This was National Police Week, honoring those who serve in our police department and all those across the country. Saturday, May 15 will be National Peace Officers Memorial Day, which was started in 1962 to honor all the men and women who have been killed or disabled in the line of duty. agencies.
On Saturday, May 15, the City’s Animal Care Center will host a second low-cost vaccine and licensing clinic, this one held at Silver Creek Park (7011 Harris Road) from
9 a.m. to noon. There will be no clinics held in July and August due to the expected summer heat, so the ACC is hosting two clinics in May and two in September to make
up for those months. This event will be drive-thru style and precautions will be in place due to the COVID-19 pandemic.
The Bakersfield Fire Department is pleased to
announce the promotion of Captain Chris Bowles to Fire Battalion Chief. A 20-year
veteran of the department, Chief Bowles (right) spent the past 12 years as a Captain
primarily assigned to Fire Station 2. Over the
years, Bowles has been a valuable asset to
both the fire department and the community.
He is a Senior Instructor for Rescue Systems 1,
2 and 3, as well as Rope Rescue Technician.
Bowles is also the Executive Director of the
Bakersfield Firefighters' Burn Foundation.
The Bakersfield Fire Department is also pleased to
announce the promotion of Battalion Chief Kevin Albertson to the position of Deputy Fire Chief. Chief
Albertson (right) is a 21-veteran of the department and
has served at the Battalion Chief rank for more than six
years, primarily as Battalion 1A. Albertson will oversee the
department's Specialized Services, consisting of USAR,
Hazmat, Data Management, and Emergency Medical
Response.
The Recreation & Parks Department is looking to fill some temporary positions at both the Martin Luther King, Jr.
Community Center and the Silver Creek Community Center. There are openings for
Program Coordinators and Program Leaders available. Anyone interested in applying
or learning more about these jobs can do so on the City’s website.
The Recreation & Parks Department’s popular Adult Softball league is returning soon!
A flyer and a list of Frequently Asked Questions have been sent out to past softball participants explaining the modifications that will be in place during play. There is a
men’s only league and a coed league as well. League play is set to begin May 24 and run through August 2.
Registration opened at 9 a.m. on Friday, May 14 and is online only (click “Sports” and
then select the league you’re looking for).

The City of Bakersfield Animal Control unit would like to invite the community to a low-cost drive-through pet vaccine clinic. Vaccines and licensing are available to dogs living within the city limits. The clinic will be held at Silver Creek Park, at 7011 Harris Rd, Saturday, May 15, from 9 a.m. until noon. Dependent on the number of attendees,
the lines are subject to close before noon.
Rabies vaccines can be given to puppies as young as 3 months of age as well as adult dogs. A dog license must be purchased in conjunction with the rabies vaccine.
The DAPP vaccines are for puppies needing to begin their vaccination series or adult dogs needing booster shots. The Bordetella (kennel cough) vaccine is usually required for admittance into boarding and grooming facilities. Covid-19 restrictions and safeguards will be in place with the following restrictions: 1. Clinic stations will be set up on Reliance Drive; this will be a drive through event. 2. Please remain in your vehicle and staff will make contact to distribute forms and provide directions on how to complete. 3. Customers without vehicles will be given an appointment time to return for services.
4. Bi-lingual staff will be available. 5. We DO NOT provide vaccines for cats at the outdoor clinics. 6. All customers will be required to wear masks when interacting with Animal Control staff,
medical staff or volunteers.

Frequently Asked Questions
Q: Will masks be required when I’m inside the facility?
A: Yes, masks will be required at all times upon entry and once inside the facility (per
California Department of Public Health). Anyone inside the facility, including
participants on the field playing, will be required to wear a mask. Masks must cover your
nose and mouth (per CDC). Participants will also be asked to practice social distancing
when possible.
1. If a player is not wearing their mask or is wearing it incorrectly, that player will be
asked to wear their mask correctly.
2. If the same player is seen again not wearing their mask correctly, that player will
be asked to wear their mask correctly. The player and their team manager will
both be warned.
3. If the same player is seen again not wearing their mask correctly, that player and
their team manager will be ejected from the game and asked to leave the
facility. The player will face a lengthy suspension, and the team manager will
face at least a one game suspension.
Q: If I have the vaccine do I need to wear a mask?
A: Yes. Masks are mandatory.
Q: Will we still use the dugouts?
A: No, the dugouts will be closed off. Teams can gather on the grass adjacent to their
assigned dugout. Participants will be asked to practice social distancing when possible
(per CDC).
Q: How will registration work?
A: There will be one division per night for a total of five divisions. Registration will be on a
first come, first served basis. Players may only play on one team per season. No player
will be allowed to play on more than one night. Registration will only be available
online. Participation will be limited to Kern County residents only (per CDPH).
Q: How can I verify if I have a household account?
A: You can call 661-322-9874 and ask for staff to verify whether you have an account or
not. Staff will not take calls for account verification once registration is open.
Q: Can I register in person?
A: No, registration must be done online.
Q: What forms of payment are acceptable?
A: Visa and Mastercard are the only acceptable forms of payment.
Q: What if my team sponsor wants to pay in the form of a check?
A: At this time checks are not an acceptable form of payment.
Q: What time will games start?
A: Game times will be 6:30 and 8:00.
Q: How long will games be?
A: Games will be one hour long.
Q: How long will the season last?
A: The season will be ten weeks long. There will be no evaluation games.
Q: How will I submit my lineup?
A: Managers will fill out a lineup card prior to entering the facility. Staff will then use the
lineup card to check in team. Teams will be asked to social distance while waiting to be
allowed into the facility.
Q: What if I can’t play on the night that I registered for?
A: Teams will not be moved from the night they are registered for. Since there are no
evaluation games, teams will not be able to move to a different night. Teams are
advised to register for a night they are able to play on. No refunds will be given.
Q: What happens if the website crashes or malfunctions?
A: The City uses a third party that maintains the website, therefore we do not run or
control the website. Registrations will be taken on a first come, first served basis. Due to
expected high volume on the website once registration opens, it is possible that some
users may experience difficulties. The City can only take registrations that are complete
and paid in full. We appreciate your patience.
Q: Will spectators be allowed?
A: Spectators will not be allowed into the facility (per CDPH). Participants who are
permitted into the facility will be asked to remain socially distanced when possible.
Q: Can I play on more than one team per night?
A: No. Anyone caught playing more than once per night will face a lengthy suspension.
The team manager will face a suspension as well.
Q: Can I play on more than one team per week?
A: No, players may only play on one team per week. This means that players may only
play on one team per season. Players will not be allowed to play on multiple teams
throughout the season.
Q: If I play on a Coed team, can I play on a Men’s team? Or vice versa?
A: No, players may only play on one team per season.

•Item 8c. SB 1 Capital Project List (All Wards) The Road Maintenance and Rehabilitation Account (RMRA) was created
by SB 1 to address significant transportation funding shortfalls statewide. The City expects to receive approximately
$7.6 million of RMRA funds in FY 2021-22. This funding will provide the City with the unique opportunity to increase
the investment in the City's transportation network, increase the City’s average Pavement Condition Index, and
further Council's goal of enhancing the City's transportation network. The guidelines for RMRA funds require that
each City adopt its project list through a resolution to the City Council.
CONSENT CALENDAR - AGREEMENTS
•Item 8j. Bakersfield Police Department Employee Wellness (All Wards) Law enforcement, dispatchers, and other
public safety personnel are tasked with handling the most high-risk, urgent, and dangerous events in the community
on a daily basis. Officers nationwide report that stress on the job impact their mental health. Furthermore, the
stigma associated with seeking mental help in the first responder culture creates a barrier to those seeking help or
treatment results in emotional and behavioral issues going unacknowledged and untreated, heightening the risk for
responders and the community. The City of Bakersfield Police Department desires to begin using an app from Cordico
Inc. to assist department employees with content and features including confidential access, anger management,
critical incidents, depression, fatigue, injury prevention, marriage guidance, keys to wellness, nutrition, parenting
tips, post-traumatic stress, substance abuse, work life balance, and more. The annual cost for the mobile app and
content subscription is $28,000, the agreement covers a three-year term for a total cost of $84,000.
•Item 8q. 24th Street Improvement Project (Ward 2) The 24th Street Improvement Project consists of expanding the
intersection of 24th Street and Oak Street to provide four lanes in both directions on 24th Street and to allow for
additional turn lanes onto Oak Street. 24th Street will be widened to six lanes from Elm Street to C Street. The
reconstruction and re-striping of 23rd Street and 24th Street within the one-way couplet roadway segments from D
Street to 0.2 mile east of M Street will provide for four lanes each in both directions. This agreement includes various
change orders totaling $243,380 to complete various modifications, punch list items and surveying work necessary
to complete the project. Adequate Federal Funds and Local Funds have been previously budgeted to cover these
additional costs.
BIDS
•Item 8w. Deer Creek Park and Stonecreek Park Playground Rehabilitation (Wards 4 and 7) Existing playground
equipment at Deer Peak Park and Stonecreek Park are more than 22 years old and are recommended for
replacement. New modern playground equipment at both parks will include rubberized surfacing, ADA accessibility
and inclusionary play. After a bidding process, staff finds the bids submitted by JTS Construction and D.L. Brown
Construction, Inc. in Bakersfield, to be acceptable and recommends approval of the contracts totaling $560,865.
Funds are available in the Capital Improvement Budget within the Recreation and Parks Park Improvement Fund and
the Capital Outlay Fund to complete these projects.
•Item 8x. Beale Park Restroom Project (Ward 2) The Beale Park restroom was originally constructed over 60 years
ago and staff propose demolishing and replacing the existing restroom with new ADA compliant amenities. After a
bidding process, staff finds the bid submitted by S&B Sons, Inc. to be acceptable and recommends approval of the
agreement for $493,758.40. The project is funded with the federal Community Development Block Grant Funds
(CDBG) and the Park Improvement Fund.
HEARINGS
•Item 10a. Renaissance at Baker Affordable Housing Project (Ward 2) The City of Bakersfield receives an annual
entitlement of HOME funds to invest in quality, affordable housing for low-income residents. At this time, one
affordable housing project is requesting HOME funds. The requested amendments will support an 85-unit affordable
housing complex with ancillary commercial components located at 1001 Baker Street. The proposed amendments
would commit funding from three U.S. Department of Housing and Urban Development Action Plans, providing the
project a total of $1,350,000 in HOME funds.
WORKSHOPS
•Item 13a. Pavement Condition Index (PCI) (All Wards) The City of Bakersfield maintains hundreds of linear miles of
streets throughout the City. Therefore, a consultant hired by the Public Works Department will provide an update
on the current analysis, pavement condition indexes, potential methodologies and how the City can use the data to
reach the City’s overall goal of a PCI of 80.
•Item 13b. Street Light Study (All Wards) The City of Bakersfield maintains street lights throughout the City. The
Public Works Department hired a consultant to prepare a Street Light Study which analyzed vehicular, bicycle and
pedestrian accidents in the public right of way. The initial phase of the study reviewed the correlation between
accidents and the availability of street lights, and also studied hot spot areas of high crime incidents. The future
second phase of the study will review neighborhoods with insufficient to no lighting and will make recommendations
to prioritize future lighting installations.

• The RRT completed trash removal left over by volunteer clean-up event held on
5/1/21.

• The RRT installed large rocks at the bike path entrance to prevent unauthorized
vehicle access onto the bike path.

4. Beale Park (men’s restroom security gate repair – vandalism)
• The RRT repaired the vandalized security gate at the men’s restroom. The security
lock box was cut off and replaced with a new welded lock box.

5. Bernard St. & Mt. Vernon Ave Sump (encampment clean-up)
• The RRT assisted Code Enforcement with an encampment clean-up located
inside the sump area.
• Trash was loaded into the roll-off bin provided Solid Waste.

6. Planz Park (men’s restroom security door repair – vandalism)
• The RRT replaced the hasp lock on the men’s restroom door that was vandalized.
The hasp lock was cut off and replaced with a new welded lock box.

7. Beale Park (concrete installation)
• The RRT removed and re-poured a concrete section at the driveway adjacent to
the new trash enclosure.
• Work began and was completed on 5/7/2021.
8. Berkshire Rd. and Wible Rd. (fence repair – vandalism)
• The RRT modified and secured the vandalized chain link fence at the northwest
corner streetscape area, due to homeless encampments in the area.

• The RRT continued with the bathroom remodel. Work on the interior continues.

• 5/3/2021-The RRT is modifying the bollard posts for durability to reduce vandalism

• The RRT repaired and secured the damaged chain link fence located on the northeast side of the pavilion, due to vandalism.

• The RRT repaired and secured the damaged chain link fence located on the
northeast side of the pool, due to vandalism.
11. City Corporation Yard (tree trimming and shrub removal)
• The RRT assisted Area 6 staff with tree trimming and shrub removal at various
location within the corporation yard.

ADMINISTRATION
Introduction:
After joining the department on May 3rd, I have spent a significant amount of time in the field getting to know staff and the areas they are responsible for. What has stood out
consistently is the level of professionalism and pride in which they approach their jobs.
It is a tribute to the leadership here, specifically Darin Budak and Keith Howell, as they have been able to maintain and motivate staff while continuing to meet the demands
of a growing city and its residents without relative growth in employees or equipment.
April reflects an uptick in maintenance and improvements as we continue to recover from the pandemic and prepare for our busiest season. Public Safety & Vital Services

Reservations:
• 26 park reservations and an estimated 2825 guests in attendance for the month of April. PARKS UPDATES
Area 1
• Tree Contractor performed trimming and removals throughout key locations
in Area 1.
Area 2
• MLK Park
• Tree Foundation had Conway Tree Service plant twenty 20
trees throughout the park.
• Staff treated 34 gopher/squirrel holes
• Conventions Visitors Bureau – staff planted shrubs in planters.
• Beale Park – New dumpster enclosure installed.
• Jastro Park – New dumpster enclosure installed.
• Lowell Park – Staff treated 68 gopher/squirrel holes
• Hwy 178 – Streetscape between Comanche and Miramonte was cleared of
tumbleweeds
• Kern Canyon Rd. – Streetscape between Chase & Mesa Marin Dr. was
cleared of tumbleweeds.
• Westchester – staff treated 66 gopher/squirrel holes.
Area 3
• Staff utilized the PERC to abate rodents at the following parks:
• Beach Park; 256 holes were treated.
• Wayside Park; 66 holes were treated.
• On 4/5/21, General Tree Contractor removed one large Redwood tree on
Ming Ave median between Wible Rd and Hughes Ln. Also removed was a
large pine tree on S. H Street median between White Ln and Planz Rd. Area 6
• San Miguel Grove - Staff continues to add additional barriers to prevent
people from driving on bike path and river bed. New drop-down Bollard’s
have been installed by RRT, however, these continue to get vandalized on a
daily basis. Staff has added additional boulders at San Miguel Grove to
prevent people from driving into the park. This is an ongoing project that will
continue on a monthly basis.
• Staff used the PERC machine at Quailwood Park; Staff treated 122 holes over
a 2-day period.
• Staff removed and stump ground 27 dead trees at Corvallis Park. These trees
lined the perimeter of the park and had been declining for years.
• Staff has been clearing school signs throughout the City.
• Staff sprayed five parks with speedzone this month.
• Staff picked up 11,840 LBS of trash that was picked up by volunteers in the Kern River. Trimming:

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the
month of April totaled 6,774 as compared to last year’s total of 0 due to COVID-19.
Aquatic Programming & Attendance
Overall attendance for aquatic programs was 3,674. Monthly
attendance at McMurtrey Aquatic Center for the month was 3,460.
• Lap Swimming:
Staff continue to follow State and County COVID-19 guidelines for
public swimming pool facilities. A total of 5 time slots are available
Monday through Thursday, 5 time slots on Fridays and 3 time slots on
Saturdays. A Family Lap swim option is also available Saturdays at 11
a.m. Evening lap swimming was eliminated on March 18th to allow us
to continue our partnership with Kern High School District Swim and
Dive Programs.
Total Lap Swim Visits for March: 2,111 Lap swim attendance continues
to be at an all-time high.
• Kern High School District Rental
Bakersfield, Liberty, and North High Schools are currently using
McMurtrey Aquatic Center for their swim team programs. South High is
utilizing Silver Creek Pool for their swim season.
• 2021 Lifeguard Academy
The first lifeguard training of the 2021 spring schedule was held on
March 29th, 30th, 31st and April 1st and 2nd. A total of 9 participants
successfully completed that training and earned lifeguard
certifications. A second lifeguard training was held on April 16th, 17th,
18th, 23rd, 24th, and 25th; a total of 10 participants completed that
particular training. All nineteen participants are now eligible for
summer employment. We had hoped to recruit 30 to 35 new
Lifeguards for the 2021 summer season.
• Silver Creek Pool:
• Silver Creek Pool attendance for the month of April was 214.
• South High swim team is utilizing Silver Creek Pool for their swim
practices. Kern High School District is running their program in accordance with State youth sports guidelines during COVID-
19.
• First 5 Kern Make A Splash Grant
On April 29th, Aquatic staff presented a Make A Splash Water Safety
presentation to the Kern County Superintendent of Schools Child
Development Center in Lamont. Parents of children ages 0 to 5 received valuable information on drowning prevention and the value
of swim lessons. Normally these presentations are done in person but

due to social distancing guidelines, all participants joined via a Zoom meeting.
Athletic
• Programming Adult softball programming will return in May. Planning and Covid-19
mitigation are underway so that a safe return to softball can be made. Registration will open no later than the middle of May.
• League of Dreams Adaptive T Ball returned on April 18. The partnership with League of
Dreams continues and the current schedule has four remaining gamedays (every Sunday in May).
Dr. Martin Luther King, Jr. Community Center
• Due to COVID-19, participants are not permitted in the center at this
time.
• Superintendent of Schools Free Meal Program:
• 450 Grab N Go meals were distributed to children ages 2-18,
Monday through Friday from 2:00 pm to 3:30 pm.
• Attendance for April was approximately 125.
Saunders Recreational Facility/Silver Creek Community Center
• Due to COVID-19 restrictions, Silver Creek Community Center remains
closed to the public the entire month of April in an effort to limit the
community spread of COVID-19; there is no attendance to report for the
month.
• Saunders officially opened for reservations this month with hockey
rentals. The reservation is on Tuesday and Thursday from 6:30 – 8:30pm.
• Attendance for April was approximately 150. COVID-19 SPECIAL USE PERMIT (SUP)
• In light of the COVID-19 Emergency Declaration issued by the City of
Bakersfield on March 19, 2020, the City of Bakersfield Recreation & Parks
Department has created a “COVID-19 Special Use Permit”, to help
churches, fitness gyms, and sport associations comply with “social
distancing” and other operating requirement mandated by the State.
The process will provide businesses an opportunity to temporary
operate in designated parks throughout the city.
The new COVID-19 Special Use Permit process will be available through
the duration of the City’s local Emergency Declaration; and it is
designed to help businesses move outdoor quickly, while also ensuring
the public’s health and safety. Businesses are responsible for
compliance with any and all other federal, State, County orders and
regulations. Special Event Reservations/Attendance Overall: 2,825:
