MINUTES
1. ROLL CALL
Present: Chair Sanders, Vice Chair Hibbard (Seated at 11:02 am)
Committee Members Perez-Andreesen, Holt, Keller, Louie, Prince
(Appeared by phone at 11:15 am), Rowland, Tobias.
Absent: None
2. ADOPTION OF MINUTES FROM THE MARCH 25, 2021 OVERSIGHT COMMITTEE MEETING
Motion by Committee Member Louie second by Committee Member Keller to
adopt minutes from.the March 25, 2021, Oversight Committee Meeting. Motion was
unanimously approved.
3. PUBLIC COMMENTS
Chair announced that a staff memorandum was provided transmitting
public comments received after the publication of the agenda.
A. Eddy Lane with the Sierra Club, provided comments regarding the
park conditions and requested a short and long term plan of action.
B. Josh Stenner from the People's Budget, provided comments regarding
participatory budgeting and objecting to the $10 million dollars being
budgeted toward Bakersfield Police Department.
C. Riddih Patel with The People's Budget spoke in support of the
participatory budgeting and made comments regarding the City's
budgeting process.
D. Daulten Jones with The People's Budget, made comments regarding
Participatory Budgeting and his concerns with the Bakersfield Police
Department.
E. Troy Hightower, a local consultant, stated he did not see the
comments the committee made at the last meeting on the meeting
minutes. Also, questioned the Bak funds.
F. Curtis Bingham made comments in support of police officers and City
staff.
G. Amanda Deshutter with The People's Budget, requested that funds be
diverted from the Bakersfield Police Department and code
enforcement and moved toward items such as providing housing to
the homeless in the city.
H. Michael Turnipseed with the Kern County Taxpayer Association, made
comments regarding not receiving an accounting of the PSVS funds.
He made further comments regarding the PSVS funds usage.
I. Dr. VK Jones with the Peoples Baptist Church wants to discuss the lack
of upgrading and management of East Bakersfield versus the rest of
the City. He specified he wants something done to update East
Bakersfield.
4. NEW BUSINESS
A. Fiscal Year 2021-22 Public Safety/Vital Services Measure Phase III
Spending Proposals
i. Police Department Proposal - Chief of Police Terry
Bakersfield Police Chief Greg Terry made comments, provided a
PowerPoint presentation and answered questions from the
Committee regarding Phase 3 of the Measure N Proposal.
ii. Fire Department Proposal - Fire Chief Galagaza
Bakersfield Fire Department Chief Anthony Galagaza made
comments, provided a PowerPoint presentation and answered
questions regarding the City Fire Department requests.
iii. Public Works Department Proposal - Public Works Director Nick
Fidler
Public Works Director Nick Fidler made staff comments, provided a
PowerPoint presentation and answered Committee Comments regarding
the Fire Department requests.
Chair Sanders left the meeting at 1:01 pm.
Committee Member Tobias left the meeting at 1:16 pm.
iv. City Manager's Office and Strategic Initiative Overview - City
Manager Clegg
At the request of City Manager Clegg, the presentation was
continued to the next meeting.
