The meeting was called to order by Ms. Thompson at 8:15 a.m.

4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas and seconded by Mr. Anderson to approve the
minutes for the Special Meeting of March 3, 2021.
5. NEW BUSINESS
a. REINSTATEMENT REQUEST FOR POLICE TRAINEE KENNETH LAWRENCE — Sandra
Duncan submitted a reinstatement request from Kenneth Lawrence and a
memorandum from Human Resources outlining the reinstatement request. Mr.
Lawrence would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Police Chief Greg Terry has

been contacted regarding this request and he recommends Mr. Lawrence be
placed on the reinstatement list for Police Trainee which will remain valid for
one year. Mr. Anderson made a motion to approve the reinstatement of Mr.
Lawrence; the motion was seconded by Mr. Lucas and carried unanimously.
b. REINSTATEMENT REQUEST FOR POLICE TRAINEE QUENTIN CRONEY - Sandra
Duncan submitted a reinstatement request from Quentin Croney and a
memorandum from Human Resources outlining the reinstatement request. Mr.
Croney would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Police Chief Greg Terry has been
contacted regarding this request and he recommends Mr. Croney be placed
on the reinstatement list for Police Trainee which will remain valid for one year.
Mr. Lucas made a motion to approve the reinstatement of Mr. Croney; the
motion was seconded by Mr. Anderson and carried unanimously.
C. REINSTATEMENT REQUEST FOR POLICE TRAINEE MIGUEL FLORES -Sandra Duncan
submitted a reinstatement request from Miguel Flores and a memorandum
from Human Resources outlining the reinstatement request. Mr. Flores would
like to be reinstated as a Police Trainee with the Bakersfield Police Department.
Ms. Duncan advised that Police Chief Greg Terry has been contacted
regarding this request and he recommends Mr. Flores be placed on the
reinstatement list for Police Trainee which will remain valid for one year. Mr.
Anderson made a motion to approve the reinstatement of Mr. Flores; the
motion was seconded by Mr. Lucas and carried unanimously.
d. REINSTATEMENT REQUEST FOR POLICE TRAINEE LIZETH CARRERA - Sandra
Duncan submitted a reinstatement request from Lizeth Carrera and a
memorandum from Human Resources outlining the reinstatement request.
Ms. Carrera would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Police Chief Greg Terry has
been contacted regarding this request and he recommends Ms. Carrera be
placed on the reinstatement list for Police Trainee which will remain valid for
one year. Mr. Lucas made a motion to approve the reinstatement of Ms.
Carrera; the motion was seconded by Mr. Anderson and carried unanimously.
e. CERTIFICATION OF DETECTIVE ELIGIBLE LIST, EXAMINATION #01419 - Sandra
Duncan submitted Detective Eligible List, Examination #01419 to the
Commission for review and certification of 15 candidates. Ms. Duncan
advised the commissioners that the overall score required to be placed on the
eligible list was 84.40% and the highest overall score was 92.28%. Ms. Duncan
read the eligible list of names aloud for Mr. Anderson, who attended the
meeting via Zoom. Mr. Lucas made a motion to certify Detective Eligible List
#01419; the motion was seconded by Mr. Anderson and carried unanimously.
NEPOTISM WAIVER REQUEST(S) FOR DETECTIVE CANDIDATE(S) -Sandra Duncan
advised that as a result of the Detective eligibility list, she is submitting four
Nepotism Waiver Requests to the Commission for review and approval for
candidates Paul Hernandez, Marc Lugo, Alejandro Patino and Matthew
Tramel. Ms. Duncan advised the Nepotism Waiver Requests were reviewed by
Assistant Chief Mike Hale and he recommends approval. Mr. Lucas made a
motion to approve the Nepotism Waivers for Detective candidates Paul
Hernandez, Marc Lugo, Alejandro Patino and Matthew Tramel; the motion
was seconded by Mr. Anderson and carried unanimously.

g. CERTIFICATION OF POLICE SERVICE TECHNICIAN ELIGIBLE LIST, EXAMINATION
#01421 - Sandra Duncan submitted Police Service Technician Eligible List,
Examination #01421 to the Commission for review and certification of 26
candidates. Ms. Duncan advised the commissioners there were ties for the
rank of #4, #11 and #19. Ms. Duncan read the eligible list of names aloud for
Mr. Anderson, who attended the meeting via Zoom. Mr. Anderson made a
motion to certify Police Service Technician Eligible List #01421; the motion was
seconded by Mr. Lucas and carried unanimously.
h. NEPOTISM WAIVER REQUEST(S) FOR POLICE SERVICE TECHNICIAN
CANDIDATE(S) - Sandra Duncan advised that as a result of the Police Service
Technician Eligible List, she is submitting two Nepotism Waiver Requests to the
Commission for review and approval for Police Service Technician candidates
Javier Barrientos Jr. and Andriana Pagalan. Ms. Duncan advised the Nepotism
Waiver Requests were reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waivers for Police Service Technician candidates Javier Barrientos Jr. and
Andriana Pagalan; the motion was seconded by Mr. Anderson and carried
unanimously.
CERTIFICATION OF POLICE TRAINEE ELIGIBLE LIST, EXAMINATION #01437 -
Sandra Duncan, submitted Police Trainee Eligible List, Examination #01437 for
review and certification of 65 candidates; there were multiple ties. The list was
made available for Mr. Anderson to view via Zoom. Mr. Anderson made a
motion to certify Police Trainee Eligible List #01437; the motion was seconded
by Mr. Lucas and carried unanimously.
NEPOTISM WAIVER REQUEST(S) FOR POLICE TRAINEE CANDIDATE(S) Sandra
Duncan advised that as a result of the Police Trainee Eligible List, she is
submitting five Nepotism Waiver Requests to the Commission for review and
approval for candidates Matthew Brown, William Lawson, Manuel Mancera,
Francisco Martinez and Rudy Ulloa-Berumen. Ms. Duncan advised the
Nepotism Waiver Requests were reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waivers for Police Trainee candidate Matthew Brown, William Lawson, Manuel
Mancera, Francisco Martinez and Rudy Ulloa-Berumen; the motion was
seconded by Mr. Anderson and carried unanimously.
k. CERTIFICATION OF SENIOR RECORDS CLERK ELIGIBLE LIST, EXAMINATION #01451
-Tracy Sunkes, submitted Senior Records Clerk Eligible List, Examination #01451
for review and certification of two candidates. Mr. Anderson made a motion
to certify Senior Records Clerk Eligible List #01451; the motion was seconded
by Mr. Lucas and carried unanimously.
NEPOTISM WAIVER REQUEST(S) FOR SENIOR RECORDS CLERK CANDIDATE(S) -
Tracy Sunkes advised that as a result of the Senior Records Clerk Eligible List,
she is submitting one Nepotism Waiver Request to the Commission for review
and approval for candidate Diadira Zamora. Ms. Sunkes advised the
Nepotism Waiver Request was reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waiver for Senior Records Clerk candidate Diadira Zamora; the motion was
seconded by Mr. Anderson and carried unanimously.

6. COMMISSIONER COMMENTS
Mr. Anderson expressed his appreciation to Human Resources staff for making it possible to attend
the Police Civil Service meeting via Zoom. Ms. Thompson thanked HR for the work put into
processing several eligibility lists and reinstatement requests.

There being no further business, the meeting was adjourned at 8:45 a.m.
