City administrative offices will be closed Monday, May 31, in observance of the Memorial Day holiday. Curbside trash and recycling services will not be affected. Notable Items
The City of Bakersfield’s Solid Waste Division will host a pair of pop-up large trash item drop-off events on Saturday, June 5 at Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. City residents are welcome to bring trash items
that don’t fit in their tan bins to those locations between 8 a.m. and noon.
Part of Bakersfield's Clean City Initiative – funded by the Public Safety & Vital Services (PSVS) Measure – these events have proved quite popular with the public since
launching in January of this year. The last events, held on May 19, collected almost 14 tons of trash items. The Clean City Initiative aims to reduce illegal dumping and debris
seen around the City, improving quality of life for our residents and visitors.
All nine City-maintained spray parks will begin operations this weekend, starting on
Saturday, May 29. Hours of operation will be from 1 to 6 p.m. each day, Tuesday
through Sunday through Labor Day.
All spray parks will be closed on Mondays as a proactive water conservation effort
and to provide staff an opportunity to perform any maintenance needed at the spray

parks. The spray parks will be open on Mondays when there is a holiday observed: May 31 (Memorial Day), July 5 (Independence Day observed) and September 6
(Labor Day).
This change in hours and days of operation is a proactive step to help conserve water following the Governor’s drought declaration in Kern County, but the changes are
not mandated by the state. The City also has a number of resources, conservation tips and other information about drought and water savings on our website.
The widening of College Avenue west of Fairfax Avenue is complete. This follows the
completion of the construction of a retaining wall project completed last year on the
north side of College along the East Niles Community Services District tank site (before
and after below). Public Works Street maintenance crews completed the road
widening with support from annual contractors. Once the widening was complete,
Streets crews resurfaced the full width of College Avenue from the City limit at the
west end near Montello Street to 500 feet east of Fairfax Avenue.
The popular summer Movies in the Park series returns in June! The Recreation & Parks
Department will host free movies at various parks throughout the City each Friday night through July, starting with “Shrek” on June 4 at The Park at River Walk. The movies
begin at dusk and families are welcome to bring picnic gear, lawn chairs and snacks.
I am pleased to inform you that Assistant City Manager Chris Huot has been
recommended by the International City/County Management Association (ICMA) Credentialing Advisory Board to receive ICMA Credentialed Manager Candidate status in July. The ICMA Voluntary Credentialing Program recognizes professional local
government managers qualified by a combination of education and experience,
adherence to high standards of integrity, and an assessed commitment to lifelong
learning and professional development. Managers are recognized by ICMA through
a peer review credentialing process, and this self-directed program offers an
opportunity for interested ICMA members to quantify the unique expertise they bring
to their communities. A Credentialed Manager Candidate is a member who has been
fully accepted into the program, but is a year or two shy of having enough executive
experience to become an ICMA Credentialed Manager. Candidates complete
professional development and submit annual reports just like Credentialed Managers,
and they are automatically upgraded to Credentialed Manager as soon as they have enough executive experience. Upon confirmation in July, Chris will be among

1,400 out of over 11,000 ICMA members with this designation. Congratulations to Chris!

The Recreation & Parks Department is offering a beginner’s pickleball clinic at Jastro
Park’s courts (2900 Truxtun Avenue) in June. Over four sessions held Tuesday nights
starting June 8, participants will learn the fundamentals of the fastest growing game
in the country, including how to serve, block and more, as well as strategy and scoring. The deadline for registration is June 4. Registration is online only (search

Based on guidance from the California Governor’s Office and Department of Public Health, as well as the County Health
Officer, in order to minimize the potential spread of the COVID-19 virus, the upcoming City Council meeting will have
limited public access. Councilmembers may elect to attend remotely and the public may view a live video stream of the
meeting at https://bakersfield.novusagenda.com/AgendaPublic/ or through the local government channel (Kern County
Television). Detailed Public Participation Instructions are included in the Agenda package, and include opportunities to
submit comments via Email, Voicemail or through in-person appearance (social distancing procedures will be in place).

CONSENT CALENDAR – PUBLIC SAFETY/VITAL SERVICES MEASURE
• Item 8aj. Bakersfield Homeless Center (BHC) Clean City Team for Kern River Parkway (All Wards) The Clean City
Initiative is a multi-pronged program aimed at reducing the amount of litter, debris and illegal dumping throughout
the City, improving the quality of life for residents and visitors. This program currently includes the deployment of
six teams providing enhanced litter abatement activities and the establishment of regular bulky waste collection
events for the community. This specific item is related to the litter abatement component of the program. The
Bakersfield Homeless Center provides four teams of BHC clients and supervisors that deploy citywide to remove
litter, debris and bulky items generally in response to requests made via the Bakersfield Mobile app and respond to
“hot-spot” priority locations. At this time, staff is recommending the City Council approve the addition of one
additional team to focus exclusively on the viewshed and ancillary greenspaces along the Kern River Parkway Multi-
Use path. An amendment to the original agreement with BHC is needed to add an additional crew and increase
compensation by $140,000 for a revised not to exceed amount of $827,000.
CONSENT CALENDAR – PUBLIC HEARINGS
• Item 9c. Renaissance at Baker Affordable Housing Project (Ward 2) The Housing Authority of the County of Kern
(HACK) and Cesar Chavez Foundation (CCF) desire to develop a mixed-use complex at 1001 Baker Street. HACK and
CCF are requesting $1,350,000 in HOME Investment Partnership (HOME), $1,800,000 in Public Safety and Vital
Services (PSVS) funds, and a $320,000 loan for the purchase of the property to help finance the development of an
85-unit mixed-use complex. The complex will be restricted for occupancy by households making less than 60% of the
area median income, while 43 units will be restricted to households making 30% of the area median income. The
total cost of construction is estimated to be $32,319,000, while the total project is estimated to be $44,728,542. The
applicants are requesting local funds be committed to support the project's construction cost and proposing that the
City enter into an option agreement to sell the property to the developer team upon securing all financing needed
to develop the project.
HEARINGS
• Item 10b. Domestic Water Quantity Rates (Wards 2-7) Staff is proposing a rate increase for users within the City's
Domestic Water Service Area for the first time in over 4 years. Staff is proposing to increase quantity rates, readiness
to serve charge and the private fire protection service charge by 4%. The specific dollar increase to each user is
variable depending on the size of water meter installed at a specific property and actual water usage. The rate
increase would represent an average monthly water bill increase from $41.98 to $43.56. If approved, the City’s water
rates will continue to be the lowest in the metropolitan area. This item will be continued to the next City Council
meeting.
• Item 10d. Fiscal Year 2021-22 Operating and Capital Improvement Program Budgets (All Wards) Each year, a public
hearing is required to receive public comment prior to adoption of the budget. The Fiscal Year 2021-22 budget is
proposed at $684,627,646, which is comprised of a $582,350,640 operating budget and a $102,277,006 capital
improvement budget. Final adoption of the budget is scheduled for June 16, 2021.

• Item 11a. Progress at Brundage Lane Navigation Center (All Wards) The Brundage Lane Navigation Center operator
Mercy House will present a Quarterly Update on activities at the Brundage Lane Navigation Center which opened in
October of 2020.
• Item 11b. Bakersfield Kern Regional Homeless Collaborative Presentation (All Wards) The Bakersfield Kern Regional
Homeless Collaborative will present a Quarterly Update to the City Council on progress toward addressing
homelessness in the City of Bakersfield.

Projects Completed by RRT
1. San Miguel Grove/Bike Path (bollard modification)
• 5/16/2021-The RRT made modifications to new bollards to resolve an issue with
emergency vehicles damaging existing bollards while accessing the bike path.
• 5/17/2021- The RRT removed and installed additional bollards at the bike path
entrance.
• 5/18/2021- The existing damaged bollards were removed and replaced with the
new modified bollards.
2. Beale Park Amphitheater (fire damage repairs/re-painting)
• The RRT prepped and re-painted the north side of the amphitheater that was
damaged due to vandalism by a homeless encampment fire.
• Work began and was completed on 5/17/2021.
3. 1606 California Ave. (encampment clean-up)
• The RRT assisted Code Enforcement with the clean-up and removal of illegal
encampments located on the northeast corner of 1606 California Ave.
• Three large encampment sites were addressed.
• Trash loads were placed inside roll-off trash bins which were provided by Solid
Waste Department.
• Work began on 5/19/2021 and was completed on 5/22/2021.
4. Mt. Vista and Panama Lane (irrigation relocation)
• The RRT re-located the existing 2” backflow device along with the irrigation
controller pedestal on the west side, due to objects being used to gain access
over block wall by vandals into adjacent residential properties.
• Work began on 5/20/2021 thru 5/22/2021 and will continue on the work week of
5/26/2021.
Miscellaneous
1. San Miguel Grove (mobile security camera)
• 5/17/21 – The RRT set-up the mobile security camera unit at San Miguel Grove to
monitor the entrance and parking lot areas.
• The mobile camera unit will be setup each morning when the park opens and
removed prior to the end of the shift and taken back to the Corp Yard.
2. Jastro Park (new trash enclosure cover)
• The RRT continued to work on fabricating and installing the new trash enclosure cover.
3. Patriots Park (parking lot rehabilitation)
• 5/20/2021-The RRT monitored and secured the newly poured concrete sidewalk
areas in the south parking lot, as part of the parking lot rehabilitation project.
• 5/21/2021- The RRT monitored and secured the newly poured concrete sidewalk
areas in the north and south parking lots, as part of the parking lot rehabilitation project.

1. Greystone Park (trash enclosure modification)
• The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure.
2. McMurtrey Aquatics Center (wrought iron fence modification)
• The RRT will schedule wrought iron fence modification on west side concession
area to prevent illegal entry.

• The RRT will schedule fabrication and installation of a security cover for the new trash enclosure.

• Locker rooms will be limited to toilet and handwashing. Indoor showers and lockers will not be
available at this time.
• Please limit the amount of spectators. Spectators will be asked to maintain 6 feet social distancing and
will be asked to wear a mask when in the facility.

• In effort to better accommodate all lap swim participants, lane reservations can be made in person or via
telephone starting at 8 a.m. for the following day. Reservations for Monday can also be made on Friday
starting at 8 a.m. by calling McMurtrey Aquatic Center 852-7440. If you choose to call on Saturday,
please call between 8 a.m. and Noon as voicemails are not an acceptable form of reserving a lane.
• If you and a member of your household will be swimming at the same time, please share a lane in order
for more of your fellow swimmers to utilize the time slot.
• Reservations can be changed or cancelled at any time. Please be courteous of fellow lap swimmers and,
it it’s necessary, please cancel with plenty of notice so staff can open the lane for another reservation.
• A waitlist option has been added to our reservation system. If you are waitlisted for a time slot, staff will
notify you as soon as possible if a lane becomes available in the order that names were received.

Participation in formal swim lessons could
reduce the likelihood of drowning by 88%
according to the American Academy of
Pediatrics.
Maintain constant supervision of children
in and around water. It only takes inches for
a child to drown.
Learn CPR. This can save a life in the event
of a water related accident. Be prepared and
know how to respond in an emergency.
Drowning usually happens quickly and
silently. Often children are out of sight for
less than 5 minutes. (U.S. CDC)
Don’t leave pool toys in pool area when not
in use. They are enticing!
Never assume someone else is watching
your child in a pool area and don’t use
flotation devices as a substitute for
supervision.
Appoint a designated watcher to monitor
children during social gatherings at or near
pools or water.
Have a telephone close by when you or
your family are using a pool or spa.
Secure your pool and hot tub with appropriate
barriers. Remove any structures that provide
unsupervised access.
Keep children away from pool drains, pipes, and
other openings to avoid entrapments.
Wear a U.S. Coast Guard approved life vest.
Other flotation devices can shift or malfunction,
and should not be used as a safety device. Look for the U.S. Coast Guard approved stamp.
If a child is missing, check the water first.

Dog Park Rules• Dogs must display a valid license and up-to-date vaccines, including a rabies vaccination tag. (BMC § 6.04.04A and § 6.04.o5C).
• Keep your dog on a leash until you reach the off-leash area and keep your dog within sight and under voice control.
• If your dog becomes unruly or displays a change in behavior, leash your dog, regain control, and leave the off-leash area.
• Owners must clean up after their dogs and dispose of waste properly.
• Children must be closely supervised at all times.
• Parks are open from 5:00am to 10:00pm.

Prohibited from Dog Parks at
all times
• Never leave children or pets in your vehicle. Hot cars can be deadly, as temperatures inside the car can
quickly reach 120 degrees.
• Stay hydrated by drinking plenty of fluids. Avoid drinks with caffeine or alcohol.
• Avoid extreme temperature changes. Wear loose-fitting, lightweight, light-colored clothing. Avoid dark
colors which absorb the sun’s rays.
• Slow down, stay indoors and avoid strenuous exercise during the hottest part of the day.
• Postpone outdoor games and activities.
• Use a buddy system when working in excessive heat. Take frequent breaks if working outdoors.
• Check on family, friends and neighbors who do not have air conditioning, spend much of their time
alone or are more likely to be affected by the heat..
• Those who don't have air conditioning should seek relief from the heat during the warmest part of the
day in places like schools, libraries, theaters, malls, etc.
• Check on animals frequently to ensure that they are not suffering from the heat. Make sure they have
plenty of cool water.
Excessive heat can lead to sunburn, heat cramps, heat exhaustion and heat stroke.

• If you do NOT attend a clinic, have your dog vaccinated by a licensed veterinarian. Then promptly return a
copy of your dog’s rabies vaccination certificate, spay/neuter certificate (if applicable) and the fee payment to

Why Should I License My Dog?
California requires all dogs over the age of three months to be vaccinated and licensed as a rabies control measure. However, there are other reasons why you should license your pet, such as:
• A license provides proof that your pet has been vaccinated for rabies, which is a fatal viral disease that can be prevented by vaccination.
• Anyone finding a lost dog can contact Animal Control with the license number, and Animal Control can find
the owner.
• Proof of rabies vaccinations can be useful if your pet is involved in a bite incident.

If withdrawal from a program is made 5 business days
prior to the 1st day of program, a full refund less $8
administrative fee will be processed. If withdrawal is
made less than 5 business days before the 1st day of
program, a 50% refund less $8 administrative fee will
be processed. Registrants failing to be present for the
program will forfeit all fees paid. Withdrawals after the
1st day of program will not receive a refund except:
for extenuating circumstances - prorated refund less $8
administrative fee; or misalliance - must notify the City
before second day of program to receive a 50% refund
less $8 administrative fee. No refunds for a single day
program or after the second day of program. Please allow

Program Information & Policies
Amplified Music
A permit must be obtained to have amplified music in the parks. Ten parks are zoned for amplified music/sound: Beach, Central, MLK, Patriots, Silver Creek, The Park at Riverwalk, Yokuts, Kaiser Permanente Sports Complex, Mesa Marin Sports Complex and Saunders Recreational Facility. Permits must be requested no later than 3 weeks in advance. Insurance and additional non-refundable fees are required.

Park Rental Refunds and
Rescheduling
Reservation cancellations more than 5 business days prior to the
event will be refunded, less a cancellation fee of $31. Please allow
2 - 3 weeks for refund to be processed. Some permits are not
refundable. Cancellations less than 5 business days in advance will
result in all fees being forfeited. Changes to reservations must be
made in person by 1:00pm at least 2 business days before the date
of the event, and are subject to a $21 rescheduling fee. In the event
of inclement weather, the reservation must be rescheduled the next
business day, no refunds provided.
Alcohol Permit
To consume alcohol in any City park or facility, a non-refundable
permit is required. Permits must be obtained by 1:00pm at least
2 business days prior to the date needed. No glass containers
allowed.
Sales and Fees
Only 501(c)3 organizations are eligible to obtain a permit to conduct sales, collect fees, and otherwise solicit funds in City Parks. Other organizations and businesses are required to obtain an agreement with the Department of Recreation and Parks to conduct similar activities. Per Municipal Code 12.56.
Memorialize or honor a friend or family member by adopting a
bench. Any existing concrete bench in any City park can be adopted,
or purchase a new bench with a plaque and place it in a favorite park
location.

Smoking Near Playgrounds
Prohibited
State law prohibits any person from smoking within

An area must be reserved to have a portable structure set up at any City park. Additional fees and insurance may be required. A list of those companies who have current insurance for portable structures in City parks is available at any customer service location. Insur-ance and deposit are required to have privately owned inflatables in any City park. Generators are required. Jumpers and structures are prohibited at The Park at Riverwalk.

Parks & Sports Field Rentals
Located throughout the City are 61 parks, including the Kern River Parkway. Many of these parks have facilities available for use when such use does not conflict with programmed City activities and events. All permits and reservation policy requirements are available at the department office or any customer service location. Parks and facilities are available for standard rental up to 120 calendar days in advance - no later than 1:00pm two business days prior to the date needed; special events are available 364 calendar days in advance - no later than three weeks prior to the date needed. Insurance, necessary documents, and additional fees may be required depending on the type of event. City residents must provide acceptable documentation. Reservations must be made in person. All fees subject to change pending City Council approval.

City of Bakersfield Municipal Code (§12.56.050) prohibits drones from being flown in City Parks.Within the limits of any park, it is unlawful for any person, other than a duly authorized city employee in the performance of his or her duty, to do any of the following: Play or practice golf or archery, fly motor-driven model aircraft, or throw a javelin, shotput, hammer, boomerang, or other dangerous projectile or launch any type of rocket device, regardless of the power source.
