4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas and seconded by Mr. Anderson to approve the APPROVED
minutes for the Regular Meeting of May 5, 2021
5. NEW BUSINESS
a. EXTENSION OF ELIGIBLE LIST- POLICE CAPTAIN #01338-Shayla Woods-Collins APPROVED
submitted the current Police Captain eligibility list #01338 and requested it be
extended for nine months, until March 3, 2022. Mr. Lucas made a motion to
extend Police Captain Eligibility List #01338 through March 3, 2022: it was
seconded by Mr. Anderson. The motion was carried unanimously.
b. REINSTATEMENT REQUEST FOR POLICE TRAINEE- LUCINDA ESPINOZA-Sandra APPROVED
Duncan submitted a reinstatement request from Lucinda Espinoza, as well as, a
memorandum from Human Resources outlining the reinstatement request. Ms.
Espinoza would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Ms. Espinoza resigned In good

standing from the Police Trainee position April 30, 2021. Police Chief Greg Terry TAKEN
has been contacted regarding this request and he recommends Ms. Espinoza
be placed on the reinstatement list for Police Trainee,which will remain valid for
one year. Mr. Anderson made a motion to approve the reinstatement of Ms.
Espinoza; the motion was seconded by Mr. Lucas and carried unanimously.
C. CERTIFICATION OF PARKING ENFORCEMENT TECHNICIAN, EXAMINATION #01488 APPROVED
-Sandra Duncan submitted Parking Enforcement Technician Eligibility List,
Examination #01488 to the Commission for review and certification of 15
candidates with one tie of #14. On behalf of the Human Resources, Ms.
Duncan thanked Bakersfield Police Department staff for their assistance with
the recruitment and interview process.The list was made available on screen
for Mr. Anderson who was attending via Zoom. Mr. Anderson made a motion to
certify Parking Enforcement Technician Eligible List #01488; the motion was
seconded by Mr. Lucas and carried unanimously.
d. NEPOTISM WAIVER REQUEST(S) FOR PARKING ENFORCEMENT TECHNICIAN APPROVED
CANDIDATE(S)-Sandra Duncan advised that as a result of the Parking
Enforcement Technician Eligible List, she Is submitting three Nepotism Waiver
Requests to the Commission for review and approval for Parking Enforcement
Technician candidates Jesus Diaz. Selina Martinez and Jessica McCoy. Ms.
Duncan advised the Nepotism Waiver Requests were reviewed by Assistant
Chief Mike Hale and he recommends approval. Mr. Lucas made a motion to
approve the Nepotism Waivers for Parking Enforcement Technician candidates
Jesus Diaz,Selina Martinez and Jessica McCoy; the motion was seconded by
Mr. Anderson and carried unanimously.
e. CERTIFICATION OF POLICE LABORATORY TECHNICIAN ELIGIBLE LIST, APPROVED
EXAMINATION #01484- Isabel Former submitted Police Laboratory Technician
Eligibility List, Examination #01484 to the Commission for review and certification
of four candidates. The list was made available on screen for Mr. Anderson
who was attending via Zoom. Mr. Anderson made a motion to certify Police
Laboratory Technician Eligible List #01484; the motion was seconded by Mr.
Lucas and carried unanimously.
I. NEPOTISM WAIVER REQUEST FOR POLICE LABORATORY TECHNICIAN APPROVED
CANDIDATE(S)-Isabel Farmer advised that as a result of the Police Laboratory
Technician Eligible List, she is submitting two Nepotism Waiver Requests to the
Commission for review and approval for Police Laboratory Technician
candidates Gabby Arvizu and Martha Balandran. Ms. Farmer advised the
Nepotism Waiver Requests were reviewed by Assistant Chief Mike Hale and he
recommends approval. Mr. Lucas made a motion to approve the Nepotism
Waiver requests for Police Laboratory Technician candidates Gabby Arvizu and
Martha Balandran; the motion was seconded by Mr. Anderson and carried
unanimously.
g. NEW JOB SPECIFICATION- PERFORMANCE ANALYST I/II-Christi Tenter APPROVED
presented the commission a newjob specification for review and approval for
Performance Analyst 1/11. She advised this position has been created following a
reclassification review at the request of the Chief. Performance Analyst 1/II will
be a new position added to the Quality Assurance Unit of the Department
which currently monitors policy and compliace, and conducts audits using
various data. Under direction, the Performance Analyst 1/11 will be responsible
for collecting, analyzing, and translating data used In making efficient and

effective business decisions for the Police Department to determine the status
of quality in all performance metrics, as specified in more detail In the proposed
job specification submitted for review. Ms.Tenter advised that this position will
replace a current clerk typist position in the Quality Assurance Unit and will not
result in net increase in the overall complement. Captain Jason Matson gave
further clarification regarding the creation of the position and duties. Mr.
Anderson made a motion to approve the new job specification for
Performance Analyst 1/11; the motion was seconded by Mr. Lucas and carried
unanimously.
h. RECLASSIFICATION -CLERK TYPIST 1/II TO PERFORMANCE ANALYST 1/11 -Christi APPROVED
Tenter told the Commission that reclassification is uncommon; however, this
situation is unique because the Police Department is expanding the duties and
positions in the Quality Assurance Unit and a clerk typist has already been
performing the duties of Performance Analyst 1/11. Mr. Lucas mode a motion to
approve the reclassification of one Clerk Typist 1/II to the position of
Performance Analyst 1/II; the motion was seconded by Mr. Anderson and
carried unanimously.
6. WORKSHOP
RECRUITMENT UPDATE-Christi Tenter presented the commission an update on the NO ACTION
recruitement and hiring process for sworn personnel. Ms.Tenter discussed City
Council's goal to provide quality public safety services, and the directive to hire 100
officers within a 3-year period through the Public Safety Vital Services (PSVS) measure.
Ms.Tenter advised the commissioners that since the directive was given effective July
1, 21 police academy classes have been completed and another class will start
in July. Ms.Tenter discussed ways Human Resources and the Police Department are
striving to meet the directive. Ms.Tenter advised the commissioners that the
department has partnered with Cornerstone Communications for general
recruitment communications. A dedicated website, "Join BPD", will be coming soon
to aid In recruitment. Ms.Tenter advised that recent lateral recruitments have been
very successful. The lateral and academy graduate hiring incentive was recently
increased to $4500 by City Council. A $500 employee referral program has been
Implemented to encourage employees to refer potential applicants. Ms.Tenter also
discussed possible implementation of other recruitment strategies, such as a
continuous recruitment examination schedule; sponsoring the purchase of police
trainee equipment; providing mentorshlp and early engagement with police
trainees; offering pre-academy physical fitness preparation, and possible assistance
with temporary housing options for new police trainees.

Mr.Anderson thanked HR for the recruitment update.
