Adjournment — Chairperson Keep Bakersfield Beautiful Litter Subcommittee Meeting With Caltrans Litter Committee Notes Tuesday, July 27, 2021, 1:00 pm Via WebEx 1. Welcome and Introductions — The meeting was called to order at 1:00 pm. In attendance were Edward Offerding, John Enriquez, Carola Enriquez, Jason Maio, Cody Miller, John Liu, Jay Asistin, Mayor Karen Goh, Sal Moretti, Diana Gomez, Jessica Felix, Steven Montgomery, Alicia Gutierrez, Michelle Burnes Lusich, and John Noriega, Greg 011ivier. 2. Clean California Initiative — John Liu, Caltrans $1.1 billion has been approved for Clean California. 2/3 will go to highways and 1/3 to streets and roads. Litter abatement will be increased using SAMS. Additional SAMS will be sought from Special People's Programs to include homeless and veteran's populations. The new programs will be based out of Delano to cover Tulare and Kern County. In our district $26 million will be spent over 2 years for safety and beautification. Which will make highways less hospitable for the homeless. Caltrans will be looking for 1 showcase project for a minimum of $5 million in Bakersfield and this money will come from the state funding side. The project should aid underserved areas and could become a public space with public art. Suggestions might be at Highway 99 and 58 or Union Avenue and Highway 58; however, local input is needed. Projects could be spread out to disadvantaged areas throughout Kern County such as Highway 184 in Lamont or Highway 33 in Taft. Summer media campaign will be instituted utilizing additional PR officers. One of whom will be posted in Bakersfield. A new Clean California coordinator will be hired soon. For the City and County grants there will be at least 2 public meetings once .guidelines are available in about 5 months. It is suggested that controversial projects needed EIRs should be avoided. Local projects could include litter abatement or beautification, but equity is a goal, meaning underserved areas are served. Sal asked if money could be used for job training for the underserved and Steve replied yes. In 2 to 3 months there will be public workshops seeking input to develop guidelines for local projects. Caltrans will be adding 12 non -field positions, one of which will be a planner to help people with grants. The state highway funding will be a 3 -year program and the local component will be a 2 -year program. 3. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans Customer service is determined based on problem reports from the public about conditions on highways. More crews will equal more litter cleanups. 4. Caltrans Project Update — Caltrans Clay said to expect new configurations on Highways 58 and 99 related to the detour and ramp replacement. These are necessary for safety with so many projects in the area. They are working with contractors to cleanup "no man's land" between projects. Slope repairs necessitated by the unsheltered are ongoing. People are looking for shade from the heat under the construction areas. Caltrans appreciates receiving reports of gates cut around construction sites so the contractor can fix them and stop the resulting foot traffic. The gap project on Highway 58 is to the finalization and acceptance stage. Steven had. some good observations about the detours in the Buck Owens Bouvard and 24th Street area. - 5. Freeway Litter Partnership Update Jay said he was excited by the additional funding and personnel. Right now, there are 5 BHC crews, 1 Kern County Crew, 1 Delano Crew, and 1 Veteran Crew working Kern County. It will be getting a lot better as they are able to increase staffing. 6. Committee Member or Public Comments Alicia announced herself as the Keep Kern Beautiful (KKB) coordinator and she is in marketing with Public Works. Sue Smith of Keep America Beautiful will be presenting a workshop virtually on July 29th for KKB. Jessica reported that Renee Plotner is on top of community reports of work to be done abating litter. KBB had approximately more than 1,500 volunteer the last reporting year during the pandemic. Cody Miller reported that he has still been focused on the northern region but there are 3 new potential highway adoptions in the south area. It takes just 1-2 weeks to get Adopt a Highways signs up thanks to a great crew. Diana said Caltrans can't do it alone and they appreciate willing partners to improve roadways. Mayor Goh said the City of Bakersfield is committed to being a model community for keeping California beautiful. John Noriega stated that in-person services have just begun at the Kern Adult Program. It has been 2 years and 4 months since they closed. August 2 they will be opening with Covid protocols. Cleanups are still out for the foreseeable future. Michelle reported that KKB is up and running with training this week. Kern County Public Works will be at the Kern County Fair to publicize its programs to the public. 7. SPECIAL NOTICE Public Participation and Accessibility July 9, 2021, Keep Bakersfield Beautiful Committee Regular Meeting On March 4, 2020, Governor Newsom declared a State of Emergency in California due to the threat of COVID-19. We understand that many of the Governor's Executive Orders related to COVID-19 have been rescinded or are due to expire soon; however, many orders remain in effect, including the suspension of some components of the Brown Act related to public meetings like this one. KBBC Members Requirement to Each Coordinate and Lead an Activity in the Ward Appointed to Represent (At Large for Mayoral Appointees) — Paul Yanez and Jessica Felix 1. Ward 3, Ward 5, and Ward 6 Task. Wards 3, 5, and 6 submit activity and date to Jessica Felix. Task. KBBC members submit any volunteer activity data for the annual report for Keep America Beautiful (KAB) to Jessica Felix ASAP next week. The report is due August 1(for President's Circle status]. V. New Business A. KBB 20th Anniversary — Paul Yanez and Ray Scott • July 14, 2021, John Slagle will interview 4 people (Kevin Burton, Gema Perez, Tom Burch, and a high school student leader for Interact Club) for a video to present to City Council and promote the KBB 201h Anniversary. Individuals mentioned can tell their story of upholding KBB's mission. Each person will have approximately a 30 - second speaking segment in the video. John Slagle will give these interviews to KGET for editing and airtime. • John Enriquez Suggestions o 2 individuals for the video interviews or guest speakers at the anniversary luncheon ■ John Liu, Deputy Director from Caltrans District 6. He has been a partner for 19 years. ■ Lavonne Hall, [President & C.E.O. of Hall Ambulance] widow of late City of Bakersfield Mayor, Dr. Harvey L. Hall, KBB supporter KBB. Mayor Goh Suggestions o Consider the potential visual impact of the video in terms of the racial diversity of the interviewees and the target audience KBB wants. o Have a clear desired reaction from someone who watches/hears the video. Make sure the interviewees know what the overall goal is going into the interview to better achieve the desired reaction. ■ Ray Scott: The goal is for people to want to volunteer or sponsor KBB. • Monica Cater: o Will the KBB Committee be able to review the interviews or questions? • Ray Scott: Will have to be done today otherwise this will be delayed. Each person will state why he or she work with KBB and how he or she help KBB. He will attempt to get the video to KBBC to see. • Ray Scott is privately sponsoring the video as an individual in-kind donation. April 2022 luncheon is still in the works. Jessica Felix has reached out the arena and convention center about options for KBBC to consider. Task. Staff will request that KBB is on a September City Council agenda to show the video and do a presentation. 1. C. Special Projects and Programs Funding Update — Paul Yanez and Jessica Felix 1. Earmark $5,000 Sponsorship from Pacific Gas and Electric Company - Deferred a. Pacific Gas and Electric Company agreed that KBB may use the money for one or more of the following: Great American Cleanup, gardens, murals, outreach (youth, PSA campaigns, or otherwise), and litter cleanup supplies. b. Mayor Goh, John Enriquez, Paul Yanez, and Brooks Douglass expressed interest in KBBC having a way to have unrestricted funds. Task. Jessica Felix will check with Finance to ascertain from its perspective if money has to be earmarked within a certain timeframe. Task. Jessica Felix will apply for California Water Service sponsorship for community gardens again. D. Update KAB Community Appearance Index (CAI), Saturday, June 26, 2021— Paul Yanez 1. Paul Yanez conducted Ward 7 appearance index on Saturday, June 26, 2021. 2. Still missing appearance indices from: Ward 1, Ward 2, Ward 4, Ward 5, and Ward 6. Monica Cater: Ward 2 will conduct it on Sunday, July 18, 2021. Task. KBBC members submit index survey results to Jessica Felix by the extended deadline (preferably the week of July 11 and no later than July 26. Staff must submit results to KAB by July 30 for August 1 [President's Circle] deadline. Staff Comments Jessica Felix: Make sure to submit the appearance index reports for your Ward and any volunteer events/activities from July 2020 to June 2021 as soon as possible for the report that is due August 1, 2021.
