HomeMy WebLinkAbout09/24/2021CC OFFICE OF THE CITY MANAGER Sept. 24, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  Mayor Karen Goh, Councilmember Eric Arias (Ward 1) and City staff represented the City of Bakersfield at the annual conference of the League of California Cities in Sacramento this week. Assistant City Manager Chris Huot sat on a panel with the Greater Bakersfield Chamber of Commerce and the County of Kern to present on our successful joint marketing and branding campaign (right). The panel was well-received as this is a powerful collaborative approach that has not been achieved historically by many communities. The City team also represented Bakersfield in best practice discussions related to our initiatives, gleaned new ideas and made important connections for future advocacy and partnerships. The team consistently fielded comments from other attendees that they are hearing that good things are happening in Bakersfield.  The Brundage Lane Navigation Center hasn’t even celebrated its one-year anniversary yet and it’s already been recognized with a prestigious engineering award! General Information Sept. 24, 2021 Page 2 presented Bakersfield’s Public Works Department with the 2021 Excellence in Land Development award for work completed on the BLNC. Acting Public Works Director Stuart Patteson accepted the award on the department’s behalf at a ceremony held Thursday, September 23. The ASCE represents more than 150,000 members of the civil engineering profession in 177 countries. We are all very proud of our Public Works Department’s work on the BLNC and are thrilled that work is being recognized by such a prestigious group. Congratulations to all involved.  And that wasn’t the only recognition the Public Works Department received from the American Society of Civil Engineers (ASCE) this week. The department’s Downtown Master Drainage Study received the Outstanding Stormwater Project of the Year award on Thursday, September 23. That project addressed known drainage and flooding areas and investigated the existing storm drain and runoff collection system. It will help the department determine if improvement projects need to be studied, and to resolve existing problems. Public Works also received the Outstanding Small Project award for the Kentucky Street Urban Greening Project, which was completed in in May. As part of that project, a new crosswalk was installed at the intersection of Williams and Kentucky Streets, nearly 34,000 square feet of new and improved sidewalk was put in (along with four ADA-compliant access ramps) and we planted 800 drought-tolerant trees and shrubs. Everything from the streetlights to the irrigation system is solar-powered, meaning it won’t require any outside electricity. General Information Sept. 24, 2021 Page 3 this project here.  Bakersfield’s Clean City Initiative continues to have an impact around town. Since launching in January, Clean City teams from the Bakersfield Homeless Center, Downtown Street Ambassadors and the California Highway Adoption Company have removed nearly 75,000 bags worth of trash from public spaces through August. Those crews have also disposed of 1,037 shopping carts and 2,948 mattresses and box springs. This program is only possible thanks to funding from the Public Safety & Vital Services Measure.  The Bakersfield Animal Control Division’s second low-cost dog vaccination clinic of the month saw 136 pets come through, with 251 vaccines given at the event held Saturday, September 18 at the Dr. Martin Luther King, Jr. Community Center (right). More than 100 licenses and temporary tags were issued along with 51 microchips to help lost pets make their way back to their homes if they ever get lost. More clinics are scheduled for the coming months and you can find a schedule for those events here.  The Annual Clear the Shelters event wrapped up at the Bakersfield Animal Care Center on Saturday, September 18 (right), finding homes for 140 pets since August 23. The event was held in partnership with the Bakersfield Police Department and KGET-17 with music and food on-hand and included waived adoption fees. The Police Department also brought its K-9 team, the Bomb Squad, Drone Team, and SWAT for the public to meet. Recreation & Parks - RRT Weekly Report For the week of 9/12/2021-9/18/2021 City Council and/or Public Requests 1. Westside Parkway @ Johnson Road (Tumbleweed Removal) • The RRT removed tumbleweeds along the fence line adjacent to the residential homes. • Loads were taken to the R&P dump site. Deer Peak Park (Concrete Sidewalk Repair) • The RRT repaired two damaged concrete areas in the perimeter sidewalk adjacent to the playground area as part of the playground rehabilitation project. 2. Washington Street – Vacant Cotton Gins (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up inside the vacant cotton gins located on the west side of Washington St. north of California Ave. • 4 sites were addressed. • Trash loads were placed inside roll-off bins for disposal, provided by Solid Waste Department. 3. Saunders Park (Restroom Security Gate Repair) • The RRT modified and re-secured the existing women’s restroom security gate due to vandalism. 4. Bike Path @ Calloway Drive (Bollard Post Modification) • The RRT modified and converted existing bollard posts at east and west sides of the bike path to become removable per Fire Dept.’s request for emergency vehicle access. 5. Kern River @ Mohawk Street (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the northside of the riverbank, east and west of Mohawk St. • 3 sites were addressed. • Trash loads were placed inside the Code Enforcement rear loader truck for disposal. 6. Akers Road & Sierra Madre Avenue (Lot Grading) • The RRT began dirt work involving grading down the existing dirt mounds at a future park site located at the south east corner, due to illegal ATV/dirt bike activity. 7. San Miguel Grove (Pipe Gate Repair) • The RRT repaired and secured the damaged pipe gate located on the northeast side of the parking lot, due to vandalism. Miscellaneous 1. Siemon Park (ADA Improvements) • The RRT removed a section of turf and lowered grade to allow installation of a new sidewalk as part of the access improvement rehabilitation project. • The RRT monitored and secured the newly installed concrete sidewalks, as part of the access improvement rehabilitation project. 2. Patriots Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up at the reservation areas. • Trash was taken to the City Corporation Yard and disposed of inside a roll-off trash bin, provided by Solid Waste Dept. 3. Siemon Park (Restroom Security Gate Repair) • The RRT re-secured the men’s security restroom gate due to vandalism. 4. Weill Park (Backflow Device Enclosure Repair) • The RRT repaired and secured the damaged backflow enclosure, due to vandalism. 5. Sumner Street Storage Facility (Entry Door Repair) • The RRT secured the southeast building door entrance due to vandalism. 6. Area 1 – Northwest (Irrigation Work Requests) • The RRT assisted Area 1 with completing irrigation work requests as needed due to personnel vacancies. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. McMurtrey Aquatics Center (Wrought Iron Fence Modification) • The RRT will schedule wrought iron fence modification on west side concession area to prevent illegal entry. 3. Mesa Marin Sports Complex (Perimeter Fence Windscreen Replacement) • The RRT will be completing replacement of the ball diamond fence windscreens at Field 4 once the additional screens arrive. 4.
