4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas and seconded by Mr. Anderson to approve the
minutes for the Regular Meeting of July 7, 2021
5. NEW BUSINESS
a. JOB SPECIFICATION REVISION(S)AND/OR TITLE CHANGE-Shayla Woods -Collins
submitted proposedjob specification revisions for Communications Specialist to
Police Call Taker #26385 Job Specification Revision and Title Change), Police
Dispatcher 1 #26370 and Police Dispatcher II #26380. Ms. Woods -Collins advised
Commissioners that the title revision from Communications Specialist to Police
Call Taker would ensure the actual job title replicates the proposed revisions to
the job specifications of the position. Ms. Woods Collins advised the
Commissioners that revisions in thejob specifications for Police Dispatcher I and
Police Dispatcher II would allow for employee retention and development; they
also include updates to verbiage for clarification of minimum qualifications and
specifications in accordance to POST guidelines. Mr. Lucas made a motion to
approve proposed job specification revisions and title change for
Communications Specialist to Police Call Taker #26385, and revisions to job
specifications for Police Dispatcher 1 #26370 and Police Dispatcher II #26380; the
motion was seconded by Mr. Anderson and carried unanimously.

b. NEPOTISM WAIVER REQUEST FOR POLICE OFFICER ANTONIO OROZCO AND CLERK
TYPIST I ELENA MARTINEZ - Tracy Sunkes submitted one Nepotism Waiver Request
for Police Officer Antonio Orozco and Clerk Typist I Elena Martinez to reside in
the some household. Ms. Sunkes advised that the request has been reviewed
by Assistant Chief Mike Hale and he recommends approval. Mr. Anderson
made a motion to approve the nepotism waiver request for Police Officer
Antonio Orozco and Clerk Typist I Elena Martinez; it was seconded by Mr. Lucas
and carried unanimously.
C. CERTIFICATION OF PERFORMANCE ANALYST 1/11, EXAMINATION #01519 - Tracy
Sunkes submitted Performance Analyst 1/11 Eligible List, Examination #01519 to the
Commission for review and certification of six candidates. Mr. Lucas made a
motion to certify Performance Analyst 1/11 Eligible List #01519; the motion was
seconded by Mr. Anderson and carried unanimously.
d. CERTIFICATION OF POLICE PROPERTY AND EQUIPMENT SPECIALIST EXAMINATION
#01527 - On behalf of Sandra Duncan, Shayla Woods -Collins submitted Police
Property and Equipment Specialist Eligible List, Examination #01527 to the
Commission for review and certification of eight candidates. Mr. Anderson
made a motion to certify Police Property and Equipment Specialist Eligible List
#01527; the motion was seconded by Mr. Lucas and carried unanimously.
e. NEPOTISM WAIVER REQUEST(S) FOR POLICE PROPERTYAND EQUIPMENT SPECIALIST
CANDIDATE(S) - Shayla Woods -Collins advised that as a result of the Police
Property and Equipment Specialist Eligible List, she is submitting two Nepotism
Waiver Requests to the Commission for review and approval for Police Property
and Equipment Specialist Candidates Stephanie De La Garza and Stephanie
Quirino. Ms. Woods -Collins advised the Nepotism Waiver Requests were
reviewed by Assistant Chief Mike Hale and he recommends approval. Mr.
Anderson made a motion to approve the Nepotism Waivers for Police Property
and Equipment Specialist Candidates Stephanie De La Garza and Stephanie
Quirino; the motion was seconded by Mr. Lucas and carried unanimously.
f. CERTIFICATION OF SENIOR POLICE RECORDS CLERK EXAMINATION #01526 - On
behalf of Sandra Duncan, Shayla Woods -Collins submitted Senior Police Records
Clerk Eligible List, Examination #01526 to the Commission for review and
certification of six candidates. Mr. Lucas made a motion to certify Senior Police
Records Clerk Eligible List #01526; the motion was seconded by Mr. Anderson
and carried unanimously.
g. NEPOTISM WAIVER REQUEST(S) FOR SENIOR POLICE RECORDS CLERK
CANDIDATE(S)-Shayla Woods -Collins advised that as a result of the Senior Police
Records Clerk Eligible List, she is submitting one Nepotism Waiver Request to the
Commission for review and approval for Senior Police Records Clerk candidate
Katie Cox. Ms. Woods -Collins advised the Nepotism Waiver Request was
reviewed by Assistant Chief Mike Hale and he recommends approval. Mr.
Anderson made a motion to approve the Nepotism Waiver for Senior Police
Records Clerk Candidate Katie Cox; the motion was seconded by Mr. Lucas
and carried unanimously.
