The restrictions will remain in place until further notice and are very similar to those that will start the same date for California Water Service customers in Bakersfield. The restrictions the City of Bakersfield’s Water Resources Department is implementing: • Prohibit the use of potable water for washing sidewalks, driveways, buildings, structures, patios, parking lots, or other hard- surfaced areas; • Require shut-off nozzles on hoses for vehicle washing with potable water; • Limit outdoor landscape and turf water usage to three days per week and only after 6 p.m. and before 9 a.m. o Odd number addresses water on Tuesdays, Thursdays and Saturdays o Even number addresses water on Wednesdays, Fridays and Sundays o No outdoor watering is permitted on Mondays o Highly recommend: Limit outdoor landscape and turf water usage to two days per week (Odd: Tuesdays and Saturdays; Even: Wednesday and Sunday); and • Prohibit outdoor water usage during and 48 hours after a rain event resulting in measurable precipitation. Notable Items  Less than two months after celebrating its one-year anniversary, the Brundage Lane Navigation Center has reached a major milestone. General Information Dec. 10, 2021 Page 2 This week, the BLNC announced it had placed its 100TH person into housing. Two individuals officially marked the occasion by updating the BLNC’s “We Found Our Way Back Home” mural (right). The BLNC celebrated its one-year anniversary on Oct. 26, 2021. Less than a week after its anniversary the City Council approved moving forward in the process to potentially expand the facility.  The latest affordable housing project in the City was celebrated Thursday, Dec. 9, as a ribbon cutting was held at the Residences at East Hills on Bernard Street (right). Developed by the Housing Authority of the County of Kern and funded in part by the City’s HOME Program, the project includes 81 one-, two- and three-bedroom apartments. More than half of those (44) will be set aside for our veterans. Helping to mark the occasion from the Governor’s office was Lourdes M. Castro Ramirez, Secretary of the Business, Consumer Services and Housing Agency. HACK is still accepting applications from veterans looking for affordable housing.  Bakersfield Animal Control Field Services wrapped up a very busy 2021 with its monthly low-cost pet vaccination clinic on Saturday, December 4, at Jastro Park. In all, 167 dogs were taken to the drive-thru clinic, getting a total of 305 vaccinations. This year, during 12 drive-thru vaccination clinics, Animal Control Field Services saw 1,390 dogs, administered 3,409 vaccines, issued 1,175 licenses and microchipped 548 animals. General Information Dec. 10, 2021 Page 3 The 2022 drive-thru pet vaccination clinic calendar is in place, with the first event scheduled for Saturday, Jan. 8, 2022 at the Park at River Walk.  The City’s Solid Waste Division will host a pair of pop-up bulky item drive-thru events on Saturday, December 11 from 8 a.m. to noon. The events will be held at the parking lots of Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. The last events, held on November 13, collected more than 24,000 pounds of trash and recycling items. Since launching in January, these events have collected more than 550,000 pounds of trash. These events are part of Bakersfield’s Clean City Initiative and are funded by the Public Safety & Vital Services (PSVS) Measure.  The Recreation & Parks Department hosted a pickleball tournament at Jastro Park on Sunday, Dec. 5. Participants donated more than 40 toys as part of their entry fee. Those toys will be donated to Santa’s Winter Wonderland, set to take place Dec. 16 at the MLK Community Center.  The annual Holiday Grease Collection event is ongoing! Through Jan. 7, residents are asked to bring any used cooking oil and grease to one of two drop-off locations for proper disposal. Pouring the oil and/or grease down home drains can result in clogged pipes, causing backups and costly repairs. This free service provides a place to dispose of the oil and grease in a safe and environmentally friendly way.  The City Council is recruiting nine individuals to serve on the Bakersfield Public Safety & Vital Services Measure Citizens Oversight Committee. The Committee acts in an advisory capacity to review the expenditure of revenues generated by the tax imposed by Measure N. It also provides independent verification that the revenues collected pursuant to the measure are expended in such a manner that is consistent with the priorities of the measure. The term is for three years, which expires in February of 2025. Applicants must be at least 18 years old and a resident of the City. Applications are available at the City Clerk’s Office or on the City’s website. The deadline to submit an application is 5 p.m. Wednesday, Jan. 5, 2022. General Information Dec. 10, 2021 Page 4  On Sunday, Dec. 5, the Recreation & Parks Department removed two trees on Truxtun Avenue, near the Visit Bakersfield building, including the “Liberty Tree”. The trees were determined to be in declining health, leading to their removal. The original plan was to replace the trees in early spring with mature Valley Oaks. However, the replacement trees came in early and the contractor determined the conditions to be optimal to plant them now. CONSENT CALENDAR – ORDINANCES Item 8d. Council Meeting Policies (All Wards) At their November 17, 2021 meeting, the City Council conducted first reading of an ordinance amending Bakersfield Municipal Code Chapter 2.04 to simplify and clarify the authority for conducting meetings and enforcing rules of decorum consistent with current law and Council policy. At their November 17, 2021 meeting, the Council also adopted Resolution No. 206-2021 establishing a Council policy regarding the conduct of City Council meetings including revising the manner and time for taking public comments to separate public statements into “Agenda” and “Non-Agenda” public comment periods, allowing up to 2 minutes per speaker, 20 minutes per agenda item, and 20 minutes total for non-agenda statements. While the Resolution has already been adopted, it does not take effect until December 31, 2021 to allow staff time to transition meeting materials and notify the public. Staff recommends adoption of the ordinance. NEW BUSINESS Item 13a. Facility Improvements to the Brundage Lane Navigation Center (BLNC) (Ward 1) On October 20, 2021, Council authorized staff to research opportunities to expand BLNC’s bed capacity and programming to have an even greater impact on addressing the City’s homeless crisis. In the last month, on average 70 individuals per week have been willing to enter the BLNC but have been turned away due to full capacity. The number of individuals seeking shelter is expected to climb in the winter months and as the City’s Code Enforcement Rapid Response Teams make a concerted effort to clear entrenched encampments on the Kern River and other areas. In its first year in operation, the BLNC operation has been an overwhelming success, providing over 700 individuals with wrap-around health, mental health and housing services. The BLNC has matched over 100 individuals with permanent housing - thereby removing them from our streets and into a place of their own. Staff recommended facility improvement options could increase current capacity of 150 beds to up to 260 beds, fill gaps in the homeless services system, add infrastructure to attract and retain guests, expand offices for City staff that work directly with the homeless and make recommended capital investments to the aging building. Options include construction of a new men’s dorm, expanded pet kennels, a homeless recuperative care dorm in partnership with Kern Medical Center, dining area expansion, expanded caseworker offices and space for the City’s Code Enforcement Rapid Response Teams. The City intends to leverage state and federal funding including the American Rescue Plan Act (ARPA) for the proposed expansion just as the City did with the CARES Act during the initial tenant improvements in 2020. It is expected that a majority of the PSVS-Measure N investments in the proposed expansion will be offset by ARPA funds available to the BLNC. The total cost of all facility improvement options is $6,014,704.00. There are currently $200,000 remaining capital funds unexpended from the initial BLNC construction project. Staff recommends that the City Council approve Amendment No. 1 to Agreement No. 2021-245 increasing the compensation amount of Agreement No. 2021-245 by $6,014,704.00 to allow for the completion of the construction phase of the BLNC tenant improvement project and the transfer of $5,814,704.00 from Public Safety Vital Services – Measure N unappropriated sales tax revenues to the Public Works Department Capital Improvement Project budget within the PSVS-Measure N Capital Outlay Fund. This was a 6-week program taught by Ms. Ruby Harris and Maria Munoz. We had nine (9) participants who discussed topics such as balancing affection with discipline, effective communication and building healthy relationships. Happy Holidays! Vernon Green Waste Facility from the City Corporation Yard. • Assisted Code Enforcement with trash removal from homeless encampments set up at multiple locations within Saunders Park. • Repaired the spray park pump room security gate at Saunders Park. They also installed and fabricated a new locking mechanism to prevent future vandalism. • Assisted Code Enforcement with trash removal from several homeless encampments set up along the riverbank near the Uplands of the Kern River. • Secured the vandalized perimeter chain link fence and aluminum paneling at the Sumner Storage Facility. • Assisted Area 1 with completing irrigation work tickets. • Replaced damaged bollard post and moved large landscaping boulders towards the parking lot entry gate to prevent illegal vehicle access at San Miguel Grove. • Replaced damaged bollard post on the east side of the Chester Ave bike path entrance. • Delivered and set up a mobile stage trailer for a scheduled event at the Kaiser Permanente Sports Village Stadium. • Secured the parking lot entry gate that was vandalized by a vehicle at San Miguel Grove. • Delivered and set up a mobile stage trailer for a scheduled event at Casa Loma Park. • Removed green waste from the dump site at the Corporation Yard. • Cleaned trash that was scattered throughout the Sumner Storage Facility from the dumpster bins. This was a result of illegal entry and vandalism. • Replaced damaged bollard posts on the east side of Chester Ave. bike path entrance. • Modified and re-installed previous parking lot entry gates at the San Miguel Grove. It was damaged by a vehicle after hours. • Removed tumbleweeds from a future park site at Brahma St. and Linnell Way. • Assisted A1 with irrigation work tickets in the northwest. • Removed and replaced a vandalized play step at the 5-12 play area at Campus Park South. • Replaced two missing floor tiles at the outdoor stage of the Mechanics Bank Area. • Replaced the playground sand at Siemon Park as well as edges along the newly installed concrete. • Removed temporary fencing and backfilled edge along the newly installed concrete at Stone Creek Park. • Assembled and installed a new security key box inside the office at Silver Creek Park. • Repaired an irrigation line on the west side of Calloway Dr. near the bike path. They fabricated and installed two metal door frame covers and a new security lock. • Began fabricating and assembling two new wrought iron fence panels at the southwest corner of the McMurtrey Aquatic Center. The damage was caused by a vehicular accident. • Replaced the damaged bollard posts at the bike path entrance on the Bike Path near Oak St. and 24th St. • Relocated the irrigation line as part of the perimeter chain link fence modification to allow PG&E access for the in-ground utility vault in the sidewalk on the north side of Patriots Park. • Cleaned and removed trash from landscaping areas in front of the Mechanics Bank Arena in preparation of the tree lighting ceremony. Wall Repairs: Reservations: • 70 park reservations and an estimated 11,005 guests in attendance for the month of November. Area 2 • R St. (Mill Creek Condos) – Staff planted twelve (12) Rosemary Shrubs and fifteen (15) Photinia Shrubs on the median and along the parking lot wall. Staff also removed damaged vine along the blockwall. • Mesa Marin Sports Complex – • Staff planted two (2) Crape Myrtle trees at Field #4. Staff also installed new field numbers. • Staff pressure washed and disinfected reservation area and playground. • Amtrak – Staff cleared weeds and debris along the railroad from Union Avenue to City Hall South and treated the area with weed killer. • Staff treated gopher holes in the following locations: • Westchester/Elm St. - 30 holes • Lowell Park – 45 holes • MLK Park – 30 holes • Jastro Park – Staff pressure washed and disinfected pickleball courts, reservation areas, and restrooms. • McMurtrey/Aquatics - Staff pressure washed and disinfected the breezeway/entry area. • Softball Maintenance/Prep – staff prepped fields at Patriots and Beach Parks on November 13th and 14th. • Events: • Pickleball Clinics @ Jastro Park every Wednesday • Mercy House held an event on November 13th at Jastro Park in which the pickleball courts and amphitheater were used. Area 3 • McMurtrey Aquatic Center • The Aquatic Center was closed for winter maintenance from 11/22/2021 – 12/30/2021 • Bird repellent gel was applied to the overhead light fixtures on 11/22/21. • Floors in both the men’s and women’s restrooms were thoroughly cleaned and sanitized on 11/22/21. • Maintenance was performed to the Competition Pool including draining, tile cleaning and repair, underwater light replacement and safety inspections from 11/29/2021 – 11/30/2021: o Jefferson Pool - Winter maintenance was conducted to include draining, tile cleaning and repair, plaster repair, and safety inspections from 11/15/21 – 11/19/21. Area 6 • Painting of the Amphitheatre at TPRW has been completed. • Staff trimmed all the trees at Fire station 10. • Staff helped deliver the mobile stage to Casa Loma Park for a community resource fair. Staff also picked the stage up and returned it to storage area. • Staff assisted in the repair of the Mechanics bank arena digital Marque. Bill Park Greens, and River Oaks Park have been completed. Staff will continue into the month of December to complete remaining Parks in area 6. • Staff installed a memorial plaque at San Miguel Grove. Plaque was provided by Breakfast Rotary club. • Staff cleaned the Amphitheatre at TPRW for a Golden Empire Youth Football cheerleading event that was held Saturday the 13th of November. Trimming: • Trees Trimmed: 75 Clearance: 94 Removals: 4 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of November totaled 29,340 as compared to last year’s total of 1,197. Aquatics Programming & Overall Attendance: 1,274 McMurtrey Aquatic Center: • Monthly attendance at the McMurtrey Aquatic Center was 1,274. Attendance was made up of lap swimming, water walking, a scuba rental, CPR class and safety trainings. • Lap Swimming – The City of Bakersfield lap swimming program continues to be an important community resource for health and wellness. The lap swimming program ended on November 20th for the month due to annual maintenance. The facility will be closed the month of December for a variety of maintenance projects. Lap swimming will resume on January 3, 2022. • Total Lap Swim Visits for September: 1,164 Silver Creek Pool: • Bakersfield Christian High School completed their water polo rental at Silver Creek on November 1st. • Total attendance for Silver Creek Pool: 31 Aquatic Grants: • Thanks to funding from First 5 Kern, a free child and infant CPR and first aid class was offered to eligible participants. The class took place on November 6th at Silver Creek Community Center. A total of 12 participants earned certifications and received water safety resources to share with their families. Classes will be available in the fall and winter for parents, grandparents, expectant parents, and childcare providers of children ages 0 – 5 years. Department of Recreation and Parks November 2021 Monthly Report Page 6 We enhance the quality of life through a variety of programs, parks, and partnerships. • American Red Cross is subsidizing the cost of child and infant CPR and first aid training for eligible parents, grandparents, or childcare providers of children ages 17 and under. Classes will be available in the fall and winter months. • Donations: $210 Athletics/Overall Attendance: 13,900 • November total attendance was 13,900. Sports programming this month was primarily made up of adult softball and one large youth softball tournament. Adult Softball • Fall league play was completed just before the Thanksgiving holiday. A total of two championship games were held. All division winners received a commemorative t-shirt and trophy. Second place teams received a trophy. Softball Tournaments • A large girls youth softball tournament was held at Beach Park, Patriots Park and Mesa Marin Sports Complex. The tournament hosted a total of 50 teams and was held on November 13 and 14. This is the final tournament of 2021. Holiday Pickleball Tournament • We will host a one-day tournament in which the fee is one unwrapped toy of $20 value. The tournament will be held in early December and all toys will be donated to the MLK holiday event being held in December. Dr. Martin Luther King, Jr. Community Center/Attendance: 2,266 • Attendance totaled 2,266 for the month of November compared to 5,033 in the previous month. The decrease can be attributed to the Halloween Town event that caused an increase in attendance. As we continue to transition to a more open facility and the re-opening of more programs, we expect participant numbers to continue to increase as well as facility usage. • Superintendent of Schools Free Meal Program: • 679 Grab N Go and sit-down meals were distributed to children ages 2-18, Monday through Friday from 1:00 pm to 3:30 pm. • Facility Usage - The Weight/Fitness/Gym rooms were opened to the public for the month with participants adhering to all safety and COVID -19 protocols. During the morning sessions, participants continue to schedule appointments to work out for 1 hour M-F 8am-12:30 pm daily. The gym opens for free play on M-W-F (with capacity limits) and is used on Tuesday/Thursday for the Afterschool Program scheduling. The fitness/weight room is open with capacity limits during the afternoon. Total attendance including game room totaled 775. • Afterschool Program - The afterschool program is open for activities, games, and homework assistance. Uplands of the Kern River Parkway Recreation & Parks - RRT Weekly Report For the week of 11/28/2021-12/4/2021 City Council and/or Public Requests • None City Source Requests • None Projects Completed by RRT 1. 1600 Truxtun Avenue (Office Furniture Relocation) • The RRT removed and relocated existing office furniture at City Hall North 3rd floor, as part of the new carpet installation project. • The RRT will continue to assist with removing/relocating furniture on the 3rd floor, as the contractors progress with the installation. 2. Area 1 – Northwest (Irrigation Work Requests) • The RRT assisted Area 1 with completing irrigation work requests as needed due to personnel vacancies. 3. Corporation Yard (PSVS Storage Modification) • The RRT continued modifications and relocation of the existing tree crew equipment area within the bullpen storage area. 4. Patriots Park (Restroom Gate Repair – Vandalism) • The RRT made repairs to and re-installed the men’s restroom security gate due to vandalism. The RRT fabricated new mounting hardware and resecured the security gate. 5. Bike Path @ Chester Avenue (Bollard Post Replacement – Vandalism) • The RRT replaced two bollard posts at the bike path entrance on the east side of Chester Ave. due to vandalism. 6. City in the Hills Park (Disc Golf Goal Repair) • The RRT made repairs to the broken Disc Golf metal goal post. 7. McMurtrey Aquatics Center (Wrought Iron Fence Repair) • The RRT completed fabrication and installation of two new wrought iron fence panels to replace the ones located at the southwest corner, which were damaged due to a vehicular accident. 8. Mesa Marin Sports Complex (Electrical Cabinet Modification – Vandalism) • The RRT began fabrication of a metal enclosure to be installed around the existing electrical cabinet at the basketball/pickleball court due to vandalism. • Work began on 12/01/2021thru 12/3/2021 and will continue 12/6/2021. Miscellaneous 1. MLK Park (Table and Chair set up) • The RRT assisted with transporting and setting up tables and chairs from the MLK Center to the Community House located at 21st and R Streets for a scheduled event. • Work began on 12/3/2021 and the RRT will move the tables and chairs back to the MLK Center on 12/6/2021. • The RRT also moved an office desk from the MLK Center to the Community House in preparation for a future Recreational office operation.
