1. CALL TO ORDER
The meeting was called to order by Ms. Thompson at 8:03 a.m.

City Attorney G. Gennaro advised there was no reportable action from the closed
session.

A motion was made by Mr. Anderson and seconded by Mr. Lucas to approve the
minutes for the Regular Meeting of November 3, 2021.

a. REINSTATEMENT REQUEST FOR POLICE TRAINEE JUAN M. GONZALEZ - Asia Wofford
submitted a reinstatement request from Juan M. Gonzalez, as well as a
memorandum from Human Resources outlining the reinstatement request. Mr.
Gonzalez would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Wofford advised that Police Chief Greg Terry has been
contacted regarding this request and he recommends Mr. Gonzalez be placed
on the reinstatement list for Police Trainee which will remain valid for one year.
Mr. Lucas made a motion to approve the reinstatement of Mr. Gonzalez; the
motion was seconded by Mr. Anderson and carried unanimously.
b. CERTIFICATION OF POLICE OFFICER -ACADEMY GRADUATE/LATERAL,
EXAMINATION #01559 - Asia Wofford submitted Police Officer -Academy
Graduate/Lateral, Examination #01559, to the Commission for review and
certification of two candidates. Ms. Wofford advised there were no ties on the
list. Mr. Lucas made a motion to certify Police Officer -Academy Graduate/
Lateral, Examination #01559: the motion was seconded by Mr. Anderson and
carried unanimously.
C. CERTIFICATION OF POLICE PROPERTY AND EQUIPMENT SPECIALIST, EXAMINATION
#01576 - Asia Wofford submitted Police Property and Equipment Specialist,
Examination #01576, to the Commission for review and certification of 21
candidates. Ms. Wofford advised there were 4 ties on the list. Mr. Anderson made
a motion to certify Police Property and Equipment Specialist, Examination
#01576; the motion was seconded by Mr. Lucas and carried unanimously.
d. NEPOTISM WAIVER REQUEST FOR POLICE PROPERTY AND EQUIPMENT SPECIALIST
CANDIDATE(S) - Asia Wofford advised that as a result of the certification of Police
Property and Equipment Specialist, she is submitting 5 Nepotism Waiver Requests
to the Commission for review and approval for of Police Property and Equipment
Specialist Candidates Kelsey Munoz, Morgan Vincent, Dominic Gonzalez, Tommy
Abraham and Emily Mouton. Ms. Wofford advised the Nepotism Waiver Requests
were reviewed by Assistant Chief Mike Hale and he recommends approval. Mr.
Lucas made a motion to approve the Nepotism Waivers for of Police Property
and Equipment Specialist Candidates Kelsey Munoz, Morgan Vincent, Dominic
Gonzalez, Tommy Abraham, and Emily Mouton; the motion was seconded by Mr.
Anderson and carried unanimously.
e. CERTIFICATION OF POLICE REPORT SPECIALIST, EXAMINATION #01586 - Asia
Wofford submitted Police Report Specialist, Examination #01586, to the
Commission for review and certification of 6 candidates. Ms. Wofford advised
there were no ties on the list. Mr. Anderson made a motion to certify Police Report
Specialist, Examination #01586; the motion was seconded by Mr. Lucas and
carried unanimously.
