MINUTES
SPECIAL MEETING OF November 4, 2021

1. CALL TO ORDER SPECIAL MEETING - 10:03 a.m. ACTION TAKEN
2. ROLL CALL
Present: Chairman Palla,
Board Members Freeman and Lundquist
3. PUBLIC STATEMENTS
Tim Ruiz, General Manager, East Niles Community
Services District, asked questions regarding updated
boundaries in his area.
Steve Teglia, General Manager, Kern Delta Water
District, provided response.
Board Member Lundquist wanted to invite all to the
Water Association of Kern County, annual water
meeting on November 9, 2021, Stockdale Country
Club.
4. APPROVAL OF MINUTES - of the September 2, 2021,
Special Meeting
Motion by Board Member Lundquist, seconded by APPROVED
Board Member Freeman, for approval of minutes.
5. NEW BUSINESS
A. Correspondence Received (Chianello)
Arvin -Edison Water Storage District letter
regarding comments on Water Well Permit
Application No. 21620. Correspondence was
supplied in the agenda packet for review.
Receive and File Financial Report
Randy McKeegan, Finance Director,
made staff comments.
Motion by Board Member Freeman, seconded by APPROVED
Board Member Lundquist, to receive and Me the
financial report.

5. NEW BUSINESS continued ACTION TAKEN
Approval of Per Acre Charge to
Landowner Participants, and other Entities
covered by KRGSA's GSP
Dave Beard, ID4 Manager, provided
update.
Motion by Board Member Freeman, seconded APPROVED
by Board Member Lundquist, to approve as
presented, methodology of the process in
preparing invoices of accrued expenses through
December 2021.
C. Management Group Updates (Beard, Chianello,
Teglia)
Basin Coordination Committee Updates
Steve Teglia, General Manager, Kern
Delta Water District, provided Staff
update. Two maps were provided to the
Board Members for review.
Tim Ruiz, General Manager, East Niles
Community Services District, asked further
questions regarding the boundaries.
Board Member Palla, responded.
Patty Poire, Planning Manager, Kern
Groundwater Authority, reminded Steve
Teglia, General Manager, Kern Delta
Water District, of a letter that must be sent
to the State by the deadline.

Delta Water District, provided Staff
update.
Patty Poire, Planning Manager, Kern
Groundwater Authority, made additional
comments.

b. DMS Update & Demonstration
Steve Teglia, General Manager, Kern
Delta Water District, provided Staff
update.
Jana Marquez, Kern Delta Water District
Staff, gave the demonstration of the DMS
System.
ii. Amendment to KRGSA Bylaws relating to
location of regular meetings
Viridiana Gallardo-King, Deputy City
Attorney 11, made staff comments.
Motion by Board Member Lundquist, seconded APPROVED
by Board Member Freeman, to approve
amending the bylaws to include the various
meeting locations as presented.
iii. Adopt 2022 KRGSA Board Meeting
Calendar
Steve Teglia, General Manager, Kern
Delta Water District, provided Staff
update.
Motion by Board Member Freeman, seconded APPROVED
by Board Member Lundquist, to approve the
Calendar as presented with the 2020 meeting
location being 1000 Buena Vista Drive, Water
Resources.

8. COMMITTEE COMMENTS
Board Member Freeman asked staff regarding Water
Policies.
Steve Teglia, General Manager, Kern Delta Water
District, made staff comments.
Board Member Freeman, wanted to know more
regarding the water shortage.
Board Member Lundquist made additional comments.
9. ADJOURNMENT
Chairman Palla adjourned the meeting at 11:11 a.m.
