Public Statements— Paul Yanez A. Correspondence received: None 111. New Business Task: December Regular Meeting minutes will be approved at the retreat on Saturday, January 22, 2022. A. Wednesday, April 6, 2022: Keep Bakersfield Beautiful 20th Anniversary Luncheon [Keep America Beautiful (KAB) Affiliate Certified on October 5, 2001] — Brooks Douglass Marketing Ideas and Updates a. The billboards will be used at both events for marketing purposes. b. Social media advertising will be used for the Great American Cleanup and the luncheon. * KBBC members and City staff need to get together to create a video(s) for the advertising component. c. Paid email blasts were sent out through the Greater Bakersfield Chamber of Commerce. d. Funding is still needed for Facebook and/or Instagram ads. e. The location for luncheon will be Mechanics Bank Arena, Theater and Convention Center Discuss Ticket Sales to Attend April 6, 2022, Event, e.g., Pricing, Sales Period, and Method 0 Paul Yanez can create the paper tickets if needed or structure of Eventbrite for digital tickets. Task. Brianna Carrier will circle back with the Finance Department regarding ticket sales however she needs to know the price of each ticket and what method will be used. Task. Ticket pricing to be set at KBBC Special Meeting on Saturday, January 22, 2022. b. The City usually doesn't use quick money apps like Venmo, Cash App, etc. Payments are usually taken as cash or checks written out to the Bakersfield Foundation. c. On the KBBC landing page, there is a PayPal option along with the sponsorship confirmation form. Solid Waste can also generate an invoice for the sponsors/business once payment is received. Task. Jessica Felix will contact Technology Services and the Finance Department regarding creating a drop -down sponsor level option for PayPal. d. If someone is going to pay using PayPal, make sure to let Jessica Felix know so she can inform the Bakersfield Foundation. e. An idea is to put a link for the PayPal account on the email template that will be sent out to sponsors/businesses. 3. Budget & Joint Fundraising for the Anniversary & Great American Cleanup (GAC) a. Joint sponsors update • Board members need to do their part and ask businesses to join KBBC at both events. • Current fundraising goal is $50,000 and right now it's close to $10,000. Task: As businesses are contacted, KBBC members need to make sure to update the sponsorship spreadsheet or send the information to Paul Yanez or Brooks Douglass so they can update it. • Brooks Douglass broke down the number of sponsors/businesses to 8 or 9 contacts per KBBC member. Task: Brooks Douglass will email the listing breakdown to KBBC. • There is a tab on spreadsheet for any businesses that are considered maybes. • A good rule of thumb is to send out an informed email to the business/sponsors first then follow-up with a phone call. Task: Paul Yanez will send an email template that was used before for sponsorship requests to KBBC. Task. Heather Pennella will draft a couple different email templates with the link to the PayPal account that can be used for potential sponsors. • Give Big Kern is another way that KBBC could partner, and the deadline is February 25, 2022. • Idea of making a councilmember challenge to sponsor a table at the event. Task: Each KBBC member will reach out to their councilmember regarding the councilmember challenge. b. Anniversary budget update B. Saturday, April 30, 2022: 19th Annual GAC —Brooks Douglass 1. 12 PM, Tues., January 11, 2022: Meeting in City Hall —South, Caucus Room a. If you are assigned to a task, make sure to have a plan to complete it. b. Next planning meeting is February 15, 2022. c. The Mayor's High School Challenge • The challenge is for each high school to come up with the greatest number of volunteers. • The high school with the most volunteers will get some sort of money and/or recognition. • Registration will begin February 2022. Task: Jessica Felix will talk to Greg 011ivier and Technology Services regarding setting up registration for the high schools. C. City of Bakersfield Requests KBBC Approval for Letter of Support for Clean California Initiative Grant Opportunity— Brianna Carrier 1. 4 potential project locations: Citadel St. between E. Belle Terrace and Madi Gras Ct., Sumner St. from Baker St. to E. Truxtun Ave., Garces Circle, and Monterey St. from Alta Vista Dr. to Brown St. a. Draft of letter is a commitment by KBBC members for ongoing maintenance and upkeep of these areas. b. Letter of commitment will need to be on KBBC or Solid Waste letterhead. Task: KBBC members to review draft and discuss at retreat on Saturday January 22, 2022. E. Approval of Written Reports — Brooks Douglass 1. Beautification and Community Improvement Subcommittee December Report: Monica Cater Subcommittee request to apply for KAB Cigarette Litter Prevention Program grant opportunity • Instead, voting for the KAB Cigarette Litter Collection Stands will occur at the KBBC Special Meeting on Saturday, January 22, 2022. • Deadline to submit the grant is Saturday, January 22, 2022. • Private locations would be responsible for using a cigarette litter recycling program and to empty the cigarette litter collection stands. Task: Monica Cater will be working on the grant application for the Chester Ave. corridor. 2. Graffiti Abatement Subcommittee December Report: Monica Cater a. The artist has been contacted about the M St. & 19th St. intersection utility box mural. 3. Opportunity for a grant called "Cared for Kids," April 1, 2022, deadline. She learns something new every year. There maybe a way to use upcoming funding from the County for litter and illegal dump cleanups and/or upcoming Clean City Ambassador program that could benefit KBB. 2. Brooks Douglass: Perhaps $15 from City per cleanup by KBB volunteers. 3. Ray Scott: Believes paid services to KBB should not be something that KBB pursues as a fundraising mechanism for KBB. Task. Brianna and Viri will follow up with KBB after Brianna speaks with City Manager about funding ideas H. Keep California Beautiful (KCB) & KAB Update — Ray Scott, KCB President 1. The K-12 Recycling Challenge will start statewide in February. KCB will buy a table at the KBB 201h Anniversary Luncheon. Also thanked Paul Yanez. XII. KBBC and Advisory Board Comments • Theresa Olson: Engaging our community is our biggest goal and spreading the word of what KBBC is about. Sue England: Excited about what she needs to do as the KBB Social Media chairperson and agrees that getting the word out about KBBC is important. Cathy Butler: Fresno has 300 historic buildings and Bakersfield has 20. An idea is having preservation as part of the beautification aspect of KBB. The idea is to honor some of these historic buildings at the City Council. The City received a grant and is hiring a consultant that will start in April. The City is looking into coming up with a cultural survey of homes that are 50 years and older. A study done in the 1980's showed that 60% of those buildings are gone. Excited to walk the streets of Bakersfield. • Zechariah Garcia: Appreciative of being a part of KBBC and the support from the members. • Heather Pennella: Thanked everyone for their hard work. Navigated COVID very well and kept working towards the future. Thanked the Mayor to be able to serve on the committee. Can't wait to get back in cleanups and the education side of it. • Paul Yanez: Thanked everyone and looking forward to the new year. Thanked Brooks Douglass and Theresa Olson for stepping up and leading KBBC in the new year. Looking forward to working with everyone again. • Ray Scott: Privilege to talk about Bakersfield at Keep America Beautiful National Conference. KBB is an example for other affiliates. Thanked everyone to make this happen. • Steve Montgomery: Part of KBB should be respecting our assets, e.g. Kern River and the old train depot. • Monica Cater: Learned a lot in the past 6 years serving on KBBC and what it means to give back to your city. The grant application includes cleaning and beautifying public space, creating more safe routes to school, and adding elements to maintain these areas to prevent and reduce litter and illegal dumping. Improving these areas will promote a positive image of our beautiful city and encourage residents to take pride in their surroundings. Our organization, Keep Bakersfield Beautiful (KBB), is a City Council appointed committee of community volunteers representing each ward. KBB works together to improve the ecological and aesthetic value of our city through the proper handling of solid waste, litter control and prevention, beautification, education, and the recruitment of volunteers who will make a positive I difference in our community. We fully support the City's grant application for the betterment of these neighborhoods. If the City of Bakersfield receives these grant funds, we believe these projects will reduce litter in underserved areas and promote more walkable environments. Additionally, KBB is willing to take part in the maintenance of these projects by including the project areas in regularly scheduled clean-up efforts, These efforts are made possible through KBB members, community volunteers, and clean-up materials provided by the City's solid waste division. Welcome and Introductions The meeting was called to order at 1:05 pm. In attendance were Heather Pennella, John Liu, Alicia A. Gutierrez, Curt Hatton, Edward Offerding, Jan Asistin, Jessica Felix, Joel Martin, Karen Goh, Joel Martin, Brooks Douglass, Melanie Miller, RayAnn Cruz, Robb Bell, Michelle Burns-Lusich, Steve Montgomery, John Liu, Sal Moretti, Beau Alanaz, Curt Patton, Cody Miller, and Greg 011ivier 2. Potential Grant — Sal Moretti John Liu, Jason Maio, and Sal spoke about a county litter cleanup project, but felt it was not a match for the Clean California grants. Instead, a litter abatement contract between Employers Training Resource (ETR) and Caltrans will be pursued to cover Kern County State routes only. Melanie Miller is the contact with ETR. John Liu explained that although there is money for additional City and County cleaning, getting additional staff to perform the work has been difficult. 3. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans John reported that there were 12 or so entry level service assistants being hired plus a supervisor. Six have been hired with the supervisor and 6 others still to be obtained. The showcase project will be State Route 204 at the Garces Circle area. Fencing, murals, and other projects that avoid the need for Environmental Impact Reports or impinging on the historical nature of the circle are planned. Also, from Union to Route 58 murals are envisioned at the Truxtun Avenue overpass with added bike lanes. At the Union and California interchange, cobles and fencing are anticipated. At Pacheco at the railroad bridge fencing will be added for security. 4. Clean California Update — Caltrans Curt Hatton reported the proposal deadline for local grants is February 1, 2022. He urged people not to wait to the last minute to apply. There were 300 people at the last workshop and teams are ready to evaluate programs proposed in District 6. Clean California would like to partner with Keep Bakersfield Beautiful on its April events so he will contact Jessica. Dump Days will be planned to collect household waste statewide. There is a multi -year agreement with Kern County to help sponsor Dump Days in rural areas. Sacramento wants each district to host Dump Days on state properties as well. Madera County will be the first to start, so we can develop the events in other counties on what is learned there. The statewide Dump Day for all counties will be held on April 16, 2022. John Enriquez asked if additional lighting could be added to the Garces Circle Project. Curt says they will try to enhance lighting from the top of the bridge to avoid the need for additional utilities. The Garces Circle is in the city right-of-way. 5. Caltrans Projects Update — Caltrans Clay Lomax is not available today. 6. Adopt a Highway Update — Cody Miller Since August 5,s, 2021, there have been 5 new adoptees in the Southern region of California. A social media campaign is planned to advertise the Adopt a Highway stipend. 4 applications are pending. Maria Montoya is the new South Region coordinator. Mayor Karen Goh said to send Jessica Felix the stipend information to share. 7. Freeway Litter Partnership Update Jay Asistin reported covering a lot of ground with new Adopt -a -Highway participants and grant employees. Homeless problems are lessening overall, except for some hot spots. John Liu reported that under the Special People's Program, the Veteran's Program will have two more crews coming soon. These crews can work city or county roadways. Mayor Goh thanked Caltrans for their attention to the Oleander and California issues. Rob Ball reported the annual Kern COG budget is status quo. 8. Committee Member or Public Comments Alicia Gutierrez reported that Keep Kern Beautiful will be encouraging individual cleanups in the county on January 22, 2022. There will be a Taft community cleanup on January 22 from 8 -10 am, to include bulky waste collection from 10 am to 2 pm. RayAnn Cruz reported that she is the representative for Fresno, Visalia, and Bakersfield for the Veteran Services Program. Derek Morris will focus on the Los Angeles area. Jessica reported that there will be a strategy meeting for Keep Bakersfield Beautiful to prepare an agenda for the year. Beau Alanaz reported on the December 26 cleanup and tree planting at the South Bakersfield entry sign. On January 30 the church will host a canned food drive. Brooks Douglas introduced himself as the new chairman of Keep Bakersfield Beautiful. The mayor reported almost daily calls on the Garces Circle, so she's glad to have a project there.
