Deferred Business A. Vote to Determine 2022 Give Big Kern Strategy, February 25 Registration Deadline — Brooks Douglass and Jessica Felix 1. Registration deadline February 25, 2022 2. Webinar for this event March 2022 3. Profile deadline March 30, 2022 4. Donations open April 3, 2022, for the May 3, 2022, Give Big Kern event. Task: Jessica Felix to change verbiage on suggested donation level outcomes. Task: Jessica Felix to include verbiage of what was done with the donation money last year. Task: Jessica Felix to send slide presented to KBBC for review in order to finalize strategy at KBBC March Regular Meeting. B. KBBC Goals, Special Projects, and Programs — Brooks Douglass 1. Review Revised 51h Year of Five -Year Plan and Update New/Revised Goals a. Handout of KBB Revised 5 Year Plan was previously presented to KBBC. KBBC reviewed it line -by-line. Task: KBBC requests Jessica Felix to edit the 5 Year Plan with the following in time to be presented at KBBC March Regular Meeting for approval. b. Education/Image Subcommittee: L Goal: Public and Business Outreach. • Need to include more organic recycling education due to SB 1383 for businesses and schools. KBBC will lead residents/businesses to the websites where they can get more information on the SB 1383 law. • Educate about the City's organic recycling facility on S. Mt. Vernon Ave. c. Waste Reduction & Recycling Subcommittee: i. Ray Scott will inform KBBC of the dates for Relay for Life. d. Graffiti Abatement Subcommittee: L Zechariah Garcia will reach out to the Postal Master regarding US Post Office Cluster Mailbox Volunteer Cleanup. ii. Goal: Change work with City Attorney to Promoting City Abatement and app e. Litter Subcommittee Task: John Enriquez will send the list of goals to KBBC. f. Beautification and Community Improvement Subcommittee L Add 5 minimum to electric box murals ii. Request City to collaborate on public wall murals. iii. Remove tree planting on Calloway as this will be addressed by the Tree Foundation. iv. Remove assist Greenfield Walking Group Garden with solar powered lighting installation as it has already been completed. g. Social Media Committee i. No changes. h. Advisory Board i. No changes. 2. Vote to Accept 2022 Five Year Plan - Deferred C. KBBC Requests Next Update to Bakersfield City Council for 5:15 PM Session on March 2 or March 16 —Brianna Carrier 1. Brianna reported that these sessions are not available and suggested an alternative. KBBC decided to do public statements on both dates March 2 and March 16. 2. Structure of City Council meetings has changed. a. 2-minute Public Statement before or after meeting. b. Can email info ahead of time. Renee, who can email what to whom? V. New Business A. Wednesday, April 6, 2022: Keep Bakersfield Beautiful 20th Anniversary Luncheon — Paul, Ray 1. Marketing Ideas and Updates a. Vote to Designate Funding for Mailing Sponsorship and/or Volunteer Information i. Draft needs to be completed by February 15, 2022. ii. Graphic for mailing needs to be submitted before February 22, 2022. • GAC flyer on one side and sponsorship info on the other side. Motion to approve up to $1,500 for funding of mailing of sponsorship and volunteer information: Ray Scott Second: John Enriquez Motion: unanimously approved 2. Update April 6, 2022, Event Ticket Sales Method ($50 per ticket, $1,000 pertable) - Deferred 3. Anniversary Budget & Joint Fundraising for the Anniversary & GAC a. Anniversary Budget Update i. Caterer selection approval 0 Jessica Felix explained that per City purchasing policy, purchases that are more than $2,500 require a minimum of 3 quotes requested with the same response deadline and services requested [more than $10,000 typically is handled directly by the Purchasing Division]. If one does not respond by the deadline, then you may proceed with selection based on the quote(s) presented on time. Ray Scott presented quotes received by Mossman's, Hodel's, and Aramark catering services. Longevity Award Nominations for Review for Approval in March for April Ceremony —Jessica Felix a. TBD 30 minute to 1 hour for presentation component L Idea for Mayor and Councilmembers to each present an award. Task: Ray Scott to submit draft program as a run of show with timing estimates for approval at KBBC March Regular Meeting. b. Nominations TBD L Jessica Felix showed a list of nominees. Task: KBBC to review nominations with the Mayor/Councilmember that appointed them in time for the KBBC March Regular Meeting. Task: Jessica Felix will send the list of nominees to KBBC. B. Staff Comments • Gregg Strakaluse: Gregg asked KBBC to help with a visual survey of needed and potential improvements for downtown in time for an economic summit in October. Adjournment— Brooks Douglass 1:23 PM Litter Subcommittee February Report Submitted by Volunteer Chairperson John Enriquez On February 5, 2022, we had 6 individual volunteers plus 24 members of Boy Scout Troop 712 from the Southern Sierra Council of Scouts, BSA, for a total of 76 hours. They cleaned flowerbeds, picked up 60 bags of trash and removed 22 illegal signs. All work was completed in the downtown area. Beautification and Community Improvement Subcommittee P x� KeepBakersfield Beautifu I KEEP AMERICA BEAUTIFUL AFFILIATE Meeting: Beautification and Community Improvement Subcommittee Meeting Date: 01.03.22 at 12:00 ATTENDEES: Monica Cater Paul Yanez Jessica Felix Old Town Kern • TREES — KBB had previously discussed partnering with the Tree Foundation of Kern to provide pots for tree planting on 19th Street near Luigi's Restaurant, however Luigi's has already planted street trees near their business. The original plan was the Tree Foundation would enter into agreement with the business, provide the trees, and establish an agreement with the city on maintenance, KBB was to provide pots, mulch, and volunteers for planting. Jessica resent the drafted agreement with the tree foundation to Monica in early September 2021. Monica will reengage with the Tree Foundation to see if there is still interest in partnering and planting along the rest of the 19th Street corridor. Community Gardens • SEEDS OF INSPIRATION GARDEN —Paul to follow up with Seeds of Inspiration on their light installation. California Water Service is donating $2,500 for the water bill for both gardens. Paul is trying to reschedule a meeting with Carla to install a single light at the Seeds of Inspiration Garden. • GREENFIELD WALKING GROUP GARDEN - Greenfield Walking Group participated in the Christmas Parade with KBB. No update. Utility Boxes • M + 19th Street —Theme: Local Flora & Fauna, KBB Board approved funds via the mural maintenance funds. Board approved the theme request and call to artist post has been issued. 2 — 3 artists have expressed interest in creating a mural. Jessica will meet with the muralist on 1/6/22 • City Hall - Theme: TBD, KBB Board approved funds via the mural maintenance funds. Subcommittee recommending the City Hall box be included in the Chester Corridor project, Monica to follow up with Mayor Goh on comments for this plan. No update. • Chester Corridor —Theme: TBD, funds potentially available through the Virginia and Alfred Harrell Foundation Small Grant award. Jessica will reach out to contacts with the Virginia and Alfred Harrel Foundation for a meeting either January 71h or 21". Subcommittee submitted the following that was approved by the KBB Board for the Chester Corridor Project: - Theme: Downtown Bakersfield, the heart of a vibrant community - Murals for 1- 8 boxes along the Chester Avenue between Truxtun and 24th Street - Duration: 3 months for all boxes Beautification and Community Improvement Subcommittee KeepBakersfieldBeautiful KEEP AMERICA BEAUTIFUL AFFILIATE New Items: • Keep America Beautiful Cigarette Litter Stand Grant — Monica to fill out application and submit for KBB Board consideration. • Umbrella Mural Repair— Heather will follow up with the Arts Council and Councilman Gonzales on a potential repair project. 5 Year Long Term Goals • Assist the Greenfield Walking Group Community Garden complete their pathway project • Assist the Seeds of Inspiration Garden complete their garden pathway project • Partner with the Seeds of Inspiration Garden on securing their tools and equipment • Assist h th r pity gaFdens eR installing cnlor powered !Dnh#pg • Partner with the Tree Foundation on identifying areas for concentrated tree planting projects
