APPROVAL OF MINUTES A motion was made by Commissioner Anderson and seconded by Commissioner Thompson to approve the minutes for the Regular Meeting of February 2, 2022, with amendments as noted on the record. APPROVED, ALL AYES 5. NEW BUSINESS A. Waiver Request from Police Captain Applicant After discussion, a motion was made by Commissioner Anderson and seconded by Commissioner Thompson to approve the waiver request for Lieutenant Theodore King for Police Captain Promotional #01632 on the condition that the requirement to obtain a POST Management Certificate is not permanently waived and shall still be competed as soon as practicable. APPROVED, ALL AYES B. Certification of Police Officer -Academy Graduate/Lateral, Examination #01559 After discussion, a motion was made by Commissioner Thompson and seconded by Commissioner Anderson to approve staff recommendation and approve the Certification of Police Officer -Academy Graduate/Lateral Examination #01559. Certification of Police Lieutenant, Examination #01569 After discussion, a motion was made by Commissioner Anderson and seconded by Commissioner Thompson to approve staff recommendation and approve the Certification of Police Lieutenant, Examination #01569. ADJOURNMENT There being no further business, the meeting was adjourned by Commissioner Lucas at 8:31 a.m. • BAKERSFIELD THE SOUND 0F� MEMORANDUM TO: Police Civil Service Board FROM: Christi Tenter, Human Resources Director SUBJECT: Proposed Amendments to Police Civil Service Rules No. 8 and 9 DATE: April 6, 2022 Background: The Rules and Regulations of the Civil Service Board for the Police Department serve, in part, to promote efficiency in the dispatch of public business, and to ensure that all applicants and employees of the Police Department receive fair and impartial treatment (Rule 1.02). At the January 5, 2022 Police Civil Service Commission meeting, staff presented proposed changes to Police Civil Service Rule No. 9, which governs the process for police candidates to appeal their final examination ratings. In particular, staff proposed amendments that would clarify the process for appeals of psychological examination results to better align with current practice. Following discussion, the Commission provided feedback concerning additional amendments to Rule 9 and requested a continuance of the review/discussion to a future date. Current Proposed Amendments: More recent hiring activities have prompted the Human Resources Department to consider the efficiency and applicability of current rules governing the examination and appeal processes. Specifically, staff conducted a review of Rule 9, "Review of Civil Service Ratings and Examination Procedures," and the timelines associated with defined pre -employment reviews. In assessing Rule 9, additional consideration was provided to Rule 8, "Inspection of Test: Appeal Notice of Examination," which has date sensitive elements that run in parallel with Rule 9. As such, staff has identified more comprehensive potential changes to Rules 8 and 9 that clarify the pre- employment rights of appeal and review (distinguishable from the disciplinary appeal process for current employees, contained in Rule 15.)
