Update $700.00 Max Approved for Lumber/Supplies for Seeds of Inspiration Community Garden Bed Repairs/Replacements 2. Vote to Approve the Following Funding Requests a. Vote to reimburse $50 to a Seeds of Inspiration Community Garden volunteer for booth fee at NAACP Juneteenth event on Saturday, June 16, 2022. b. Vote for an additional $3,000 (for a total of $4,000) for the Centennial Corridor Utility Box Mural Project. The project consists of up to 8 utility box murals on Chester Avenue from Truxtun Avenue through 24" Street. KBBC approved the project and theme, Downtown the Heart of a Vibrant Community, at the November 2021 meeting. Selected artist(s) would get up to 3 months to complete the mural(s). KBBC already approved $1,000 in funding for Chester Avenue & Truxtun Avenue and Chester Avenue & 18" Street. H. Approval of May 13, 2022 Regular Meeting Minutes— Brooks Douglass -Chairperson Motion: Jenilee Fermin Second: Sue England Motion approved unanimously. IV. New Business A. KBBC Vote to Select Tuesday, July 5 as the Deadline to Submit Annual Community Appearance Index (CAI) Data and Worksheets to Staff for the Ward You Represent — Brooks Douglass. This activity is a requirement of Keep America Beautiful (KAB). Use the same routes as last year. Conduct the survey for litter, illegal signs, outdoor storage, junk/abandoned vehicles, and graffiti. Motion to push back the proposed deadline to July 12, 2022: Jenilee Fermin Second: Matthew Martin Motion approved unanimously. Task: Jessica Felix will email CAI tutorials, routes, and scoresheets to KBBC. Task: Jessica Felix will file the required report to KAB. B. Mayor's Litter Index Survey, Tuesday, June 14 Starting at the Mayor's Office —Mayor Karen Goh. The start time for this at large survey is 8:00 AM. Conduct the survey for litter. KBBC members are welcome to be additional volunteers. C. Vote to Select Earth Day, Saturday, April 22, 2023 as the Date of the 20' Annual Great American Cleanup (GAC) and Discuss Changing the Venue for the Volunteer Appreciation GAC Gathering— Brooks Douglass. Brooks shared that Solid Waste Director Greg 011ivier is interested in alternating where the celebration picnic portion of the event is held each year moving forward. Jessica Felix requested tentative park reservations for the GAC to take place on April 22, 2023 [at yokuts Park, The Park at Riverwalk, or Kaiser Permanente Sports Village] from City of Bakersfield Recreation and Parks Department. Motion: Zechariah Garcia Second: Heather Pennella Motion approved unanimously. Task. Determine 2023 GAC celebration location arJuly KBBC Regular Meeting. If it is not Yokuts Park, KBBC will likely need to secure an in -kind shuttling sponsor. D. Special Projects and Programs Funding Update —Jessica Felix. Jessica Felix's update included estimates for KAV608, KAV624, KAV625, and KAV634 that need to be verified by fellow staff. E. Saturday, June 25: Beautiful Bakersfield Awards Gala —Jessica Felix Solid Waste bought 6 tickets with 2 still available. Brooks, Ray, Greg, and Jessica have already confirmed. Matthew, Zechariah, and Jenilee would like to be considered for the remaining 2 seats. Heather, Sue, and Cathy will be in attendance at other tables. Monica is unavailable to attend. F. Approval of Written Reports— Brooks Douglass 1. Litter Subcommittee May Report: John Enriquez, Chairperson. Motion: Matthew Martin Second: Sue England Motion approved unanimously. 2. Beautification and Community Improvement Subcommittee April & May Reports: Monica Cater, Chairperson —Tabled Reports. Task. Need to approve Beautification and Community Improvement Subcommittee Reports forApril and May at an upcoming KBBC meeting. a. Funding request for up to $700.00 for lumber/other items needed for community garden bed repairs/replacements. Motion: John Enriquez Second: Matthew Martin Motion approved unanimously. b. Funding request for Centennial Corridor Utility Box Mural Project. — Tabled. Task: Add Centennial Corridor Utility Box Mural Projectfunding request amount far July KBBC Regular Meeting agenda. V. Staff Comments • Jessica Felix: Announcedthat Renee LaVoie is leaving the City of Bakersfield for career advancement. She thanked Renee for being such a great addition to the team. • Renee LaVoie: Stated she has been with the City a little over a year. Her position with the City opened her eyes to the solid waste industry and appreciates what KBBC does for the community. She was honored to be a part of the community efforts. • Brianna Carrier: Thanked Renee LaVoie for her service. Announced the City of Bakersfield will provide a budgeted amount of funding for KBB in the near future. The framework is still under development and will include the need to reach all City Wards with it. This will be a future KBBC Regular Meeting agenda item. • Mayor Karen Goh: Thanked everyone. She reminds City staff that KBBC is part of the City and advocated that KBBC volunteers shouldn't have to always find sponsors for flowers and other things that directly benefit our community. VI. KBBC and Advisory Board Comments • Brooks Douglass: Thanked Renee Lavoie. Thanked Tai Quan, Jenilee Fermin, and Edward Robinson for joining KBBC. An orientation was held with Edward recently. • Cathy Butler: The Advisory Board is moving forward to schedule a meeting and will focus on how to bring back Yard of the Season. Yard recommendations may be made as early as the July KBBC Regular Meeting. • Sue England: Thanked Renee LaVoie. Asked if KBB could have a billboard campaign with slogans here. • John Enriquez: Thanked Mayor Goh, Heather Pennella, and Brooks Douglass for recognizing Caltrans contributions to the community recently at the Caltrans yard in Bakersfield. Anticipate flower planting funding request for downtown and a request for scheduling Make A Difference Day for October 22"d at the July KBBC Regular Meeting. Stantec employees will do a volunteer day with KBB downtown this June 23`d from 8 AM to 12 PM. More volunteers are welcome. • Zechariah Garcia: He was impressed by the City's video outreach which highlights the mobile process that the City Graffiti Abatement Program has to paint match graffiti removal efforts. He reminded everyone the County of Kern Special Waste Facility has free paint, pesticides, pool chemicals and more household hazardous waste that is available for community projects and residents for free. These items may be dropped off there too. He's a part of the Greater Bakersfield Chamber of Commerce (Chamber) Bakersfield Young Professionals (BYP) Program. They will do their first Adopt A Street Cleanup this Saturday, June 11 at 8 AM starting at the Chamber downtown. More volunteers are welcome. • Heather Pennella: Thank you all. She looks forward to these meetings. Thanked City staff for being on KBBC's side, the resources, and collaborations. With Christian Clegg as City Manager now it seems an especially good time to be a part of KBBC. She'd like the energy that was present at Great American Cleanup to continue for other KBB projects moving forward. Hopefully the garden will get more attention. She's looking forward to the Mayor's Litter Index for the CAI next week. It's great to be in person again. VII. Adjournment— Brooks Douglass -Chairperson: 12:59 PM gMPAbatement Subcommittee Meeting Minutes June 16, 2022 I. Welcome & Attendance In attendance: Jenilee Fermin, Jessica Felix, Brooks Douglass II. Old Business 13 M W Kee peakersflNdaea W ful a. U.S. Post Office Cluster Mailbox Volunteer Cleanup Program 1. In -person and email responses have been made - still have yet to hear back on discussions with re-establishing the Cluster Mailbox Volunteer Cleanup Program. Zechariah wrote an email to two different United States Post Office (USPS) employees: Lynette Olsen(o usps.gov and Bradley G Webb(a usps gov regarding the Cluster Mailbox Cleanup Program. He is currently waiting to hear back. Jessica Felix mentioned that the City General Services Division may be the primary involvement when it came to Adopt -A -Mailbox and/or the Cluster Mailbox Cleanup Program. It was also mentioned that KBB is not a not-for- profit/nonprofit but rather a City of Bakersfield committee of appointed volunteers. However, sponsors and grantors may make tax deductible donations for KBB by earmarking them through the City nonprofit called The Bakersfield Foundation. City General Services Division in past years had painting kits for volunteers to use to clean up mailboxes - Steve Montgomery, a former KBB Committee member and current KBB Advisory Board member, and Tony Martinez, former KBB Committee member and former KBB Advisory Board member were heavily involved in the cluster mailbox volunteer cleanups. b. Bakersfield Police Department (BPD) and City Graffiti Abatement Program Collaborations 1. Outreach opportunities 2. Promoting Information a) City of Bakersfield App b) Educational show and tell 3. Reporting Zechariah mentioned about continuing to target opportunities to do outreach regarding graffiti education and/or all things KBB-related. It was also mentioned that it would be a good idea to have the Graffiti crew show and tell their service truck at outreach events for educational purposes. Jenilee would keep the subcommittee updated on any events that KBB can be plugged into. Jessica mentioned the KBB Committee would have to approve any booth fees in advance of the event. For reporting purposes, Zechariah thought of the idea to have City staff of the City General Services Division pull numbers of how much paint was used to abate graffiti and the number of working hours it took and compliant received. Jessica mentioned when reporting to Keep America Beautiful (KAB) reporting action items done by the City is not what is reported but more so what the KBB members and volunteers do. Brooks thought the idea of having the reports would still be a good item to have and share at meetings. Jessica mentioned within the City, a department called Technology Services would be the area where outreach coordination and materials could be handled and produced. They would need time in advance to satisfy requests. Brooks mentioned his connection with billboards and getting ads on the LED billboards around town whether it be a litter campaign or a regular ad - he could make it happen. There's a full county studio to produce and edit videos. Jessica fancied the opportunity to partner with the County of Kern to use their facility for promotional work or capture graffiti work being cleaned up. Zechariah has offered his connection with the County to connect with Ally Soper, Chief Communications Officer at the County of Kern, when the opportunity presents itself. The City General Services Division and KBB graffiti webpages could use some sprucing up. These pages will be looked over to advise staff of any requests for changes. 111. New Business a. Ideas to deter Graffiti tagging 1. Lighting 2. Vegetation 3. Adopt -a -wall New ideas for deterring graffiti were brought up by Zechariah to possibly add more lighting to prone tagging areas or add vegetation as a barrier to prevent taggers from getting to a potential tagging spot. Jessica kept in mind that maintenance of vegetation may be an issue we run into. Jessica and backed by Brooks, thought that it could be better to partner/collaborate with BPD and General Services on a pilot to test if solar lighting/added vegetatian/fake camera/camera signage for a certain wall or area plagued with tagging to see to see if it prevents graffiti tagging based on General Services data. Jessica recommended getting in touch with Sean Cacal (scacal(c)_bakersfieldcitv.us) with the City of Bakersfield General Services regarding the related programs such as adopting a wall or cluster mailbox program.
