Update KBBC on Community Appearance Index (CAI) Route Per Ward, Data and Worksheets Due to Staff by Tuesday, July 12, 2022 — Chairperson Jessica Felix: KBBC CAI Ward routes may need to be revised due to City Ward redistricting in May 2022. KBBC members need to verify Ward boundaries by using the map resources provided during the meeting or the online maps made available via email. KBBC members need to update Jessica on route changes they may make. B. Recap Mayor's Litter Index Survey, Tuesday, June 14, 2022 — Heather Pennella Heather Pennella informed that the average score was 1.81. C. Vote to Select Celebration Venue for 201h Annual Great American Cleanup (GAC) on Earth Day, Saturday, April 22, 2023 — Chairperson Task: Table to August KBBC meeting. D. Recap Beautiful Bakersfield Awards Gala at Mechanics Bank Convention Center, Saturday, June 25, 2022 — Chairperson Brooks Douglass: Keep Bakersfield Beautiful did not win the Chairman's award or the Humanitarian — Group award. It was a great event to share with KBBC. Jessica Felix: The event presented positive exposure to KBB and it was an honor to be nominated. Overall, it is an inspiring event about the best of the people and places in Bakersfield. F. City of Bakersfield Fiscal Year 2022/2023 Budget Available to KBBC— Brianna Carrier Brooks Douglass and Jessica Felix relayed information from Brianna Carrier. The City is going to allow KBBC to earmark funding from County illegal dump fees for KBB activities, events, and programs. The City will determine the framework that KBBC must use while earmarking these funds. Appropriate uses include things that KBBC already does, including supplies and events for litter cleanup, flower and tree plantings, community garden efforts, promotional items, and marketing/PSA campaigns. Funds could also be used for new efforts. Funds must benefit all 7 City Wards. Funds may not be used for construction projects or to hire staff. KBBC members are welcome to reach out to Brianna in advance of the August KBBC Regular Meeting with questions and ideas. Mayor Goh emphasized that she would like to see a research based multi -media campaign effort to motivate the community to keep the city clean. G. Special Projects and Programs Funding Update —Jessica Felix: Balances tabled. 1. Update $700.00 Max Approved for Lumber/Supplies for Seeds of Inspiration Community Garden Bed Repairs/Replacements Jessica Felix updated KBBC that the funding was not used thanks to City Recreation & Parks making the purchase instead. Vote to Approve the Following Funding Requests a. Vote to reimburse $50 to a Seeds of Inspiration Community Garden volunteer for booth fee at NAACP Juneteenth event on Saturday, June 16, 2022. First Motion: Edward Robinson to table the item and further investigate the reimbursement No Second. No Vote Taken. Motion Died as a result of last motion passing. Last Motion: Mathew Martin to deny reimbursement to Seeds of Inspiration for the booth fee Seconded by Heather Penella. Motion approved. b. Vote for an additional $3,000 (for a total of $4,000) for the Centennial Corridor Utility Box Mural Project. The project consists of up to 8 utility box murals on Chester Avenue from Truxtun Avenue through 24th Street. KBBC approved the project and theme, Downtown the Heart of a Vibrant Community, at the November 2021 meeting. Selected artist(s) would get up to 3 months to complete the mural(s). KBBC already approved $1,000 in funding for Chester Avenue & Truxtun Avenue and Chester Avenue & 181h Street. Thanked Mayor Goh for her role in new City funding available to KBBC. Mayor Goh: Thanked all for what they do. VI. KBBC and Advisory Board Comments Brooks Douglass: Thanked all. Cathy Butler: The umbrella mural refurbishing project with Heather Pennella is moving forward. The property owner permission is being pursued. Thanked Jessica Felix for some guidance. Edward Robinson: He announced that he's the program manager for Kern Community Foundation. He's involved with the City Hall Fellowship program for high school graduates age 18 to 30. Applications will be accepted until July 22 at 11:59 p.m. Monica Cater: Friends ofJastro Park have a cleanup at the park starting at 8 a.m. on July 9. Jenilee Fermin: A volunteer cleanup was held in the Casa Loma neighborhood on June 25. Thanked Tai Quan for volunteering. She will follow up on requests to remove graffiti in the neighborhood that were made that day. VII. Adjournment — Chairperson: 1:07 PM Keep Bakersfield Beautiful Litter Subcommittee Meeting with Caltrans Agenda Tuesday, July 19, 2022, 1:00 pm Via WebEx 1. Welcome and Introductions The meeting was called to order at 1:00 pm. In attendance were John Enriquez, Jason Maio, Curt Hatton, Edward Offerding, John Liu, Steve Montgomery, Mike R. Garrett, Sal Moretti, RayAnn Cruz, Erika Flores, Jessica Felix, John Lorance, Mayor Karen Goh, Rob Ball, Heather Pennella, Beau Alaniz, Maria Montoya, and Larry Heptinsall Jr. 2. Clean California Update — Caltrans Curt Hatton reported that as of the first full year of operation on June 1, there were 800 new adopters statewide with the Adopt A Highway program and 151 free dump days were held. In addition, 12,000 tons of litter were collected statewide, which is the equivalent of two elephants. In District 6 the target goal of 50 new adopters was met. There were 11 dump days and 7,000 cubic yards of litter collected or the equivalent of 20 Olympic size swimming pools. Sagent has been hired as a consultant for the Public Education Campaign for students and adults. Locally there were 5 grants awarded which places Kern County 3rd in ranking behind San Francisco and Los Angeles. The Garces Circle and Route 204 Project will be advertised in the fall and buttoned up by June 20, 2023. SAMs crews are fully staffed. Noah Ullman of Keep America Beautiful (KAB) could not make the meeting, but KAB has reached out to Keep Bakersfield Beautiful regarding its work with Caltrans. 3. Caltrans Projects Update — Caltrans John Liu announced that Clay Lomax has gotten a promotion at High -Speed Rail. Mike Garett was introduced to give the report. He reported that the Highway 99 rehab is substantially complete from Palm to Beardsley. The Union Avenue to White Lane rehab is 1/3 done, mostly on the northbound side. In TRIP projects, the Bakersfield Freeway Connector is 85% done and the Centennial Corridor is 75%-85% done. 4. Adopt a Highway Update — Caltrans Cody Miller and Maria Montoya reported that they are working with 4 new Adopt A Highway participants including Delano, Taft, and Ridgecrest. There will be an upcoming education event for the Adopt A Highway program at the Kern County Museum. 5. California Economic Summit, October 27-28 — Mayor Karen Goh Mayor Goh reported that Bakersfield will be hosting this year's California Economic Summit which will attract leaders from throughout the state. We need to do whatever we can before October 26 to make our highways and the city look its best. John Liu assured the Mayor that Caltrans will have all hands on deck before the summit. They will ensure that all contractors clean trash and graffiti in construction zones and they will concentrate cleaning crews in Bakersfield. 6. Sunday August 14 Downtown Cleanup — Beau Alaniz Beau Alaniz reported that The World Mission Society Church of God volunteers from Bakersfield and Santa Clarita will be cleaning the seats in the Fox Theater on Sunday August 14, 2022. 80 volunteers are expected to work from 10 a.m. to 12 noon and there will also be the opportunity to cleanup downtown for those who would like to do that. Jessica Felix offered to put the event on the Keep Bakersfield Beautiful website. 7. Keep Bakersfield Beautiful Update — Jessica Felix Jessica Felix reported that Make A Difference Day will be held on October 22, 2022, in part to get ready for the summit. Usually, volunteers cover 8-10 hot spots. To nominate a hot spot please contact Jessica. She also reported that the 20th annual Great American Cleanup will be held on Earth Day, April 22, 2023. Jessica also announced that KBB is seeking artists to paint traffic control boxes on Chester Avenue. The focus is on 8 boxes on Chester Avenue from Truxtun Avenue to 24th Street. August 8 is the deadline for artists to apply, and the theme is "Downtown: The Heart of a Vibrant Community. Artists will get $400 for each box mural. KBB will be going to a summer camp to make a presentation and hope to be back to the schools in the fall. 8. Freeway Litter Partnership Update John Liu reported that Jay Asistin is on a temporary training assignment. Michael Powers is now overseeing 5 cleaning crews and the other 2 crews have a different supervisor. Homeless crews are down 1 person or so per crew, meaning there are 5 not 6 per crew. Sal Moretti said that the newest county maintenance agreement just needs a letter and funding and is ready to go to add a crew in Taft. Jason Maio noted the Taft area contains a large swatch of 1-5 and 2 rest stops, so the crew will come from BCOE. Rob Ball reported that Kern COG is continuing funding highway cleanup funding with $225,000 for Metro Bakersfield and $50,000 for the County in the coming year. RayAnn Cruz stated that the Veterans Outreach Program is strong and working well with Caltrans. Six individuals are on the crew although call outs increase with hot weather.. 9. Committee Member or Public Comments Steve Montgomery reported that the historic curbs downtown have 130 years of grime on them, and it would be nice to get them power washed before the Summit. Steve was interested in knowing about any proposed construction on the Hagman flyover. Jason Maio said the city is still looking for funding for the vehicular bridge, but the pedestrian bridge is funded. 10. Adjournment The meeting adjourned at 1:42 pm. Submitted by Carola Enriquez, Volunteer qMP Abatement Subcommittee Meeting Minutes June 16, 2022 I. Welcome & Attendance In attendance: Jenilee Fermin, Jessica Felix, Brooks Douglass 11. Old Business a. U.S. Post Office Cluster Mailbox Volunteer Cleanup Program 1. In -person and email responses have been made - still have yet to hear back on discussions with re-establishing the Cluster Mailbox Volunteer Cleanup Program. Zechariah wrote an email to two different United States Post Office (USPS) employees: Lynette.OfsenQusps.gov and Bradley. G.Webb@usps.pov regarding the Cluster Mailbox Cleanup Program. He is currently waiting to hear back. Jessica Felix mentioned that the City General Services Division may be the primary involvement when it came to Adopt -A -Mailbox and/or the Cluster Mailbox Cleanup Program. It was also mentioned that KBB is not a not-for- profit/nonprofit but rather a City of Bakersfield committee of appointed volunteers. However, sponsors and grantors may make tax deductible donations for KBB by earmarking them through the City nonprofit called The Bakersfield Foundation. City General Services Division in past years had painting kits for volunteers to use to clean up mailboxes - Steve Montgomery, a former KBB Committee member and current KBB Advisory Board member, and Tony Martinez, former KBB Committee member and former KBB Advisory Board member were heavily involved in the cluster mailbox volunteer cleanups. b. Bakersfield Police Department (BPD) and City Graffiti Abatement Program Collaborations 1. Outreach opportunities 2. Promoting Information a) City of Bakersfield App b) Educational show and tell 3. Reporting Zechariah mentioned about continuing to target opportunities to do outreach regarding graffiti education and/or all things KBB-related. It was also mentioned that it would be a good idea to have the Graffiti crew show and tell their service truck at outreach events for educational purposes. Jenilee would keep the subcommittee updated on any events that KBB can be plugged into. Jessica mentioned the KBB Committee would have to approve any booth fees in advance of the event. For reporting purposes, Zechariah thought of the idea to have City staff of the City General Services Division pull numbers of how much paint was used to abate graffiti and the number of working hours it took and compliant received. Jessica mentioned when reporting to Keep America Beautiful (KAB) reporting action items done by the City is not what is reported but more so what the KBB members and volunteers do. Brooks thought the idea of having the reports would still be a good item to have and share at meetings. Jessica mentioned within the City, a department called Technology Services would be the area where outreach coordination and materials could be handled and produced. They would need time in advance to satisfy requests. Brooks mentioned his connection with billboards and getting ads on the LED billboards around town whether it be a litter campaign or a regular ad - he could make it happen. There's a full county studio to produce and edit videos. Jessica fancied the opportunity to partner with the County of Kern to use their facility for promotional work or capture graffiti work being cleaned up. Zechariah has offered his connection with the County to connect with Ally Soper, Chief Communications Officer at the County of Kern, when the opportunity presents itself. The City General Services Division and KBB graffiti webpages could use some sprucing up. These pages will be looked over to advise staff of any requests for changes. Ill. New Business a. Ideas to deter Graffiti tagging 1. Lighting 2. Vegetation 3. Adopt -a -wall New ideas for deterring graffiti were brought up by Zechariah to possibly add more lighting to prone tagging areas or add vegetation as a barrier to prevent taggers from getting to a potential tagging spot. Jessica kept in mind that maintenance of vegetation may be an issue we run into. Jessica and backed by Brooks, thought that it could be better to partner/collaborate with BPD and General Services on a pilot to test if solar lighting/added vegetatian/fake camera/camera signage for a certain wall or area plagued with tagging to see to see if it prevents graffiti tagging based on General Services data. Jessica recommended getting in touch with Sean Cacal (scacal bake rsfieldcity. us) with the City of Bakersfield General Services regarding the related programs such as adopting a wall or cluster mailbox program.
