Her daughter, Emily Whinery, is currently employed as a Recreation Specialist in the Recreation and Parks Department. Due to the possibility of Jennifer being considered for appointment to a Development Services Director, the issue of nepotism must be addressed. The following information has been compiled for your review and determination of whether nepotism creates an adverse impact on supervision, safety, security or morale. SUMMARY OF DUTIES A summary of the duties and responsibilities for the position of Assistant Economic and Community Development Director is as follows: Under general direction, the Assistant Economic Development Directorwill be an vital partnerwith the Economic & Community Development Director in planning, directing, organizing and reviewing the operation, development, promotion and administration of the Economic & Community Development Department; leads out the Citywide economic and community development goals and strategy; takes an active role in implementing strategy and project development for department; supports and mentors on the most complex development projects; provides expertise to executive management staff and elected officials; acts as Economic & Community Development Director in their absence; and performs related work as required. A summary of the duties and responsibilities for the position of Recreation Specialist is as follows: Under direction, assists in the planning and delivery of selected recreation programs and activities to the community; provides assistance and support of recreation facilities and sites; performs other duties as required. May be assigned limited programming tasks for adult and youth sports, after -school programs, leisure classes, special events and educational programs. Reviews and evaluates permit applications, permitted user's self -monitoring reports, facility modifications, pretreatment systems; • Issues wastewater discharge permits; • Inspects industrial and commercial users to determine their wastewater characteristics; • Performs field sampling duties, such as installing and adjusting sampling equipment to obtain representative samples, preserving samples, and performing field tests; • Performs technical calculations to derive defensible pollutant limits; • Coordinates with other departments and agencies to assist the public in obtaining solutions to code violations; works with the City Attorney's Office and Municipal court when legal action is required; • Sets deadlines, tracks cases, and documents the procedures taken by the City to hold responsible parties accountable for abating code violations; • Interacts with the public in adverse situations; • Answers inquiries and provides information to the public regarding industrial wastewater control; • Performs other job duties as assigned. DISTINGUISHING CHARACTERISTICS: Environmental Compliance Inspector is required to interpret regulations and initiate appropriate enforcement action after identifying noncompliance with local, state, or federal requirements. May be required to take charge of the Pretreatment Section during the absence of the supervisor. This class is differentiated from the Wastewater Treatment Plant Lab Technician and Operator in that the latter focuses on routine plant operations and lab analyses while the Environmental Compliance Inspector handles non -routine enforcement issues in the field. MINIMUM QUALIFICATIONS: Knowledge of: • Provisions of the City Sewer Ordinance and related federal and state pretreatment and hazardous waste regulations; • Methods of installation, operation, and maintenance of equipment used for monitoring industrial waste discharge; • Inspecting, sampling, and testing of industrial wastewater; • Safety practices, procedures, and equipment; • Related computer applications.
