MEMORANDUM

SUBJECT: Reinstatement Request for Moises Contreras
DATE: September 7, 2022
Mr. Moises Contreras, has requested reinstatement to the position of Police Officer
with the City of Bakersfield (refer to attached letter).
On August 16, 2021, Mr. Contreras was hired as a Police Officer in the Bakersfield
Police Department. Mr. Contreras resigned from the City of Bakersfield on
February 21, 2022 in good standing, and is now requesting reinstatement back to
a Police Officer.
Police Chief Greg Terry, has been contacted regarding this request. He
recommends placing Mr. Contreras on a reinstatement list for Police Officer.
Should the Board approve this request, Mr. Contreras' name will be placed on
Police Civil Service reinstatement list for Police Officer for the City of Bakersfield for
a period of one (1) year. The established reinstatement list may be utilized at the
hiring manager's discretion for selection of a final candidate per Police Civil
Service Rule 12.02 during periods of which vacancies occur.

SUBJECT: NEPOTISM RULING - POLICE DISPATCHER II ALISON WEBB AND POLICE OFFICER TRENT
ALEXANDER
Police Dispatcher II Alison Webb and Police Officer Trent Alexander are requesting a nepotism waiver
to live under the same household.
The following information has been compiled for your review and determination as to whether
nepotism creates an adverse impact on supervision, safety, security, or morale, or involves a
significant potential for conflicts of interest, as determined by the Police Civil Service Board.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Police Dispatcher 11 is as follows: Under
general supervision performs skilled work in receiving calls at the Communications Center, including
requests for police, fire and medical emergency services or to provide information. Dispatches
personnel and equipment for emergency service by telephone, radio, computer -aided dispatch
systems and other communications equipment. Disposition of calls is done in accordance with
established procedures; however, an employee of this class must be knowledgeable of local
government operations, the police, fire, medical aid systems, and the geographical layout of the
city. Performs related work as assigned.
A summary of the duties and responsibilities for the position of Police Officer is as follows: Under
general supervision performs work of average difficulty involving general duty police work in the
protection of life and property through the enforcement of laws and ordinances in a designated
area of the city or an assigned shift; and performs other work as required..
EMPLOYMENT OVERLAP
According to Assistant Police Chief Mike Hale, performance appraisals will not be reviewed or
conducted by any employee for another; employees would not be directly supervised by each
other; and they would not report to each other within the chain of command.

Subject: Sergeant Promotional Process Waiver Request
I submit this memorandum to respectfully request a waiver to the minimum qualifications for the Police
Sergeant (#01755) promotional examination process.
The Police Sergeant promotional examination requires applicants to possess a P.O.S.T. Advanced
Certificate. The Advanced Certificate is awarded to currently employed full-time peace officers of a POST
participating agency who possess an Intermediate Certificate, in my case have 12 years of experience,
earned 30 college units and 30 training points. I currently have 29.5 college units through American River
College and 31.75 training points. I attended a 40 hour Field Training Officer course at Bakersfield College
in October of 2021 which would give me 2.5 additional college credits, making me eligible for the Advanced
Certificate, however due to an admissions error I was never given the credit for the class. I have been
working with Bakersfield College for several months and have submitted necessary paperwork to rectify
the error (See attached). I have been contacted by the college and the Admissions Department and they
have confirmed that they have received the necessary paperwork and are working to fix the issue.
I have 5 years as a Senior Police Officer from August 7, 2017 to current. I was assigned to patrol as a Senior
Officer from August 7, 2017 to December fi, 2021 when I transferred to the Training and Logistics Division.
During my time in patrol I have worked as a Field Training Officer, Background Investigator and a report
writing instructor. It is for the above listed reason that I cannot yet apply for my Advanced Certificate, and
I respectfully request this minimum requirement be waived to then allow me to participate in the Police
Sergeant promotional examination process. Thank you for your consideration!
