Pastor Marisa Banks, Compassion Christian Center and Agapeland Christian Academy: Oleander neighborhood based church and Christian school (pre-school to 6" grade) is interested in becoming the lead of the Oleander community garden co-founded by KBB. Pastor Banks feels it could be a new place for generations to come together. b. Dr. Evelyn Young Spath, Retired Chief of Staff, California State University, Bakersfield: Education and sustainability are important to her. When she worked at CSUB learning that 40%of the campus felt food insecurity led to a 1-acre edible food garden and pop-up food pantry. She would help support Pastor Banks' efforts with the Oleander community garden. Dr. Young Spath is sure to bring along allies from the local farming community and other community members. B. City of Bakersfield SB 1383 Organic Recycling Education Outreach Campaign —Jessica Felix Visuals were not shared due to time. It was announced that movie screen ads, DMV ads, and more from the City are out now to help educate the public that organic recycling of food scraps is now the law in California. H. Recap 12" Annual America Recycles Day: November 12, 2022, 8 a.m. to 12 p.m. — Ray Scott More than 100 cars went through the drive through. Approximately 10,0001bs. of items were recycled/diverted from the landfill. The event went smoothly. I. Recap Bakersfield Christmas Parade, Thursday, December 1, 2022: Brooks Douglass/Paul Yanez Brooks Douglass thanked Paul Yanez for everything. Paul thanked the Greenfield Walking Group for festively joining them in the parade. Next year the parade will be on Dec. 7. VI. Staff Comments • Julie Drimakis: KBBC recruitment for current vacancies has been reopened. City Council is scheduled to vote to make appointments on Wednesday, January 11, 2023. • Brianna Carrier: Volunteer litter cleanup data is needed from KBB to follow up with Caltrans grant project for Garces Circle improvements. KBBC members need to let Brianna know if they would like to be a part of a Litterati app demonstration. She will reach out to KBBC about an ambassador program that could be related to Clean City Initiative. • Jessica Felix: The utility box mural on Truxtun Avenue across from Beale Library is done. Thanks to Cathy and those who brought attention to the Downtown Street Ambassadors needing keys to service pedestrian trash cans. They have access now. Merry Christmas to all. • Elizabeth Villanueva: Please don't reply all on informative group emails due to the Brown Act. • Nathan Gutierrez: He will share the Mayor's GAC High School Challenge with the City Youth Commission so that they may promote it at their high schools. VII. KBBC and Advisory Board Comments • Heather Pennella: She thanked the Enriquez Family for all the volunteerism and leadership for KBB in October. She also thanked Pastor Marisa and Dr. Young Spath for coming today for public comments. She offered them her support in their now anticipated application to adopt a community garden. • Theresa Olson: Reminded the group that those who get appointed on January 11, to get their Oath of Office done in advance of the January meetings. National Night Out, Tuesday, October 4: yokuts Park, 6 p.m. — 9 p.m. — KBBC Attendees Brooks Douglass, Tai Quan, Matt Martin, and Zech Garcia volunteered for the KBB booth. It was a good turn- out for volunteer sign-ups in comparison to other events. V. Staff Comments • Gregg Strakaluse: Thanks to all for the support and time for preparations for the economic summit that the City is hosting. VI. KBBC and Advisory Board Comments • Cathy Butler and John Enriquez: They shared that the Downtown Street Ambassadors have not had a key to service trash cans on Chester Avenue. • John Enriquez: Volunteers are welcome to help Arvin High School and him plant flowers downtown tomorrow, Oct. 15. • Heather Pennella: The umbrella mural downtown on the exterior of Tina Marie's wall is redone. • Sue England: Ward 6 cleanup preparations underway. • Monica Cater: The HUB of Bakersfield wants to know if KBB will give supplies and volunteer with them downtown on Nov. 12. Brooks Douglass is willing to make himself available as a KBB representative. VII. Keep9akersBeldBeautiful The City of Bakersfield Keep Bakersfield Beautiful Committee is co-founder of KEEP AMEXRA BEAUTIFUL AFFILIATE two community gardens on City -owned property as exploratory projects. This application is for the opportunity to enter into a City of Bakersfield Adopt An Area agreement as the lead volunteer coordinator at a one of these gardens. The lead volunteer coordinates community garden maintenance, other volunteers, activities, events, and possibly programs. Events must include participation as a volunteer site for the Great American Cleanup in the spring and Make A BAKERSFIELD Difference Day in the fall season. City of Bakersfield General Community Garden Guidelines Things to Do a) DO sign a two-year standard City of Bakersfield Adopt An Area Agreement. b) Do share these guidelines with fellow community garden members with an assigned plot/bed and/or role in the garden. c) DO collect Keep Bakersfield Beautiful Adopt An Area agreement Exhibit B liability waivers from all volunteers per agreement term and submit them to the City of Bakersfield. Keep Bakersfield Beautiful Litter Subcommittee Meeting with Caltrans Tuesday, November 15, 2022, 1:00 pm Via WebEx Minutes Submitted by Volunteers Carole Enriquez and John Enriquez 1. Welcome and Introductions. The meeting was called to order at 1:05 pm. In attendance were John Enriquez, Carole Enriquez, John Liu, Cody Miller, David Madding, Amarit Dhaliwal, Curt Hatton, Jessica Felix, John Lorance, Joycelene, Mayor Karen Goh, Travis Landes, Joel Martin, Maria Montoya, Edward Offerding, Rob Ball, Ruben Suarez, Sal Moretti, and Jamal Mussa. 2. Clean California Update — Curt Hatton reported that the SAMs and other crews are doing a great job. In Caltrans District 6 the target was 74,000 cubic yards of litter collected for the year, and that amount will be surpassed. Cycle 2 of the Grant Program is underway. The first grant workshop was held on November 3 and a second will be held on December 13 via Webex. $90 - $100 Million will be distributed statewide. Planning for the Clean California Community Day continues with a tentative date of March 25, 2023. Adopt a Highway and other local community cleanups are anticipated along with District wide events. Sagent and Keep America Beautiful are working on cleanup kits to be distributed. CSUB is included in the partners increasing communications on the event. As far as specific projects are concerned, the Highway 204 improvements will include bicycle lanes and murals. The Garces Circle Project needs a sturdier fence, and art and lighting are in the planning stage. Route 178 bridge columns will get painted. At the Truxtun railroad crossing there will be a mural. Stamped red concrete will be added at numerous locations where there is none. Mayor Goh discussed the need for Garces Circle improvements to happen as soon as possible since the temporary fencing has just moved the homeless into the circle itself. John Liu said the project would go to bid early in 2023 and start construction in the Spring. They are looking for ways to patrol the temporary fence and get it better secured. 3. Caltrans Projects Update —Amarjit Dhaliwal reported on current projects. The Bakersfield Freeway Connector should be complete in a few weeks. Ming Avenue at Highway 99 should be reopened by Thanksgiving. Roundabouts are planned for the intersection of Routes 224 and 184 and Route 184 at Sunset. 4. Adopt a Highway Update — Maria Montoya said all was going well and there was nothing new to report. O 0 5. California Economic Summit Projects Update — John Enriquez discussed the work done downtown in advance of the Economic Summit. 6. Keep Bakersfield Beautiful Update — Jessica Felix showed photos of the flower plantings downtown for Make A Difference Day, which attracted lots of first time volunteers. Four traffic control utlity boxes will be painted by one artist with a cohesive theme on Chester Avenue at Truxtun Avenue through 24th Street. This project will be done by March. Jessica offered to help Caltrans get in touch with local artists as needed. On October 2911 the community garden in Oleander was overhauled by 65 volunteers to better attract a new group to run it. The Great American Cleanup is scheduled for April 22 on Earth Day 2023. John Enriquez reported that Arvin High will work with Keep Bakersfield Beautiful two Saturdays a month in 2023. 7. Freeway Litter Partnership Update — Michael Powers reported on the partnership with the Open Door Network, formerly the Bakersfield Homeless Center. He said each of three crews had collected 7 cubic yards of trash a day. Jessica thanked them for working on Veterans Day. The Street Ambassadors were working all six trucks from 6 a.m. - 11 a.m. Monday through Friday, but now are working three trucks from 6 a.m. - 11 a.m.and three from 11 a.m. to 4 p.m. to provide afternoon response. Mayor Goh said weekend coverage was also needed, and Michael said Open Door Network would be happy to help if the City wanted to expand their contract for service. David Madding said this was currently being discussed and that Open Door Network was happy to expand services to the City. He added that the clientele they have on the work crews know exactly what homeless individuals are going through and love to turn those they encounter on to services. David further reported that although they were 30 crew members short over nine contracts when he came on board, full staffing was achieved last week and there is a waiting list to join the crews. Sal Moretti described finding a work crew for the Taft area and said the County paperwork should hopefully be done for a January 1 start. 8. Committee Member or Public Comments Jessica reported that Renee Taylor is the new coordinator for the Clean City Initiative. John Liu reported that lots of artwork is planned for Highway 204. Time is of the essence to get the projects organized for a summer start. They would love to do some tree planting on state highways for the March Clean California event. Mayor Goh mentioned that it is very important that highway art be positive and thoroughly vetted for cultural sensitivity and accuracy. Curt said that they are working with the Arts Council of Kern to develop appropriate art. o Jamal said he needs to meet with John Enriquez regarding the burning of trash can liners downtown. The liners may need to be replaced with metal. 9. The meeting was adjourned at 1:48 pm. John and John Liu will determine meeting dates for 2023. November 2022 Project Report Submitted by John Enriquez Saturday, November 5 Downtown cleanup and Fox Theater seat cleaning by Arvin High School Construction Design Academy.18 volunteers worked three hours each for a total of 54 hours and two volunteers worked 10 hours for an additional 20 hours of service. 42 bags of trash were picked up. Sunday, November 27 World Mission Society Church of God cleaned up Mill Creek Park. There were 110 volunteers who worked three hours each for a total of 330 hours. Two volunteers worked 6 hours for a total of 12 hours. 200 bags of trash were collected.
