CLASS SUMMARY:
Under general supervision, provides paraprofessional, civilian police services; organizes
and implements public education programs to community groups and oversees
community events and programs; promotes and documents events via social media;
performs routine clerical and data collection duties; routine administrative duties; and
performs related work as required.

Essential Duties:

A Community Relations Specialist II is the journey -level class where the Community
Relations Specialist I is the entry-level class in the series. Work is distinguished from
Community Relations Specialist I by the increasing complexity of work assigned, the
individual full awareness of the operating procedures and policies within the work unit
and level of independence required to perform job duties. These classes are further
distinguished from the Community Relations Supervisor has oversight for all unit
functions.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Customer service methods related to assigned program area;
• Design and presentation of displays and brochures;
• Modern office practices, procedures, and equipment;
• Business English, grammar, punctuation, and spelling;
• Standard proofreading and editing practices;
• Personal computer operation and software applications including, social media
platforms, graphics and desktop publishing systems.

Licenses or Certificates:

Promotion to Community Relations Specialist II:
Promotion from Community Relations Specialist I to Community Relations Specialist II is
made on a merit basis without examination subject to recommendation by the
Department Head, approval of Human Resources. Under normal conditions, an
employee may be considered for promotion upon three years of experience as a
Community Relations Specialist I.
Physical Conditions or Special Working Conditions:
• Standard office environment and working conditions;
• Must be willing to work evenings, weekends, and outdoors in all weather
conditions;
• Travel to off -site locations, entering and exiting vehicles with extended sitting and
standing:
• Required to lift boxes, transport materials and set-up events on an occasional
basis.

• Attend community meetings and serve on committees or boards as a Police
Department representative;
• Leads, organizes and implements public education programs;

CLASS TITLE: POLICE PROPERTY AND FACILITIES SUPERVISOR
CLASS SUMMARY:
Under general direction, plans, coordinates, organizes, and implements facility
programs/operations within the Police Department; oversees a variety of technical level
tasks, projects and activities relative to assigned area of responsibility; oversees
department vehicle fleet; monitors and forecasts program needs; performs special
projects or other work as required.
Essential Duties:
• Surveys facilities, evaluates and makes recommendations for capital and
preventive maintenance needs;
• Prepares and monitors agreements for routine building and facility maintenance
and minor upgrade projects;
• Coordinates and manages all maintenance and construction activities and
projects, including painting, carpentry and plumbing repairs on City Police
Department buildings;
• Coordinates and oversees the work of skilled, semi -skilled and manual labor crews
and vendors;
• Monitors and coordinates scheduling of equipment and vehicle maintenance,
repairs and assignments within all Police divisions;
• Participates in the development and implementation of goals, objectives, policies
and priorities, monitors the efficiency and effectiveness of service delivery
methods and procedures;
• Supervises the maintenance of inventory of all assigned areas related materials
and supplies for the Police Department.
This is a single -incumbent classification responsible for the day -today supervision and
coordination of facility and related infrastructure needs of the Police Department.

Subject: Promotional Requirements Waiver Consideration
I am respectfully requesting consideration to waive the requirement for fifteen (15) semester
units related to police science curriculum for the upcoming test for Senior Police Officer
(Promotional) #01874. One of the requirements for the Senior Police Officer (Promotional)
test is to have thirty-five (35) semester units of accredited college study, with at least fifteen
(15) semester units related to police science curriculum. This requirement is specific to have
fifteen (15) semester units related to Police Science, however it underminesthe beneficial and
necessary information I have obtained throughout the additional college classes I have taken
which have helped me in not only becoming a capable Police Officer, but also a leader within
my specialized unit.
I attended the California State University of Bakersfield between 2015-2019 where I obtained
a Bachelor of Arts Degree in Liberal Arts and attended a widespread of different curriculum
classes which have helped me drastically in my career. Two class courses I attended are
"Technical and Report Writing" and "Writing and Researched" which are not considered as
Police Science classes; however, it prepared me for one of the biggest aspects in the Law
Enforcement profession which is report writing and being articulable. An additional class
course I attended was "Ethnicity and Culture" which is not considered a Police Science class;
however, it has prepared me to encounter individuals from a widespread of different
backgrounds and has helped me learn about different cultures which has helped me relate to
more individuals during my Law Enforcement Carrer. From 2015-2019 1 played Division 1
Soccer at California State University of Bakersfield, and each semester I attended a class titled
"Intercollegiate Men's Soccer". This class I took throughout each of these semesters has
showed me the importance of being a leader and how to communicate with others to lead a
successful team.
During my three years of being a Police Officer, I have used each of these valuable classes I
have attended and it has helped me to becoming a Leader on my patrol shift, it has helped me
join the Special Enforcement Unit, and have also become an Operator for the Special Weapons
and Tactics team.

Subject: Promotional Testing Requirements Waiver Consideration
I am respectfully requesting consideration to waive the requirement of at least fifteen (15)
semester units related to police science curriculum for the upcoming test for Senior Police
Officer (1t01874). 1 have been a Police Officer with the city of Bakersfield for four and a half
years and I possess my California POST Intermediate certificate as well as an Associate's
Degree in Business Administration from Cerro Coso Community College. I am currently
attending Arizona State University and pursuing my Bachelor's degree in Public Service and
Public Policy with a concentration in Emergency Management and Homeland Security. I have
successfully completed multiple courses in Public Service/ Police -related curriculum including
Introduction to Criminal Justice (3 Units), Public Service & Policy in the 21" Century (3 Units),
Leadership and Change (3 Units), Emergency Management 1 (3 Units), and Hazards and Risk
Management (3 Units). The listed courses are closely related to police science and the field of
law enforcement.
Additionally, I attended and successfully graduated from the Bakersfield Police Department
Law Enforcement Training Academy from February 2018 to August 2018. The academy
education was provided through Bakersfield College and through the academy I earned a total
of 21 semester units. Three years after successfully completing the academy, I discovered
Bakersfield College never provided my academy class with our education units and instead
our units showed to be "In progress' on our transcripts rather than "Complete". I contacted
the Bakersfield College administration and spoke to them about the issue in March of 2022
and they advised the issue was corrected shortly after I contacted them. My Bakersfield
College transcript now reflects that I have completed 21 units related to the Law Enforcement
Training Academy. I have attached my email communications with Bakersfield College
regarding the issue.
While I am seeking this waiver for the local testing process, I am still actively attempting to
obtain my updated transcripts from Bakersfield College which reflect the completed police
science related units.
The Bakersfield Police Department partners with our community to protect
