A summary of the duties and responsibilities for the position of Heavy Equipment Operator - Solid Waste 6 Recycling is as follows: Under general supervision, performs manual and skilled work in the operation of heavy and complex refuse collection and recycling equipment; performs lead work directing crews in the completion of daily schedules and special projects and performs other work as required. EMPLOYMENT OVERLAP According to the Public Works Director, Gregg Strakaluse, If Anthony Rodriguez is promoted to a Traffic Painter II position in the General Services Division of the Public Works Department, in any division/department, performance appraisals would not be reviewed or conducted by either employee for the other, neither employee would be directly supervised by the other, and they would not report to each other within the chain of command as they would be assigned to different divisions. Such actions are subject to certification of the appropriate civil service board. Human Resources conducted a citywide classification study for positions which predominantly perform fiscal related duties. The study was to assess the scope of duties by current incumbents and identify opportunities to support succession planning and employee development in light of the continued growth and expanded programs and personnel throughout the organization. As a result of the assessment, the Human Resources Department has established a new classification, Accounting Technician. The position will be a primary lead in the Finance Department acting as a technical specialist, trainer, and mentor in a defined section within the department. With the new classification, a request to allocate, and thus reclassify, one (1) Accounting Clerk II position to the classification of Accounting Technician is recommended. The incumbent, Teme Morning, has been employed as an Accounting Clerk II within the Finance Department since 2002. Morning has developed a key understanding of practices, policies and procedures and serves as a final reviewer of citywide accounts payable processes, educating and auditing staff work. Morning has provided staff training and, in the new role, will assist with completing state tax reports, managing and tracking system updates for City vendors, leading staff training for existing and new personnel and development of technical standard operating procedures. In review with Randy McKeegan, Finance Director, Ms. Morning has demonstrated the skills required for the Accounting Technician position and performed the essential job duties. With the continued expansion in City personnel and increased frequency and complexity of audits, particularly related to pension, a lead position is essential to maintain the effectiveness and efficiency of citywide payroll within the Finance Department. The Human Resources Department is recommending the reclassification of one (1) Payroll Technician position to the newly created classification of Senior Payroll Technician. The incumbent, Dawn Tomayo, is employed as a Payroll Technician within the Finance Department. Upon research and review of the employee's job duties, it has been determined that the employee has been performing the duties within the job scope of the Senior Payroll Technician classification: "Under general supervision, performs a variety of highly technical and complex skilled journey -level accounting duties in support of citywide payroll and employee benefit administration; conducts extensive research and interprets various regulatory and policy guidelines related to payroll processing and reporting; reviews and responds to audit requests; advises and trains on accurate payroll procedures; processes payroll; maintains records; may have lead duties; and performs special projects or other duties as assigned." The Payroll Technician position is primarily responsible for processing and oversight of citywide payroll; Senior Payroll Technician is distinguished as follows: "This is the advanced class in the series with technical and complex reconciliation, reporting and research duties related to payroll reporting and audits.
