Give Big at the Park [at Riverwalk], 8 AM —1 PM, Saturday, April 22 Task: Per KBBC request, Sophia Felix will lead the KBB booth at the Park at River Walk until 11 a.m., however someone would need to take over until the event ends. Sophia and Zechariah will reach out to Tai Quan for the second shift. Task: Jessica Felix will request a QR Code to promote KBB in Give Big Kern for this booth and the KBB booth at Yokuts Park. C. KBB Adopt A Street Agreement and Liability Waivers — Jessica Felix KBBC signed paperwork to adopt Chester Avenue between California Avenue and Garces Circle plus part of Garces Circle again. D. Anti -Litter PSA Campaign Factors to Promote Behavior Change — Heather Pennella/California State University, Bakersfield Heather has reached out to the president of CSUB. Heather has since reached out to CSUB library to help. She anticipates gathering more information over the next month. F. Schedule Mayor's Community Appearance Index — Heather Pennella 1. Scheduled for Friday, June 16 from 8 a.m. —12 p.m. using the same route as 2022 G. Recap: Saturday, March 25, 2023, Clean California Community Day —Zechariah Garcia 1. About 15 bags of litter were collected 2. About 10 volunteers did litter clean up and weeds removal by the Bakersfield sign near Hwy 99 northbound H. Litterati App for Tracking Litter Cleanups —Nathan Gutierrez Nathan Gutierrez is communicating with Literatti for program options for KBBC to consider. Task: At the request of Nathan Gutierrez, Jessica Felix will continue this item on the May agenda. V. City of Bakersfield, KBBC, and Advisory Board Comments A. Evelyn Young Spath: She relayed that there may be a homeless person living at the Seeds of Inspiration Community Garden. Jessica Felix asked City Code Enforcement to look into it in advance of GAC. B. Harwant Gill: She requested that KBB have a booth at a walk/run event at The Park at Riverwalk on April 29. No commitment was made by KBB. VII. Special Projects and Programs Funding Update — Staff: Jessica Felix tabled the item. She reported that Great American Cleanup (GAC) sponsorship are looking strong and encouraged the KBBC to participate in the unofficial challenge that they self-imposed to raise at least $1,000 each. B. KBBC Give Big Kern Option(s) —Chairperson 1. Vote to Set KBBC Member Contribution Level for Give Big Kern Board Challenge ($5 Minimum Per Person) Motion to set a minimum donation of $20 per KBBC member: Ray Scott Seconded by: Brooks Douglass Approved: Unanimously 2. Give Big at the Park [at Riverwalk], 8 AM — 1 PM, Saturday, April 22, Booth Sign Up Deadline, March 23: Tabled. Handout - This event is a direct conflict with the GAC. However, the unofficial consensus of KBBC is to participate in the program. An alternative is being sought. Roundtable discussion included if Give Big Kern would change the date, move the location to the soccer field of Yokuts Park, or for KBB Committee member(s) to host the community outreach booth with the plan that Give Big Kern has already announced to its participants. If the Give Big Kern event remains a direct conflict at a different location than GAC, then the KBBC consensus is to use the KBB branded outreach tent and table cloth for the Give Big Kern event rather than GAC. Task: Per KBBC request, Jessica Felix will register for this Give Big Kern by March 23. Task: Add item to the April KBBC agenda. Item will include which KBBC members will volunteer for this outreach event. C. Saturday, March 25, 2023, Clean California Community Day —John Enriquez: 2 Handouts —John Enriquez will lead volunteers to beautify the Bakersfield gateway sign near McKee Street and H Street on the south end of the City next to Northbound Highway 99. Volunteerism is 8 a.m. — 10 a.m. John will provide cleanup supplies. If there is a strong volunteer turn out, John will expand volunteer activities to more than litter cleanup. Task: Jessica Felix will register KBBC's participation in the event through State of California Clean City Initiative. D. Overview of Litterati App for Tracking Litter Cleanups — Nathan Gutierrez for Brianna Carrier: Nathan with the help of Ray Scott and Jessica Felix, reintroduced the app's general capabilities and price range. The app could be used for $0, however, to have full feature access, which includes data that could help strategize litter and illegal dump cleanups, the cost would be approximately $10,000 annually. KBBC may request City to direct County Illegal Dump Fee funding for education, eradication, and enforcement purposes related to litter and illegal dumping to acquire this app. Task: At the request of Nathan Gutierrez, Jessica Felix will continue this item on an upcoming KBBC agenda. Overview of Downtown and Old Town Kern Pedestrian Trash Cans —John Enriquez: 5 Handouts —John Enriquez presented recommendations to repair, replace, or add pedestrian trash receptacles downtown. John had previously discussed the matter with City Recreation & Parks Department (R&P) staff. John reports, that R&P staff agree with his recommendations and added 4 more locations that should be improved. John estimates that it would be $10,000 or less to make the improvements. John also reported that the pedestrian receptacles in Old Town Kern are in good working condition. This item was tabled for Downtown. It is to be determined if City will move forward with the improvements without KBBC's involvement. F. Approval of Litter Subcommittee and Advisory Board Reports — Chairperson Motion: Brooks Douglass Seconded by: Sue England Approved: Unanimously G. KC Career and STEMposium Expo, 8:30 AM — 1 PM, Tuesday, April 28, Booth Sign Up Deadline, April 14. — Staff: Tabled. KBBC consensus, that although it's a worthwhile event for local youth, KBBC would not participate with a booth this year. H. April 22, 2023: Great American Cleanup (GAC) Planning Committee —Theresa Olson, Brooks Douglass 1. Vote to Select Dr. Harvey Hall Outstanding Volunteer of the Year Award Recipients Motion to select an individual winner and a group winner: Ray Scott Seconded by: Manuel Ramirez Approved: Unanimously Motion to award Jodie Hare for the individual category: Manuel Ramirez Seconded by: Ray Scott Approved: Unanimously Motion to award Arvin High School for the group category: Noe Garcia Seconded By: Brooks Douglass Approved: Unanimously Sponsors Maximum Benefits Deadline Extension: Jessica Felix reported that Friday, March 24, 2023 is the new preferred date for sponsors commitments and logo submissions. KBBC Members and Advisory Board Members Activities Before, During, and Post Event Task: Brooks Douglass and Jessica Felix will share the GAC assignments list with the group. Update Volunteer T-Shirt Vendor and Logo: Visual Aids —Jessica Felix reported that KV Print will be the shirt vendor. 5. Update Promotions Methods and Budget: Visual Aid —12 in -kind billboards are now in the community thanks to Sun Outdoor. Facebook and Instagram boosted outreach efforts have been done. Staff anticipates doing another round. Mayor Goh and City Technology Services updated the Mayor's GAC High School Challenge promotional video. Theresa Olson presented the event to a meeting of local real estate brokers for volunteerism and sponsorship. Task: Per Theresa Olson's request, staff will see if Facebook post could link to the KBB web page about GAC. 6. Meeting Schedule Bi-weekly on Tuesdays at 12 p.m., Next Meeting: March 14, 2023 Task: Brooks Douglass will invite new KBBC members to online GAC Planning Committee meetings. 7. Volunteer Crew Captain Meeting, March 28 at City Hall — South, Council Chambers: Mayor Goh, GAC chairpersons Theresa Olson and Brooks Douglass, and Jessica Felix will present. Task: Jessica Felix will draft a PowerPoint presentation. Speakers need to arrive by 5:30 p.m. Other KBBC members and Advisory Board may arrive 5 p.m. — 5:30 p.m. to help set up and usher in volunteers. Online Volunteer Recruitment Soft Deadline: Friday, April 7, 2023: Ignacio Garcia reported that there are currently approximately 650 volunteers registered for the event and more are promising to do so. V. Staff, KBBC, and Advisory Board Comments A. Cathy Butler: She's grateful for the new advisory board members' contributions. She shared a flyer for the State of Downtown Breakfast on March 23, 2023, which begins at 7:30 a.m. Mayor Goh and John Enriquez will be in attendance. Block to Block program captains will be encouraged to suggest cleanup sites. She also mentioned there was vandalism to wall murals downtown. KBBC said that they would not be able to volunteer to clean up vandalism because the murals are on private property. Ray Scott suggested to reach out to the Arts Council of Kern as that organization was part of those mural projects. B. Brooks Douglass: City General Services attended KBB Graffiti Abatement Subcommittee meeting. Brooks requested a list of utility boxes that get vandalized regularly to create a priority list for murals. Next KBBC meeting, Brooks will request a box location for a mural in Ward 4 and would like each appointee to make a suggestion for a location in the Ward that they represent. C. Nathan Gutierrez: Ray Scott will present GAC to the Youth Commission. The Youth Commission will have a fundraiser on March 19, 2023 from 8 a.m. to 2 p.m. at the Haggin Oaks Farmer's Market [Kaiser Permanente] to provide school supplies to those in need. D. Noe Garcia: He shared how he started volunteering with KBB with John Enriquez downtown. He's returned to Bakersfield after graduating UCLA. He looks forward to doing community work with KBB as an appointee. E. John Enriquez would like to do an alternative recognition of Monica Cater for her service as a KBBC member. F. Manuel Ramirez shared that he is also from Bakersfield and has volunteered for KBB in the past. He's honored to serve this community that he loves with KBB. VII.
