MINUTES
1. ROLL CALL at 12:00 pm
Present: Chair Ortiz, Vice -Chair Abernathy, Committee Members Madland, Dewey,
Campbell, Koman, Rojas -Mora, and Prince
Absent: Committee Member Perez-Andreesen
2. PUBLIC COMMENTS
None
4. NEW BUSINESS
a. Selection of Chairperson and Vice Chairperson
After tied ballot, Vice -Chair Abernathy dropped out. Motion by Committee
Member Dewey, seconded by Vice -Chair Abernathy to appoint Ortiz as chair.
Motion was approved with Committee Member Perez-Andreesen absent.
Motion by Committee Member Madland, seconded by Vice -Chair Abernathy
to appoint Campbell as Vice -Chair. Motion was approved with Committee
Member Perez-Andreesen absent.
b. Adoption of Minutes from the April 21, 2022 Oversight Committee
meeting
Motion by Committee Member Koman, second by Committee Member
Prince, to adopt the minutes from the April 21, 2022 Oversight Committee
meeting. Motion was approved with Committee Member Perez-Andreesen

absent and Vice -Chair Campbell and Committee Member Rojas -Mora
abstaining.
c. Fiscal Year 2022-23 Mid -Year Budget Recommendations
Motion by Committee Member Abernathy, seconded by Committee Member
Dewey that the Bakersfield Police Department proposal for $600,000 is
consistent with the measure and to recommend to the City Council. Motion
was approved with Committee Member Perez-Andreesen absent.
Motion by Committee Member Prince, seconded by Committee Member
Rojas -Mora that the Strategic Programs Proposal total $4,476,813 is consistent
with the measure and to recommend to the City Council. Vice -Chair
Campbell motioned to amend and to vote individually on each sub item,
seconded by Committee Member Abernathy. Motion failed due to lack of
majority. First motion was reconsidered. Motion fails due to a tie, with
Committee Members Dewey, Rojas -Mora, Prince and Chair Ortiz voting no.
Motion by Committee Member Koman, seconded by Vice -Chair Campbell
that the Finance Department proposal $1.6 Million is consistent with the
Measure and to recommend to the City Council. Motion was approved with
Committee Member Perez-Andreesen absent.
Motion by Committee Member Koman to separate the three items for The
Enhance Quality of Life and Public Amenities Proposals into three separate
votes, seconded by Vice -Chair Campbell. Motion was approved with
Committee Member Perez-Andreesen absent.
Motion by Committee Member Dewey, seconded by Committee Member
Prince to approve Animal Shelter Operating & Capital Improvement Projects
Allocation of $300,000 as consistent with the measure and to recommend for
the City Council. Motion fails due to tie, with Committee Members Madland,
Koman, Abernathy, and Vice -Chair Campbell voting no. Committee Member
Prince finds that the shelter does fall under at least two spending priorities for
PSVS.
Motion by Committee Member Prince, second by Committee Member Rojas -
Mora to approve Park Amenities & Renovation Improvements Funding
Allocation of $300,000 as consistent with the measure and to recommend to
the City Council. Motion is approved with Vice -Chair Campbell and
Committee Member Abernathy voting no and Committee Member Perez-
Andreesen absent. Vice -Chair Campbell encouraged Council to refer to
wording of the measure.
Motion by Committee Member Koman, second by Committee Member Prince
to approve the Support Funding for Endangered Species Act Compliance
Allocation of $400,000 as consistent with the measure and to recommend to
the City Council. Vice -Chair Campbell made comments opposing these items
as they are not consistent with the measure. Committee Member Abernathy

made comments about the increase in pricing for everything due to
Endangered Species Act. Motion is approved with Vice -Chair Campbell and
Committee Member Abernathy voting no and Committee Member Perez-
Andreesen absent.
5. DEFERRED BUSINESS
None
6. COMMISSIONERS COMMENTS
Committee Member Koman asked to discuss items before a motion.
Committee Member Prince asked about a light study regarding reducing
crime, and asked for an update on the study.
Chair Ortiz asked for an update on the Rangers program.
7. ADJOURNMENT
Meeting was adjourned at 2:13 p.m.
