SUBJECT: Reinstatement Request for Elijah Carrillo
DATE: June 7, 2023
Mr. Elijah Carrillo, has requested reinstatement to the position of Police Trainee
with the City of Bakersfield (refer to attached letter).
On September 26, 2022, Mr. Carrillo was hired as a Police Trainee in the Bakersfield
Police Department. Mr. Carrillo resigned from the City of Bakersfield on
September 28, 2022 in good standing.
Police Chief Greg Terry, has been contacted regarding this request. He
recommends placing Mr. Carrillo on a reinstatement list for Police Trainee.
Should the Board approve this request, Mr. Carrillo's name will be placed on
Police Civil Service reinstatement list for Police Trainee for the City of Bakersfield
for a period of one (1) year. The established reinstatement list may be utilized at
the hiring manager's discretion for selection of a final candidate per Police Civil
Service Rule 12.02 during periods of which vacancies occur.

My name is Lukious Sims, and I have been a police officer with the Bakersfield Police
Department since August 9, 2010. 1 was promoted to the rank of Police Sergeant
September 28, 2020.
I am applying for the promotional Police Lieutenant position; however, I do not yet
possess my P.O.S.T. Supervisory Certificate. As a result, I am requesting a waiver for
that specific qualification. Due to the Pandemic, the Bakersfield Police Department had
a large number of sergeants needing to attend the P.O.S.T. Supervisory Course. The
Department Created its own P.O.S.T. approved Supervisory Course but would need to
present the course twice to satisfy the need. I was not selected to attend the
Department's first presentation of the Supervisory Course. I was later assigned to attend
a course related to my primary duty as the supervisor over recruitment and retention. At
the time I as assigned to attend this course, the dates for the second supervisory course
had not yet been determined. When the second Supervisory Course dates were
determined based upon availability of the instructors, I discovered the dates conflicted.
It was determined that I should participate in the training relevant to my primary duty
and that a later Supervisory Course would be available for me to take with our
department.
Late February of this year I began to inquire about an additional Supervisory Course
that our department will be putting on and I was advised that due to P.O.S.T. related
issues we would not be presenting the Supervisory Course again until late 2023. 1 then
began to attempt to locate the Supervisory Course presented by other agencies. I
discovered that there was still a great need for this course as every presenting agency
had a wait list. The earliest Supervisory Course I could sign up for was July 2023. The
Department approved and funded my attendance of this course, which will be presented
July 10, 2023.

Regarding the additional minimum qualifications, I have a Master's Degree in Public
Policy and Administration; I completed the Police Sergeant Probation period in
September of 2021, and I possess a valid California driver's license.
Since promoting to sergeant, I have held multiple primary and collateral supervisory
positions. I have received multiple performance evaluations where I have either met or
exceeded expectations for these positions.
Based on the information provided, I hope and pray this waiver is granted so that I can

the application of specialized knowledge to the investigation and detection of crime;
and performs other work as required.
REPRESENTATIVE DUTIES:
The followina typical tasks and responsibilities are representative of the position's essential
duties. They are descriptive, not limiting.
Essential Duties:
• Conducts routine, complex, and specialized investigations of criminal activity
including crime against persons, property crimes and violations of City
ordinances, federal and state laws;
• Conducts administrative and personnel investigations;
• Educates community members on protective techniques;
• Testifies in court trials and coroner inquests;
• Dictates and authors criminal and administrative reports;
• Assists in the maintenance of record and evidence retention;
• Interrogates and obtains formal statements from suspects and witnesses;
• Testifies in court trials and investigates coroner inquests;
• Dictates and types of criminal reports;
• Assists in the maintenance of crime file records and clerical materials;
• Assembles and submits complaint packages to the district attorney's office and

DISTINGUISHING CHARACTERISTICS
This class is distinguished from Senior Police Officer in that the Detective is a
specialized position, capable of exercising a greater degree of independent
judgment due to the scope of work in reviewing and weighing evidence,
determining the scope of subsequent investigation, interpreting and applying
technical laws, ordinances and procedures. This class is distinguished from a
Police Sergeant in that the latter has full supervisory authority.
MINIMUM QUALIFICATIONS:
Training and Experience:
• Must have at least four (4) years' experience as a police officer, the last two (2)
years with the Bakersfield Police Department;

• Use and safe handling of firearms, chemical agents, and other weapon systems;
• Principles and application of spelling, grammar, and punctuation in business
writing;
• Business office and computer equipment use;

awareness;
• All policy, regulations, and procedures applicable to the Police Officer function.
Ability to:
• Communicate clearly and accurately, both orally and in writing;
