Such actions are subject to certification of the appropriate civil service board. As the City has grown, Treasury's obligations have as well. A review of the most recent Annual Comprehensive Financial Report shows that in the last 10 years, the City's revenues have more than doubled, with expenditures not far behind. In 2008/2009 Treasury had a dedicated Accountant on staff that handled many items the Treasury Supervisor must now take time to complete. Since then, the City's population has grown by approximately 20%. We have experienced growth in the business population as well as an increase in the number of business licenses and need for discovery and compliance efforts. With an Accountant on staff, duties can be shifted to allow for a more balanced approach at managing workflow. Human Resources Department is recommending the reclassification of one (1) Financial Investigator position to the classification of Accountant I. The incumbent, Lacey Northrop, is employed as a Financial Investigator with the Finance Department. Lacey has earned all the necessary accounting credits as outlined in the job specifications and is on track to graduate with a bachelor's degree in Accounting. Upon research and review of the employee's job duties, it has been determined that the employee has been performing the duties within the job scope of the Accountant I classification: The Accountant I position is primarily responsible for the maintenance of a complex cost accounting system in addition to the normal accounting records of Finance: • Under direction, supervises and assists with the maintenance of the financial records and accounts for a departmental or other accounting system and performs other duties as directed. • Work involves responsibility for the maintenance of a complex cost accounting system in addition to the normal accounting records of the department; • Prepares a variety of financial and statistical reports; • Work is carried out under the general supervision of the department head but calls for considerable independent judgement on technical matters; • Plans, assigns and reviews the work of employees engaged in financial record keeping, analyzes and interprets accounts, records and budgetary allotments; • Assists with the preparation, analysis and review of revenue estimates, expenditures and fund conditions involving administering budgets; • Sets up and supervises financial record keeping systems; • Prepares periodic financial statements and reports. Human Resources ("HR") has taken several steps to automate routine, but very essential, work functions to drive efficiency and ease of use for end -users. In addition to these centralized efforts, the City has endeavored to procure, design and implement a new Enterprise Resource Planning system ("ERP"). This system will replace the legacy system, dating back to 1995, to store and manages all related budget, payroll and HR data processes. In assessing the needs of these systems and the interrelated understanding of HR program needs, the HR Analyst I will serve in a primary project management capacity and facilitate process improvement and system updates. This role will be the "coordinator" to work with vendors, HR and department staff to understand work rules, programs as they relate to system applications. The position will be the contact with implementation of the new ERP system and provide ongoing system support to data integrity, program coordination and system updates. HR is recommending the reclassification of one (1) Human Resources Specialist position to Human Resources Analyst I. The current incumbent, Starla Giordano, is employed with the Human Resources Department. Upon research and review of the employee's job duties, it has been determined that the employee has been performing the duties within the job scope of the new classification. The HR Specialist is a para-professional class making technical and administrative functions in one or more areas of in the human resources using specialized knowledge where the HR Analyst I is distinguished as an entry-level professional position performing more independent tasks; assessing program needs and making recommendations on best practices to support processes. Therefore, based on the above, I recommend this employee be reclassified from Human Resources Specialist position to Human Resources Analyst I because of the nature of the work duties and complexity of assignments.
