A motion was made by Commissioner Lucas and seconded by Commissioner
Thompson to approve the minutes for the Regular Meeting of June 7, 2023.

A motion was made by Commissioner Lucas and seconded by Commissioner
Thompson to approve the minutes for the Special Meeting of June 22, 2023.

A. CERTIFICATION OF POLICE LIEUTENANT, EXAMINATION #01928
After discussion, a motion was made by Commissioner Thompson and seconded
by Commissioner Lucas to approve staff recommendation and approve the
Certification of Police Lieutenant, Examination #01928. APPROVED, ALL AYES
B. NEPOTISM WAIVER REQUEST FOR POLICE LIEUTENANT CANDIDATE(S)
After discussion, a motion was made by Commissioner Lucas and seconded by
Commissioner Thompson to approve staff recommendation and approve the
Nepotism waiver request for Santiago Baltazar and Timothy Diaz.

After discussion, a motion was made by Commissioner Thompson and seconded

Certification of Police Property and Facilities Supervisor, Examination #01927.

CERTIFICATION OF ANIMAL CONTROL INTAKE TECHNICIAN, EXAMINATION #01938
After discussion, a motion was made by Commissioner Thompson and seconded
by Commissioner Lucas to approve staff recommendation and approve the
Certification of Animal Control Intake Technician. APPROVED, ALL AYES

Subject: Reinstatement request
I am authoring this memorandum regarding reinstatement for my position as a police
detective with the Bakersfield Police Department. I voluntarily left the Department in
August of 2022 for a position as a law enforcement officer with the State of California. I
left the Bakersfield Police Department in good standing and was not facing any discipline
action or personnel investigations.

SUBJECT: Reinstatement Request for Brent Thomas
DATE: August 2, 2023
Mr. Brent Thomas, has requested reinstatement to the position of Detective with
the City of Bakersfield (refer to attached letter).
• On October 7, 2011, Mr. Thomas was hired as a Police Trainee in the
Bakersfield Police Department.
• Promoted to a Police Officer on March 16, 2012.
• Promoted to a Detective on February 4, 2019.
• Mr. Thomas resigned from the City of Bakersfield on August 4, 2022 in good
standing.
Police Chief Greg Terry, has been contacted regarding this request. He
recommends placing Mr. Thomas on a reinstatement list for Detective.
Should the Board approve this request, Mr. Thomas' name will be placed on
Police Civil Service reinstatement list for Detective for the City of Bakersfield for a
period of one (1) year. The established reinstatement list may be utilized at the
hiring manager's discretion for selection of a final candidate per Police Civil
Service Rule 12.02 during periods of which vacancies occur.

Date: July 5, 2023
Subject: Request for Reinstatement
I am currently a temporary Secretary II assigned to Records since I voluntarily
stepped down from my position as Senior Police Records Clerk back in February. I
had stepped down due to personal circumstances that prevented me from working
at full capacity. These circumstances have since been resolved. I am now
respectfully requesting that I am reinstated as a full-time civilian employee. I am
aware that the Senior Police Records Clerk position I held before is now at full
complement, so I am requesting to return as Clerk Typist II and be assigned to the
Office of Performance & Analysis.

SUBJECT: Reinstatement Request for Elizabeth Olivas

Ms. Elizabeth Olivas has requested reinstatement to the position of Clerk Typist II
with the City of Bakersfield (refer to attached letter).
• On August 5, 2013, Ms. Olivas was hired as a full-time employee as a Clerk
Typist I in the Police Department.
• Promoted to Clerk Typist 11 on March 19, 2018.
• Promoted to a Senior Police Records Clerk on August 16, 2021.
• Ms. Olivas transitioned, from a Senior Police Records Clerk to a temporary
Secretary II on February 27, 2023.
Police Chief Greg Terry, has been contacted regarding this request. He
recommends placing Ms. Olivas on a reinstatement list for Clerk Typist II.
Should the Board approve this request, Ms. Olivas' name will be placed on Police
Civil Service reinstatement list for Clerk Typist II for the City of Bakersfield for a

Date: 6/27/23
Subject: waiver Request for the Police Captain testing process
I am submitting this memorandum for the purpose of being considered for a waiver to allow me
to test for Police Captain. At present I have been a Police Lieutenant for 32 months (11 months
as an acting Lieutenant and 21 months as a Lieutenant). I have Completed P.O.S.T.
management School. During the time I was an acting Lieutenant, I acted with the full authority
of a BPD Lieutenant, with all the responsibilities associated with the rank. P.O.S.T. does not
recognize acting time when calculating the two years required to apply for the P.O.S.T.
Management Certificate, so I am not yet allowed to apply for my Management Certificate.
Based on these facts I am requesting a waiver so that I may participate in the testing process for
Police Captain.
