Please note the following:
• The California Department of Public Health has mandated that everyone in California wear a mask in indoor public
spaces.The order is in effect December 15, 2021 to January 15, 2022.
• Council public comment policies will change effective January 1, 2022. Public statements will now be divided
between "Agenda Item Public Statements" and "Non-Agenda Item Public Statements."All persons desiring to
address the Council on an item listed on the agenda will be limited to two (2) minutes per person, 20 minutes total
per agenda item. Note:The Consent Calendar as a whole constitutes one agenda item. All persons desiring to
address the Council on a general item of interest within the subject matter jurisdiction of the Council that is not
listed on the agenda will speak during the Non-Agenda Item Public Statements portion of the meeting. Speakers
will be limited to two (2) minutes per person, 20 minutes total for all non-agenda item statements.

Items 7j-m. Annual Compliance Reports for Fiscal Year 2020-2021 (AIIIIWards) California Government Code Section
66006 requires that local agencies make information available for public review for certain programs and projects.
Reports available for public review include Bridge Crossings and Major Thoroughfare Fees, Planned Drainage Area Fees,
Planned Sewer Area Fees and Transportation Impact Fees. The public review period has concluded and staff recommend
approval of the reports.
