NEW BUSINESS Item 3o' (AUU Wards) Staff will provide a presentation to City Council previewing allocations being considered for mid-year appropriation at future City Council meeting. Item 3b. City Charter Review Considerations (AUK Wards) In response to a recent City Council referral, staff have researched the factors and approaches to consider when reviewing the City Charter. Staff reviewed election code and City Charter language specific to Charter amendments. Staff have also reviewed processes and approaches that have been used by benchmark cities and have consulted with the County related to costs and timing for ballot measures.Staff will provide a presentation tothe City Council outlining these considerations and solicit Council direction. CLOSED SESSION Itemns4' Conference with Legal Counsel (All Wards) APPOINTMENTS Item 6a' PSVS Citizens Oversight Committee (All Ww ds) On November 6, 2018, voters within the City of Bakersfield approved Measure N, known as Bakersfield Public Safety/Vital City Services Measure(Measure).The Measure is a locally controlled one-cent sales tax measure that will provide approximately $50 million annually to the City of Bakersfield to address top community priorities including enhancing public safety, reducing homelessness and bolstering economic development activities.The Measure requires that the City Council establish a Citizens Oversight Committee(Committee) of no more than nine residents of City to act in an advisory capacity to review the expenditure of revenues generated by the tax imposed by the Measure. Resolution No. 009'19(1) was adopted by Council at the January 19, 2022 meeting revising the appointment process for the Citizens Oversight Committee. Each of the seven [ound|membeo and the Mayor are to nominate one Member to the Committee whose term shall run concurrent with the nominating official. In addition, the City Council would appoint one at-large Committee member by a majority vote of the City Council for a term of three years. Twenty-one applications for appointment have been received. Staff recommends Council determination on appointments to the nine member Committee. CONSENT CALENDAR-ORDINANCES ybenn 7c. Organic Waste Ordinance (All Wards) In 2016, the California State Legislature passed Senate 8i|| 1383 which, among other things, established requirements regarding organicvvaste — a|so known as composting. The new ordinance incorporates the provisions mandated bySB1383 and Ca|Recyc|e's regulations to ensure City's compliance with State law. Enforcement of the new organic recycling provisions of the Ordinances is required starting January 1, 2024. This action does not impact current rates. Staff are recommending approval of first reading of the ordinance. CONSENT CALENDAR—PUBLIC SAFETY/VITAL SERVICES MEASURE Item 7t. Beach Skate Park Lighting Improvements(Ward 2) Beach Skate Park was constructed in 2008 to provide year- round recreational activity among the local skating community. The past few years, the local community has requested that lighting be added to the site to allow for safe and secure use during the evening hours,especially during the fall and winter months. This project provides installation of a new energy efficient LED light pole system for the skate park and upgrade the existing lighting to the adjacent parking lot. Staff recommends an agreement with Curtis Electrical Construction, Inc. in the not to exceed amount of$101,990 to complete the improvements.
