REPORTS Item 3a. Recreation and Parks Master Plan (All Wards) Council will receive an update on the progress of the Master Plan from consultant MIG, Inc. and provide feedback on the efforts to include a preferred concept for the Martin Luther King Park re-imagining. R E Q U LA R M E E T I N G.............. ............................................ .......................................... ...... ......... ...... CONSENT CALENDAR-ORDINANCES Item 7c. Vacant Building Ordinance (All Wards) Over the post year, the Planning and Development Committee (Committee) discussed and considered various tools, enforcement strategies, and changes to the Bakersfield Municipal Code (Code) to proactively address chronic nuisance and vacant properties. On November 1, 2022, and the Committee voted 3-0 to move the ordinances forward for first reading. This item is the first reading of the following ordinances amending various chapters of the Bakersfield Municipal Code relating to public nuisances: Chapters 8.27, 8.80, and amending Title 8 to add 8.85. CONSENT CALENDAR- RESOLUTIONS Item 7g. Affordable Housing Development at 7821 Wible Rd (Ward 7)Staff is recommending the property at 7821 Wible Road be awarded to Habitat for Humanity - Golden Empire to develop at least six single-family homes for low-income homeownership at the site. The proposed project fits will further the City of Bakersfield's efforts to create affordable housing. This item affirms the Council's support for disposition of the property to Habitat for Humanity-Golden Empire which is subject to approval by the State of California and both parties agreeing on terms set forth in a future purchase and sales agreement approved by City Council. CONSENT CALENDAR - AGREEMENTS Item 7n. Homeless Housing, Assistance and Prevention Round 3 (All Wards). The City of Bakersfield received $3,990,136.37 in Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) HHAP-3 funds by the California Interagency Council on Homelessness (Cal ICH) to address homelessness. The Flood Ministries Agreement ($300,000) before Council today will provide activities to locate, identify, and build relationships with people experiencing street homelessness, and engage them for the purpose of providing immediate support, intervention,and connections with homeless assistance programs and/or mainstream social services and housing programs. This item will also appropriate $3,990,136.377 in HHAP3 funds to the Economic & Community Development operating budget. Item 7o. Approval of FY 2022-23 Emergency Solutions Grant Agreements (All Wards) On May 5th, 2022 the City Council approved the City of Bckersfield's FY 2022-23 U.S. Department Housing Urban Development (HUD) Action Plan,which describes activities to be funded with the City's HUD entitlement grant funding. At that time, the City approved Emergency Solutions Grant funding to the following organizations to assist in emergency shelter and homeless prevention activities: Open Door Network, Alliance Against Family Violence and Sexual Assault, The Mission at Kern County, and Flood Bakersfield Ministries. The above-mentioned service providers have nearly 150 years of combined experience in providing emergency shelter and homeless prevention operations. This item approves six FY 2022-23 Emergency Solutions Grant (ESG) Agreements with the Open Door Network, Alliance Against Family Violence and Sexual Assault/Open Door Network, The Mission at Kern County, and Flood Bakersfield Ministries. Items 7p-r. Economic Opportunity Area Incentive Program Grant Agreements: Bakersfield Downtown Business Association, Boys & Girls Club of Kern County, and Radio Sandwich (Wards , )The Economic Opportunity Area (EOA) Incentive Program offers incentives to encourage business growth with financial assistance, such as grants and development assistance, for a business within an EOA or a business planning to open or expand within an EOA, and for business security services. The EOA Incentive Program was created to encourage the redevelopment of a vacant property or buildings with grants for site and building improvements, business expansion or moving costs,development fees, or costs of required public improvement projects. Items 7p through 7r approve EOA grants with the Bakersfield Downtown Business Association ($50,000), Boys & Girls Club of Kern County ($80,000), and Radio Sandwich ($55,000). REPORTS Item 10a. Unsecure Dumpsters Framework Report(All Wards) Staff will present a report in response to the referral made by Councilmember Andrae Gonzales for staff to develop a dumpster enclosure policy and incentive program for property owners and business owners within 90 days.
