INSTALLATION CEREMONY Item 2a. Declaring Results of General Municipal Election (All Wards) This resolution declares and accepts the results of the General Municipal Election held in the City of Bakersfield on November 8, 2022. The General Municipal Election includes Charter Amendment Measure L and four City Councilmember seats for a full four- year term commencing December 14, 2022 and expiring December 2026. NEW BUSINESS Item 6a. Election of Vice Mayor and Committee Appointments (All Wards) The new City Council must elect one of its members to serve as Vice-Mayor. The newly elected Vice-Mayor will make appointments to current Standing, Ad-Hoc, and other Special Boards at the January 11, 2023 City Council Meeting. APPOINTMENTS Items 7a-d. Appointments to Various Groups and Boards (All Wards) Council must make one at-large appointment to each of the following boards: Metropolitan Bakersfield Habitat Conservation Plan Trust Group, Fire Department Civil Service Board, Police Department Civil Service Board, and Miscellaneous Departments Civil Service Board. CONSENT CALENDAR—ORDINANCES Item Sc. First Reading of Ordinance relating to California Fire Code(All Wards)The State adopted the 2022 Edition of the California Fire Code which is a modified version of the 2021 International Fire Code.This is part of the normal code adoption cycle which occurs every three years.The proposed code amendments are carryovers;from the previous code adoption cycle in 2019 and are minimal and technical in nature. This is a first reading of an ordinance amending Chapter 15.65 of the Bakersfield Municipal Code relating to the California Fire Code. Item 8f. Ordinances to Address Chronic Nuisance and Vacant Properties (All Wards) Over the past year, the Planning and Development Committee (Committee) has discussed and considered various tools, enforcement strategies, and changes to the Bakersfield Municipal Code (Code) for the City to proactively address chronic nuisance and vacant properties. This item adopts three ordinance amendments to the Code relating to the maintenance of vacant buildings, abatement of public nuisances, and assessments of abatements. CONSENT CALENDAR - RESOLUTIONS Item 8q. $144,880 Edward Byrne Memorial Justice Assistant Grant from US Department of Justice (All Wards) On September 26, 2022, the Bakersfield Police Department (BPD) was awarded an Edward Byrne Memorial Justice Assistance Grant (JAG) from the Bureau of Justice Assistance, U.S. Department of Justice, in the amount of $144,880.00. BPD plans to implement a Crime Reduction and Trust Building strategy through community engagement using three different road maps: (1) develop and enhance BPD's new Communications Coordinator and Public Information Officer, (2) enhance BPD's community outreach and education through innovative engagement tools and emergent training, and (3) develop and enhance BPD's Chaplain program. This item accepts the terms of the grant award and its required certifications and assurances. CONSENT CALENDAR—AGREEMENTS Item 8v. Kern County World War II Veterans Memorial Agreement(Ward 2)The Kern County World War II Veterans Memorial (Organization), a 501 (c) (3) nonprofit organization approached the City of Bakersfield (City) expressing their desire to build a memorial at Jastro Park honoring Kern County's World War II Veterans and those whose services were instrumental in supporting the World War II efforts. On September 1,2021,Council approved Resolution No. 160-2021 allowing the Organization to fully fund and construct a Kern County's World War II Veterans Memorial (Memorial) at Jastro Park located at 2900 Truxtun Avenue. This agreement dedicates the Memorial to the City and states the City will maintain the Memorial thereafter. Item 8af. $38,000 San Joaquin Tractor Economic Opportunity Area Grant(Ward )The City of Bakersfield's (City) Economic Opportunity Area (EOA) Incentive Program encourages business growth and redevelopment with financial assistance, such as grants and development assistance, for a business within an EOA or a business planning to open or expand within an EOA. The City received an EOA application from San Joaquin Tractor to construct and install 400 feet of wrought iron fencing on the California Avenue side of the property, located at 1201 Union Avenue within the Downtown EOA. Installing the fencing would increase aesthetics as well as enhance security for the business. The EOA Incentive Program includes grants that support site improvements. The proposed project promotes business growth and development in the community, and staff recommends approval of the grant agreement in the amount of$38,000. Item 8ag. Homeless Youth Case Management (All Wards) On June 29, 2020, the State of California established the Homeless Housing, Assistance, and Prevention Program Round 2 (HHAP-2) to provide local jurisdictions with funds to support regional coordination and expand local capacity to address their immediate homelessness challenges. The State allocated funds on a formula basis for Continuums of Care, large cities, and counties determined by size of the jurisdiction and its portion of the state's homeless population. The City received $1,543,803 in HHAP-2 funds. Proposed Use categories are based on a regional needs analysis conducted in collaboration with Bakersfield Kern Regional Homeless Collaborative, and the County of Kern. Proposed Projects are funded through joint agreements between the three entities, and sub awardees are required to expend funds over a two-to-five-year timeframe. This agreement with Kern County Superintendent of Schools (KCSOS) provides $281,400 for Homeless Youth Case Management. CONSENT CALENDAR— PUBLIC SAFETY & VITAL SERVICES MEASURE Item 8bk-bm. Clean City Initiative (All Wards)The Clean City Initiative (CCI) is a multi-pronged program aimed at improving the quality of life for residents and visitors by reducing the amount of litter, debris, and illegal dumping throughout the City of Bakersfield (City). Item 8bk extends the City's agreement (2020-266) with the California Highway Adoption Company through December 31, 2023 and provides an additional $570,240 for their Clean City Initiative Cleanups. Item 81bl extends the City's agreement (2020-006) with the Open Door Network through December 31, 2023 and provides an additional $1,031,680.16 for their Downtown Street Ambassadors program. Item 8bm extends the City's agreement (2020-009) with the Open Door Network through December 31, 2023 and provides an additional $1,031,680 to provide litter and bulky waste abatement for the Clean City Initiative. The total increase in funding towards CCI is $2,633,600.16. Item 8bq. $225,000 for Bakersfield Police Department Wellness Center (All Wards) The Bakersfield Police Department (BPD) promotes employee wellness and resiliency as part of an overall, employee-centered culture. To provide additional support, the City is investing in a dedicated Wellness Center where employees can meet with wellness experts and obtain services. The Wellness Center will be an office setting that serves as a resource center and serene environment. BPD proposes the Mill House, located at 610 17th Street, as the site for the Wellness Center.This item will appropriate and transfer$225,000 from the Public Safety and Vital Services (PSVS) Capital Outlay Fund to a new capital improvement project for the BPD Wellness Center. CONSENT CALENDAR- PUBLIC HEARINGS Item 9b. HHAP Round 4 (All Wards) The Homeless Housing Assistance and Prevention Program Round 4 (HHAP- 4) provides local jurisdictions with funds to support regional coordination and develop local capacity to address immediate homelessness challenges.The State allocated funds on a formula basis for Continuums of Care,large cities, and counties determined by size of the jurisdiction and its portion of the state's homeless population. A list of HHAP-4 projects was selected by gathering input from local stakeholders, the City, the County, and Bakersfield Kern Regional Homeless Collaborative (BKRHC) leadership. The City's HHAP-4 Project list includes funds for: Administration, HMIS, Youth Set Aside, Shared Housing Units, Street Outreach, Intensive Service-Bridge Housing, Mental Health Services in Shelters, Housing Service Supervisor, Shelter Case Management, Housing Locators, Diversion, Coordinated Entry System, Extreme Weather Communicable Disease Response Temporary Housing, and an Elderly By Name List Case Manager.
