PRESENTATIONS Item 4b. City of Bakersfield's 125th Year of Incorporation(All Wards)The City of Bakersfield (City) was incorporated on Saturday, January 11, 1896. The City's Public Information Officer will provide a presentation celebrating and honoring the City's 125 years of history. APPOINTMENTS Item 6a-e. Appointments to Various Boards and Committees(All Wards)City Council plans to make appointments to the following boards and committees: Golden Empire Transit District Board, Keep Bakersfield Beautiful Committee, Public Safety/Vital Services Measure Citizens Oversight Committee, and Miscellaneous Departments Civil Service Board. Council will also ratify 2023-25 City Council Committee Appointments for standing, ad-hoc, and other Vice Mayor appointments. CONSENT CALENDAR—ORDINANCES Item 7d. Adoption of Ordinance relating to California Fire Code (All Wards) The State of California adopted the 2022 Edition of the California Fire Code. This is part of the normal code adoption cycle which occurs every three years. The proposed code amendments are carryovers from the previous code adoption cycle in 2019 and are minimal and technical in nature. This item adopts an ordinance amending Chapter 15.65 of the Bakersfield Municipal Code relating to the California Fire Code. CONSENT CALENDAR - RESOLUTIONS Item 7f. Authorizing Cal Recycle Grant Applications for Five Years (All Wards) For more than 10 years, the City of Bakersfield has received multiple grants from the California Department of Resources, Recycling & Recovery (CalRecycle). The grants help the City address and implement waste tire enforcement, waste tire cleanup, and used oil recycling programs. The proposed resolution authorizes up to five years of grant application submittals. CONSENT CALENDAR—AGREEMENTS Item 7j. $233,000 in Grants for City Animal Care Center(All Wards)The City entered into an agreement with the Bakersfield Society for the Prevention of Cruelty to Animals to operate the City of Bakersfield Animal Care Center (CBACC) in September 2022. CBACC received a combined $233,000 from LIC Davis, the California Animal Welfare Funders Collaborative, and the Michelson Found Animals Foundation to purchase necessary medical workstation equipment and expand spay and neuter services. This agreement accepts the grant and donation funds and appropriates them to SPCA. Item 7m. $10,000 Central Valley Innovation Hub Grant (Wards 1,2)Through our partnership with California State University Fresno (CSUF),the City was successfully designated an Innovation Hub by the California Office of Small Business Advocate (CaIOSBA) and granted $10,000. The award will help the City recruit disadvantaged entrepreneurs from Southeast Bakersfield, enroll them in Arizona State University's Microgrid Boot Camp, train them for opportunities in agri-tech and clean-tech sectors, and connect them with an expanded network of business resources and mentors. This agenda item is a subaward agreement with CSUF Foundation and appropriates the $10,000 to the Economic and Community Development Department's operational budget. CONSENT CALENDAR—MISCELLANEOUS Item 7ae. $397,364 in State Funds for Supplemental Law Enforcement Services Fund (All Wards) The Bakersfield Police Department receives an annual allocation from the State of California's Supplemental Law Enforcement Services Fund (SLESF) over a 12-month period. For FY 2021-22, the City received a total of$1,006,153.1 1 in SLESF and has already allocated $608,789 as part of the annual budget adoption. State law requires all funds must supplement front line law enforcement equipment and services. This item appropriates the remaining $397,364.11 from SLESF to the Police Operating Budget. CONSENT CALENDAR— PUBLIC HEARINGS Item 9a. Amendment to US Department of Housina & Urban Development Action Plan (Wards )The FY 2022- 23 US Department of Housing and Urban Development (HUD) Action Plan proposed two Curb Gutter Sidewalk (CGS) projects on Jewett Avenue and Ohio Drive. Public Works has proposed a larger City-funded CGS project near Jewett Avenue. This makes the $333,000 in planned Community Development Block Grant funding for Jewett Ave redundant and available for other projects. This agenda item is a public hearing to consider a second amendment to the City's HUD Action Plan for Fiscal Year 2022-23 and transfer$333,000 of CDBG funds from the Jewett Ave CGS project to the Ohio Drive CGS project.These additional funds will double the amount of curb, gutter, and sidewalk constructed for the Ohio Drive CGS project.
