The Program will rescind the City's existing Speed Hump Policy and offer new and effective traffic calming solutions. This agenda item is a presentation by Kimley- Horn. Staff recommends Council receive and file their presentation. APPOINTMENTS Item 6o. One Appointment to PSVS Citizens Oversight Committee (AU VVo,do) City Council plans to make one appointment to the Bakersfield Public Safety &Vital Services Measure Citizens Oversight Committee for Ward 3. ORDINANCES Item 7o'd' First Reading of Various Annexation Ordinances (Wards 5 and 7) The City plans to amend two Ward boundaries to annex a total of 77.93 gross acres of land. Annexation No. 697 is 19.54 gross acres located north of Taft Highway approximately one eight of mile east of Mountain Ridge Drive. Annexation No. 705 is 58.39 gross acres located on the southwest and southeast corners of Panama Lane and Progress Road intersection. This item is a first reading to amend municipal code sections 1.12.070 and 1 .12.050. Item 7e. Adoption of Various Ordinances (AU VVordn) In 2022' City Council requested staff review several land use/zoning ordinances under Title 17 of the Bakersfield Municipal Code. Council specifically requested staff review ordinances on the City's floor area ratio, parking space dimensions, and outdoor lighting. This item adopts amendments to Chapters 17.25' 17.26' 17.58' and 17.71 of the Bakersfield Municipal Code. RESOLUTIONS /henn 7g' Adoption of Neighborhood Traffic Calming Program (/kU Wards) The City has enlisted Kim|ey-Horn to develop Neighborhood Traffic Calming Program (Program). The Program will rescind the City's existing Speed Hump Policy and offer new and effective traffic calming solutions. This agenda item rescinds Resolution No. 80- 97 and adopts the Program. AGREEMENTS Item Js. (Ward 2) Street and Corridor improvements along Dr. Martin Luther King Jr. Blvd. were included in the Fiscal Year 2822/23 Capital Improvement Program. This project will design Complete Street improvements along Dr. Martin Luther King Jr. Blvd including traffic calming, enhanced pedestrian safety components, improved signage and lighting, resilient pavement markings, and aesthetic improvements to landscaping and hordscoping. Staff requested qualifications and proposals from several firms for this project ondrecornmendsowordofthengreementto TDG Engineering for onnt-tn-exceed amount nf$228'980. Item 7aa. Downtown Corridor Enhancement Improvements(Ward 2) In 2020, City Council approved Agreement No. 2020-168 to develop the Downtown Corridor Enhancement Streetscape Master Plan and develop conceptual plan layouts for the corridor enhancement improvements along Chester Avenue and H Street. This agenda item amends Agreement No. 2020-168 with IBI Group for the Downtown Corridor Enhancement Improvements for a new not-to-exceed amount of$1,387,051 and extends the term until December 31, 2027. Item 7ak. H Street Corridor Improvements (Ward 2) The H Street Corridor Improvements Project (Project) was approved by Council in Fiscal Year 2022-23. The project will design Complete Streets Improvements including enhanced pedestrian, bicycle, and other multimodal safety and capacity improvements; improved signage and lighting; drainage: pavement markings; and aesthetics improvements to landscaping and hardscaping This agenda item will award the design agreement for the Project to Quad Knopf, Inc. for a not-to-exceed amount of$431,08, transfer$300,000 from the Street Improvement Corridor: H St. and Chester Ave Project to the new H Street Corridor Improvements Project; and transfer$150,000 from the Grant Match Allocation Project to the new H Street Corridor Improvements Project.
